Hoarding banned in Chandigarh; traders given 3 days to declare stock
To ensure the availability of essential items such as rice, wheat, pulses, and sugar for the general public, the District Magistrate of Chandigarh has banned hoarding and stockpiling of these goods. The order came into effect at midnight on 9 May.
The directive has been issued under the Essential Commodities Act, 1955, and Section 163 of the Bhartiya Nagrik Suraksha Sanhita.
In his order, DM Nishan Kumar Yadav noted that certain individuals and traders were engaging in hoarding, which could disrupt the supply chain and trigger price hikes.
'It has come to notice that certain individuals, traders, and entities are engaged in the hoarding and unauthorised stockpiling of essential food items and fuel, including petrol, diesel and other daily necessities in the Union Territory of Chandigarh. Such actions are resulting in artificial scarcity, abnormal price rises, and potential law and order issues affecting the supply and distribution of essential food commodities to the general public,' the order stated.
Following this order, all traders, shopkeepers, and business owners must report their stock details to the Department of Food & Supplies within three days.
Yadav also warned that anyone violating the order would face strict legal action. The public has been urged to report any cases of hoarding, black marketing, or unjustified price increases.
'In view of the emergent nature of this order, it is being issued ex-parte and is addressed to the public in general. Any breach of this order would invite action under Section 223 of the Bhartiya Nyaya Sanhita, 2023, and other relevant provisions of law,' the order said.
Additional safety measures amid security concerns
As an added precaution in light of possible air strikes from Pakistan, the District Magistrate of Ambala has issued a separate order urging residents to avoid the use of outdoor lighting and power sources at night.
Meanwhile, Union Agriculture Minister Shivraj Singh Chauhan assured the public that the country has adequate food stocks. He also outlined measures to boost crop production amid the current tensions between India and Pakistan.

The Union government has tasked all highway development agencies with preparing detailed impact assessments and outcome reports for all highway augmentation projects, including stretches under the Bharatmala Pariyojana Phase, to map the measurable socio-economic benefits arising from any new or expansion projects. These metrics from the ministry of road transport and highways (MoRTH) include reduced travel time, fuel efficiency, expenditure reduction, riding and driving comfort, and user satisfaction, which will be used to measure the outcome in terms of economic impact, logistics impact, social Impact, environment impact, road safety and user experience. The circular has been sent to all chief secretaries of states, chairman of National Highways Authority of India (NHAI), managing director of National Highway and Industrial Development Corporation Ltd (NHIDCL), director general Border Roads Organisation, Secretary General of Indian Roads Congress, etc. 'As per the CCEA approval for Bharatmala Pariyojana, the outcome parameters for the corridors/projects being implemented under Bharatmala Pariyojana i.e., reduction in time of travel, fuel efficiency, expenditure reduction, comfort in riding, user satisfaction, etc. have to be finalised. This is in keeping with the objective of ensuring that public investments yield measurable socio-economic benefits," said the Morth circular. The mechanism for monitoring outcome parameters of all capacity-augmentation projects, including the projects sanctioned under Bharatmala Pariyojana I, to be measured periodically at different intervals, has been finalised to measure the impact area, the circular added. Mapping connectivity The new framework for outcome measurement suggests that the economic impact of road projects will be studied, including both the direct and indirect impacts on macroeconomic indicators. This includes assessing whether the project provides connectivity to economic nodes within 25 km. All these would also be assessed in terms of an increase in gross domestic product (GDP) and an increase in consumer spending that results in a pick-up in automobile sales. MoRTH has also asked its agencies to conduct surveys and assess the logistics impact of a highway project, meaning whether the alignment is reducing overall logistics costs and saving distance and travel time. The social impact assessment for highway alignment will require agencies to study whether a road alignment improves connectivity to education hubs for the population living within 10 km of a highway and whether the network is improving in the movement of population to their workplaces, which will also impact overall household income. As per the circular, road development agencies would also study a project's outcome in terms of its impact on the environment and whether the road stretch provides a better and safer user experience. In this regard, projects would be studied in terms of their ability to reduce carbon dioxide emissions while improving fuel efficiency and user experience in terms of riding comfort. Air India Plane Crash: Prime Minister Narendra Modi-led Union government has set up a high-level committee to investigate the Air India plane crash that killed 241 people on board near Ahmedabad airport in Gujarat on 12 June. The Committee will examine the existing Standard Operating Procedures (SOPs) and guidelines issued to prevent and handle such occurrences and suggest comprehensive guidelines for dealing with such instances in the future, the Ministry of Civil Aviation said on Friday night. All passengers – except one – on board the Air India flight bound for London Gatwick Airport that crashed shortly after take-off from Gujarat's Ahmedabad airport on 12 June afternoon died. There were 242 passengers and crew on board the plane, including 169 Indian nationals, 53 Britons, seven Portuguese nationals, and one Canadian. One passenger, Vishwashkumar Ramesh, a British national of Indian origin, miraculously survived the crash. The Committee will not be a substitute for other enquiries being conducted by relevant organisations, but will focus on formulating SOPs for preventing and handling such occurrences in the future. 'The committee will have access to all records, including, among others, flight data, cockpit voice recorders, aircraft maintenance records, ATC Log and witness testimonies,' the Ministry said in the order. The committee will publish its report within three months. The government said that the panel will be headed by the home secretary and will include representatives from the state and central governments, not below the rank of joint secretary. Elevated Rotary Road Being Explored For Medical Square: Gadkari
1 2 3 4 Nagpur: An ambitious project to alleviate traffic woes at the busy Medical Square is being contemplated by Union minister Nitin Gadkari . The Nagpur MP on Thursday said he is ideating upon a project to build an elevated rotary road to help ease the traffic flow. In a brief statement about it, Gadkari said, "At Ashok Chowk, we are planning to construct a signal-less square, like a roundabout rotary. Another thing I have in mind is, Medical Square. To build an elevated road (rotary) there." The Union minister clarified that these are in the conceptualization stage. Regarding the Liberty Square flyover, Gadkari said that the design is faulty, but it will be rectified. "I have already prepared a proposal for Rs34 crore and it has been sent for clearance. A new design has been readied for it," said Gadkari, while addressing the media on Thursday. The flyover has three landings, one at Katol Road, one at Mankapur and one between LIC Square and RBI Square. It's the landing at the latter section which is being redesigned, and it's likely that another landing might connect on the road going towards LIC Square. At this point Gadkari even called his official from the sidelines and enquired about the status of that file. After speaking with the official, Gadkari said "Work will start soon and the problem will be solved. Giving an update on other flyovers of the city, Gadkari first spoke about the Kadbi Chowk flyover going towards Mominpura. "All permissions have been taken and the issue (for delay) is due to encroachment at Mominpura. We have given the work to MahaRail and this will benefit everyone because directly from Mominpura you can connect to Kamptee Road." About the Pachpaoli flyover, Gadkari said, "For the flyover from Kamal Talkies, we are using the latest technology from Malayasia for construction. At Kamal Chowk, we will build a huge market where all vendors will get space." He added that a lot of flyovers have been built or approved for Nagpur, which will ultimately provide succour for traffic movement. In East Nagpur, which has got many flyover projects, Gadkari joked that there is now no space remaining. "MLA Krishna Khopde has got so many projects approved that no space is left vacant. I told him that only a 2m wide lane remains in one of the localities, and maybe we should construct one flyover here too," said Gadkari.
