Why Indian Rivers Should Be Granted the Rights They Deserve
As North Eastern states experience disasters under flooding, rivers wreaking havoc, parts of the country also see an extreme season with the drying of its rivers having adversarial impact on soil, agriculture, and livelihoods of millions on depend upon it. Rivers and their critical vitality in shaping, managing and nurturing livelihoods have captured imagination of writers, artists, and scholars for centuries.
In the ancient Hindu imagination, the Ganga is not a river. She is a mother. A bearer of life. A witness to history. For thousands of years, poets, priests, and pilgrims have also knelt at her banks, offering flowers and ashes alike.
But in the courtroom, such reverence has not translated into responsibility. For Indian rivers today, personhood is poetry – but not yet law.
And yet, the idea is not as far-fetched as it once seemed.
If the river has a legal standing in a court of law
In 2017, the Uttarakhand High Court declared the Ganga and Yamuna 'living entities' with the rights of a legal person.
For a brief moment, the river had standing in a court of law.
It could, in theory, sue a polluter, resist a dam, or demand its flow be restored. But the decision was swiftly stayed by the Supreme Court, citing practical difficulties: Who would represent the river? Who would be liable if the river 'committed' harm, like flooding? The Ganga returned to her pre-modern role: sacred but silent.
Eight years later, in 2025, the waters are rising again – this time not just in volume, but in voice.
Earlier this year, Rajya Sabha MP Satnam Singh Sandhu too introduced a bill proposing that Indian rivers be granted legal personhood through statute. In a nation where rivers are worshipped yet routinely strangled by concrete and sewage, the symbolism is powerful. But what matters more is the potential shift in power: from human dominion to ecological dignity.
We have reached the limits of technocratic solutions to ecological collapse.
India's flagship Namami Gange mission, launched with fanfare by the PM in 2014, has spent tens of thousands of crores and built miles of sewage infrastructure.
Yet, the state of the Yamuna river – an important tributary of Ganga – in Delhi remains a chemical soup, where, fish die-offs are routine, and residents routinely gag at its banks. No amount of money can save a river if its right to flow, breathe, and exist is not recognized in law.
In February, a Supreme Court-appointed committee reported that illegal embankments had been constructed through Kalesar National Park, obstructing the Yamuna's natural flow. On paper, it was a clear violation of forest and water laws. But the implications ran deeper.
These embankments were not just environmental infractions – they were symbolic of a larger rupture: the quiet, everyday mutilation of riverine systems under the guise of 'development.' When a river's path is bent without its consent, it is not merely diverted; it is disenfranchised.
Climate activist Ridhima Pandey, who first came into national consciousness for suing the government over climate inaction stood against the Kalasa-Banduri diversion project in Karnataka. Her protest was against a legal structure that treats rivers as passive infrastructure rather than living systems with embedded rights.
Not isolated acts of environmental negligence but democratic failures in slow motion
These are not isolated acts of environmental negligence. They are democratic failures in slow motion. Rivers may not cast votes, but they irrigate the very geographies our electoral maps are drawn on. To exclude them from legal personhood is to ignore that their depletion undermines the people who depend on them and the constitutional promises made to those people.
Critics scoff. They warn of legal absurdities.
Who defends the river in court? Can a river own property? The answer lies not in abandoning the project but in refining it. Guardianship models – where citizens, tribal councils, or environmental boards act as legal stewards – have worked elsewhere. In New Zealand, Maori iwi serve as co-guardians. India, too, can empower communities that have lived with and for rivers, rather than outsourcing custodianship to bureaucratic boards 500 kilometers away.
It is a reckoning with the doctrine of human supremacy. Our legal system, forged in colonial logic, sees rivers as resources, not relationships. They are either dams to be built or drains to be dredged. But this worldview has failed us. Climate change is not just an engineering challenge; it is a civilisational crisis. The law must evolve.
To grant rivers rights is not to anthropomorphise them, but to decolonise the way we see the world. This is critical for their being and sustenance through a realisation, recognition of rights that matter.
The Ganga, after all, has outlived empires. She will likely outlast this one too. But what shape will she take – choked and canalised, or flowing freely as a subject of law and reverence? Personhood is not a silver bullet. But it is a beginning. A way of saying: the river has been speaking all along. It's time we learned how to listen.

