Ludhiana: Inaugurated in March, toilets still under renovation in civil hospital
Nearly two months after chief minister Bhagwant Mann and Aam Aadmi Party (AAP) national convenor Arvind Kejriwal inaugurated the renovated works at the civil hospital here, few toilets are still far from being functional. The male toilet in the emergency and trauma ward, the toilets outside the labour room and the ones towards the rear of the mother and child section are still being renovated.
There is a single user toilet near the emergency ward's entrance, but it is mostly used by patients and is also occupied. The male attendants of the patients in the emergency or trauma wards either use the toilets in the OPD, but as it closes after OPD hours, or go to the first-floor male ward to the other side of the building.
The renovation had been touted as a very big step towards bringing the hospital on par with corporate hospitals. According to a senior hospital official, speaking on the condition of anonymity, there was no deadline for the completion of renovation work of these toilets.
The renovation work was led by Rajya Sabha member Sanjeev Arora, who is also AAP's candidate for the upcoming Ludhiana West bypolls, under the MPLAD scheme. The CM had inaugurated the renovations on March 18 in an elaborate event.
Civil hospital's senior medical officer Dr Harpreet Singh said, 'The toilets in the wards are all working now. Just a few are remaining and the work would be completed soon.'

CHANDIGARH: The AAP-led Punjab government, Punjab Congress and Shiromani Akali Dal registered their strong objections to the 'One Nation One Election' proposal tabled by the BJP-led central government during a meeting with members of the Joint Parliamentary Committee on Saturday. After attending a meeting convened by the Joint Parliamentary Committee under the chairmanship of PP Choudhary, Punjab Finance Minister Harpal Singh Cheema described it as a direct assault on the fundamental structure and spirit of the Constitution of India as framed by Babasaheb Dr. Bhim Rao Ambedkar. Cheema said that he, along with AAP State President Aman Arora, completely rejected the move. "This proposal by the BJP-led Union government is a hidden agenda designed to destroy the federal structure of the nation as enshrined in the Constitution of India, meticulously architected by Baba Saheb Dr. Bhim Rao Ambedkar," he said. Referring to the amendments in the proposed Bill, Cheema said that the suggested amendments would effectively render the tenures of state assemblies subject to the discretion of the Union government, an alarming overreach incompatible with the federal framework enshrined in the Constitution. He said that this bill will further encourage the misuse of Article 356 and 360 by the Union government. As per section 5 of part 2, if the Election Commission is of the opinion that the elections to any Legislative Assembly cannot be conducted along with the general election to the House of the People, it may make a recommendation to the President, to declare by an order, that the election to that Legislative Assembly may be conducted at a later date. Citing this amendment, Cheema said that the BJP's One Nation One Election concept would ultimately backfire, as it would enable the Union government to conduct state elections at its convenience a year or two after general elections, rather than fulfilling the purpose of the proposal as being publicised.

Centre flags ethanol levy as threat to green fuel mission, urges Punjab, Haryana, Himachal to reconsider fees
CHANDIGARH: The Union Ministry of Petroleum and Natural Gas has written to the governments of Punjab, Haryana and Himachal Pradesh, urging them to reconsider the fee levied on ethanol production in their respective excise policies, warning that the move may hamper the ethanol blending programme and escalate fuel prices. The ministry, in its letters to these state governments, stated that the provision to levy a Regulatory Fee (Ethanol Permit/Pass) in their excise policies could restrict the free movement of ethanol within and outside the states. This, it noted, would ultimately increase the cost of ethanol-blended petrol. The letters were addressed individually by Additional Secretary in the Union Ministry of Petroleum and Natural Gas, Parveen M Khanooja. The letter to Himachal Pradesh Chief Secretary Prabodh Saxena was sent on March 27, followed by a letter to Punjab Chief Secretary KAP Sinha on April 8, and another to Haryana Chief Secretary Anurag Rastogi on May 23. This newspaper has copies of all three letters. Interestingly, of the three states, Punjab has an Aam Aadmi Party (AAP) government, Himachal Pradesh is governed by the Congress, while Haryana is ruled by the BJP. 'It has been brought to the ministry's notice by oil marketing companies (OMCs) that as per the excise policy 2025–27 of Haryana state, there is a substantial increase in the licence fee/annual renewal fee for distilleries. Also, the aforesaid policy has introduced a fee of Rs 1 per bulk litre (BL) for issuance of pass for ethanol for mixing in petrol for use as automobile fuel." "Additionally, an import duty of Rs 1.20 per bulk litre has also been levied. Given that ethanol is already subject to Goods and Services Tax (GST), imposing an additional excise duty would constitute double taxation, which runs contrary to sound taxation principles and could be legally untenable, especially for a production crucial to a national programme like the ethanol blended petrol programme. "Furthermore, the increased costs resulting from the proposed fees and duty in excise policy 2025–27 are likely to raise the price of ethanol-blended petrol. Haryana and Punjab appear to be the sole states where such levies on ethanol specifically meant for blending with petrol have been imposed,' states the letter written to Rastogi by Khanooja.

Ludhiana bypoll: Strengthen regional party, says Sukhbir
Ludhiana: Shiromani Akali Dal (SAD) President Sukhbir Badal on Thursday appealed to the people of the Ludhiana West Assembly constituency to strengthen the regional party to pave the way for overall development as well as peace and communal harmony in Punjab. Campaigning for party candidate Parupkar Singh Ghumman in the constituency, Badal said that 'only a regional party can fulfil the aspirations of Punjabis and resolve pending issues, besides providing people-centric governance. Parties from Delhi only seek to exploit Punjab'. On the Aam Aadmi Party government as well as the previous Congress regime, he said: 'These governments have acted like the erstwhile East India Company. They have both looted Punjab to fill the coffers of their Delhi leadership.' Asserting Punjabis had wasted eight years already, Badal said that the Ludhiana West by-election has 'given an opportunity to take the AAP government to task and begin its countdown'. He said Punjab had never suffered so much as under AAP rule. 'The law and order situation is such that businessmen are opting to invest in other states now. Extortions and targeted killings have become the norm. AAP legislators are working in collusion with the drug mafia, due to which drug trafficking and drug overdose deaths are only increasing.' Asking the people to compare this with Akali Dal rule, Badal said: 'Our guiding philosophy is 'sarbat da bhala'. We value and respect each community. People of all communities have always felt that the late Parkash Singh Badal was one among them. This was the confidence all communities had in Sardar Badal and SAD.' He also stressed how the SAD had a proven track record of undertaking record development. 'See around you. All development projects, be it thermal plants, airports or expressways -- they have all come up during SAD governments. The same is the case with all major infrastructure works in Ludhiana, be it the elevated road or the southern by-pass.'
