Assam govt urges stakeholders to resolve issues for timely implementation of projects

Sharing key highlights of the meeting, Kota said the status of highway crossing clearances in Barpeta, Nagaon, Cachar and Bongaigaon, which are critical for the timely completion of infrastructure projects such as substations and distribution lines, was reviewed.
"NHAI, the concerned DCs, and the Power department have been directed to expedite all necessary groundwork," he said.
The Guwahati Ring Road Project is to be accorded top priority, and the district commissioners of Kamrup Metropolitan, Kamrup and Darrang will depute three Competent Authority for Land Acquisition officers exclusively for matters related to the project, the CS directed.
The CALAs will work in close coordination with the respective circle officers for timely resolution of ground-level issues, he added.
The DCs of Lakhimpur, Tinsukia, Sonitpur, Jorhat and Dibrugarh were instructed to coordinate with Northeast Frontier Railway authorities to ensure smooth execution of 10 sanctioned level crossings, identified for conversion into railway overbridges/ underpasses.
The Tinsukia DC has been tasked with monitoring the progress of the Amrit Bharat station platform and taking stringent action against any unauthorised encroachments on railway land, the CS said in the post on X.
All DCs were directed to constitute the Gram Panchayat Digital Access Committee under the Samridh Gram Panchayat Pilot Project of Digital Bharat Nidhi.
Under this initiative, BSNL will provide FTTH connectivity to five private institutions in each of the selected rural areas to promote socio-economic development.
"A total of 95 gram panchayats across 23 districts in Assam have been selected. The DCs are to ensure timely constitution of the committees and maintain close coordination with DoT and BSNL for implementation," Kota said.
The chief secretary asked the Darrang DC to conduct a ground assessment of the land at Kharupetia, currently in use by Army as a Transit Camp, and submit an 'as-is-where-is' report to the Additional Chief Secretary, Revenue and Disaster Management.
Kota further said that the initial meeting for the preparation of the Detailed Project Report for Doloo Airport in Cachar has been conducted, and preliminary cost estimation has been completed, with the land handover process to be expedited.
"All matters related to the 6-lane approach road to the upcoming Guwahati International Airport Terminal are to be managed with seamless coordination between the DC Kamrup Metro, PWD , GIAL, and the executing agency," the CS directed.
The overall supervision of matters pertaining to the Airports Authority of India will be overseen by the Principal Secretary, Transport, he added.
"All concerned departments and agencies were advised to ensure focused follow-up and timely resolution of pending issues to fast-track implementation on the ground," Kota said.

Govt likely to set up corpus for strategic deepwater exploration
The government is planning to set up a corpus under the National Deepwater Exploration Mission to support strategic oil and gas exploration efforts in deepwater and ultra-deepwater areas. The exact contours of the plan are yet to be finalised, including the size of the corpus and its sources. Rath added that PM Modi has stressed upon the National Critical Mineral Mission, under which a corpus has already been identified to enhance exploration and production and also overseas assets acquisition with identified PSUs, in which OIL is also reflected. The company is pursuing such diversified alternatives aligned with national priorities. 'We have recently diversified to critical minerals. We have bagged two blocks, including a graphite and a vanadium block in Arunachal Pradesh, and a potash block in Rajasthan. We are also looking at acquisition of overseas assets of critical minerals,' he said. Rath said the company is on track to meet production targets, but more needs to be done. OIL operates primarily in upper Assam where the market for natural gas is still constrained. He congratulated the OIL team managing the Rajasthan asset for achieving the fastest monetisation of the Bakhri Tibba Discovered Small Field (DSF) block. 'We are supplying 30,000 standard cubic metres of natural gas towards power generation from that field. A similar call of duty is emerging in Tripura. I would call upon the Tripura asset team to ensure that by March 31, 2026, or before, we are able to monetise the Tulamara DSF where we have already done the first well and we intend to drill three more wells soon,' he said. India's crude oil import bill last financial year stood at around $140 billion, with import dependence of 90 per cent in case of crude oil and 50 per cent in case of natural gas, as on May 2025. 'Every drop of crude oil extracted from the sub-surface is a huge contribution. Gone are the days when we used to get price realisation of $80-85 per barrel. The current realisation is only $66 per barrel, a drop of 22 per cent. That is why enhanced production matters,' he said. OIL is also working on mapping areas where potential exists for productivity enhancement with a focus on cost optimisation.

The catalytic effect of these interventions has resulted in an expansion in solar module manufacturing capacity, from just 2.3 GW in 2014 to over 100 GW today. This reinforces India's commitment to achieving 500 GW of non-fossil fuel capacity by 2030 and contributes meaningfully to global decarbonization efforts. The ALMM Order was issued by the Ministry of New and Renewable Energy (MNRE) on 02nd January 2019. The first ALMM list for solar PV modules was published on 10th March 2021 with an initial enlisted capacity of around 8.2 GW. In just over four years, this capacity has grown more than twelvefold, crossing the 100 GW mark. This remarkable expansion is not just limited to depth of capacity achieved, but by the breadth of the number of manufacturers who has also significantly increased from 21 in 2021 to 100 manufacturers, who are operating 123 manufacturing units currently. This growth includes contributions from both established companies and new entrants, many of whom have adopted high-efficiency technologies and vertically integrated operations. The result is a diverse and competitive manufacturing landscape capable of meeting domestic needs and serving global markets.