Kerala film conclave to be held in Thiruvananthapuram in August
The Kerala Film Policy Conclave, organised by the State government as part of the framing of a policy for the Malayalam film industry, will be held in Thiruvananthapuram on August 2 and 3 this year. Chief Minister Pinarayi Vijayan will inaugurate the conclave at a function to be held at the Sankaranarayanan Thampi Hall inside the Legislative Assembly complex here. Minister for Cultural Affairs Saji Cherian will preside over the function. The conclave, which will comprehensively discuss various aspects of cinema, will be attended by representatives of the seventeen states that have formulated the film policy, representatives of the National Film Development Corporation, the Ministry of Information and Broadcasting, the Union Ministry of Culture and Tourism, personalities from the Indian film industry as well as international experts, various film organisations and experts in the fields of labour and law. Comprehensive discussions will be held on various issues related to the film sector. Following the conclave, the government aims to publish the draft of the film policy within a month. The film policy committee has till now held a total of 75 meetings with various stakeholders in the industry as part of efforts at formulating the policy. One of the major issues raised by various stakeholders in the meetings was the lack of formal recognition as an industry, due to which regulations are not in place to govern most of the activities in the Malayalam film industry. Following the discussions, the film policy panel outlined thematic areas regarding issues to be taken care of by the different government departments. The key thematic area will be the one related to gender and working conditions in the industry regarding issues to be handled by the Labour and Women and Child Development departments as well as the Human Rights Commission. These include issues related to casting couch, lack of proper implementation of Internal Committees in film sets, disparity in remuneration, threats against dissenting voices, long working hours, lack of women in technical departments, exploitation by agents and substance abuse.

Eleven Nepali nationals being evacuated from Iran, expected to arrive in India tomorrow
Kathmandu [Nepal], June 23 (ANI): Nepal Foreign Minister Arzu Rana Deuba announced that 11 Nepali nationals being evacuated from Iran in the evacuation flight being conducted by India are expected to arrive Southern neighbor by tomorrow. Addressing the parliamentary meeting on Monday, Foreign Minister Deuba informed that a total of 16 Nepali nationals are recorded to be in Iran, out of which 11 are being evacuated for now, as five remain in jail. 'Sixteen Nepali nationals are in Iran; last week, we requested India's Ministry of External Affairs to evacuate our nationals as well while they're evacuating their citizens via Jordan. They've agreed to bring 11 Nepali as well from the evacuation flight, who are now in Mashhad. hopefully, they'll be brought to India by tomorrow, and then they can come to Nepal easily. Out of them, one had to be issued a travel document, and there are five other Nepali citizens who are in jail after going to Iran through illegal migration channels. We are working to bring them back at the same time through this operation,' Foreign Minister Deuba briefed. The Indian Embassy in Tehran had coordinated the evacuation of Nepali nationals who travelled for about 900 kilometers overland from capital Tehran to Mashhad. As tension between Iran and Israel enters the second week, questions were raised about the evacuation and safety of Nepali workers in those war-raged countries. In her address, Foreign Minister Deuba informed lawmakers that over 2,000 Nepalis had gone to Israel under a government-to-government (G2G) agreement, and all relevant data of these individuals is available. The minister noted that Nepal's embassy in Israel is currently non-operational due to conflict, with the ambassador working from a bunker. Additionally, she said three Nepalis stranded in Israel would be brought back via Egypt, as Germany declined to issue travel documents. She also revealed that around 500 Nepalis have settled in Israel through marriage. 'We are in constant consultation with the ILO and IOM about the ongoing situation and the evacuation of workers from there. From June 17, we have operated the online portal through which the details about the Nepali workers who want to be evacuated have been asked to sign in. Till now, 8 hundred and 85 people have filled in their details,' Minister Deuba said. On Saturday, Foreign Minister Arzu Rana Deuba had thanked External Affairs Minister S Jaishankar for assisting in the evacuation of Nepali students from conflict-hit Iran, calling it a reflection of the strong Nepal-India ties. In a post on X, Deuba wrote, 'Thank you, External Affairs Minister of India S Jaishankar, for India's swift assistance in helping to evacuate Nepali nationals from Iran. India's support in Nepal's evacuation efforts reflects the strength of Nepal--India ties.' Earlier on Saturday, the Indian Embassy in Iran said that it had made efforts to evacuate citizens of Nepal and Sri Lanka and noted that the efforts were made at the request of the Governments of Nepal and Sri Lanka. The Indian Embassy in Iran posted on X that 'On request of the Governments of Nepal and Sri Lanka, the Indian Embassy's evacuation efforts in Iran will also cover Citizens of Nepal and Sri Lanka. ' The conflict between Israel and Iran entered its eleventh day on Monday. The conflict started after Israel, on June 13, launched a massive airstrike on Iranian military and nuclear sites, dubbed 'Operation Rising Lion'. In response, the Islamic Revolutionary Guard Corps (IRGC) launched a large-scale drone and missile operation, 'Operation True Promise 3', targeting Israeli fighter jet fuel production facilities and energy supply centres. Vice President Jagdeep Dhankar pays tribute to Syama Prasad Mookerjee on 91st birth anniversary
New Delhi [India], June 23 (ANI): Vice-President of India, Jagdeep Dhankhar on Monday paid homage to Syama Prasad Mukherjee, saying, 'It's a great day in the history of our nation. One of the finest sons of our soil, today, his Balidan Diwas is Shyama Prasad Mukherjee. Dhankhar further added, 'We suffered from Article 370 for too long. It bled us and the state of Jammu and Kashmir. Article 370 and the draconian Article 35A deprived people of their basic human rights and fundamental rights. We had a visionary Prime Minister, Narendra Modi, and a Home Minister in the shoes of Sardar Patel, Amit Shah. Article 370 does not exist now in our Constitution. It was abrogated on 5th August 2019, and the legal challenge to the Supreme Court failed on 11 December 2023. I, therefore, cannot be at a more befitting place than this to pay tribute to one of the finest sons of our soil. My tributes to him.' Addressing the inaugural session of the 99th Annual Meet and National Conference of Vice Chancellors (2024-2025), organised by the Association of Indian Universities (AIU), at Gautam Buddha Nagar, Uttar Pradesh, Dhankhar said, highlighting the National Education Policy, 'I must share with you something which happened after more than 3 decades, that has really changed the landscape of our education. I am referring to the 'National Education Policy' 2020. As governor of the State of West Bengal, I was associated with it. Some major inputs -- in the hands of thousands -- were taken into consideration for the evolution of this policy.' 'The policy resonates with our civilizational spirit, essence, and ethos. It is a bold reaffirmation of India's timeless belief that education is the awakening of the self, not just for the education of skills,' he added. 'I have firmly believed that education is a great equaliser. Education brings about equality as no other mechanism does. Education decimates inequities. As a matter of fact, education gives life to democracy,' he further stated. Congratulating the Government of Uttar Pradesh, he stated, 'My congratulations to the Government of Uttar Pradesh. The Chief Minister has done a great initiative. IT was given 'Industry Status'. That has a huge consequence for positive development. Another aspect for which UP is getting increasingly recognised is at the school education level. The transparency and accountability in administration is becoming a hallmark.' Applauding India's national progress, the Vice-President said, 'India has emerged as a land of opportunity, of entrepreneurship, of startups, of innovation, of unicorns. In every parameter where growth and development can be gauged, we are rising.' On the role of universities, the Vice-President emphasised, 'Our universities are not meant to just hand out degrees. The degrees must carry great weightage. Universities must be sanctuaries of ideas and ideation, crucibles of innovation. These places have to catalyse big change.' 'That responsibility lies on the Vice-Chancellors in particular and the academia in general. I appeal to you, there must be space for disagreement, debate, dialogue and discussion. That is how the mind cells are activated. Abhivyakti, Vaad Vivaad, Anant Vaad -- these are inalienable facets of our civilisation, of our democracy.' Highlighting India's potential to lead in knowledge domains, he said, 'When you look around the world, you'll understand its significance. The state of education defines not only the state of academics, but the state of the nation. We cannot remain perpetual students of Western innovation when our demographic dividend position says, as the world's knowledge epicenter.' 'And when we look back in our ancient history, we are reminded of our rich past. It is time Bharat must build world-class institutions, not just to teach, but to pioneer. These are not mere disciplines. These are levers of assurance of our sovereignty in all times to come.' Calling for equitable expansion of higher education, the Vice-President observed, 'A lot of our institutions have remained brown-field. Let us fall in line with the global groove -- let's go green. Greenfield institutions alone bring about equitable distribution. There is clusterization in metros and Tier 1 cities. Many regions remain untouched.' 'Let's go in for greenfield institutions in such areas. Vice Chancellors are not only the watchdogs, but also impregnable bulwarks against the commodification and commercialisation of education. One of our fundamental objectives is to ensure affordability, reach, and accessibility of quality education for ordinary people.' Concluding his address with a call to establish leadership in emerging domains, the Vice-President asserted, 'Establish institutions of uncompromising excellence in emerging domains -- artificial intelligence, climate change, climate technology, quantum science, digital ethics -- then Bharat will lead, others will follow. That's a challenge.' 'Education is not just for the public good. It is our most strategic national asset. It is integrally connected not only with our development journey in infrastructure or otherwise, it assures national security also.' 'Friends, I am before academicians and therefore I will reveal my thought process a little more critically for your analysis. Impossible choices define our character and strength. We must not take the easy route. Impossible choices define that we really have a great inheritance. Taking the easy path is getting into mediocrity, and then into irrelevance and insignificance.' 'Universities are crucibles to generate such choices. They prepare minds. They prepare people to be intrepid -- to go in for impossible choices.'
