1 2 Chandigarh: Chandigarh MP Manish Tewari on Saturday inaugurated the newly developed green belt park in Sector 30-A. Addressing the gathering, the MP said that the development of the park marks a significant milestone in the city's efforts to provide inclusive, accessible, and eco-friendly recreational spaces. Spread across 3.5 acres, the park has been redeveloped under various funding heads, with a total investment exceeding Rs 77.65 lakh. He said as part of landscaping, the park now features three aesthetically designed huts for public rest, 40 durable steel pipe benches, and a wide variety of decorative plants, including golden cypress, ornamental shrubs, ground covers, and palm species — creating a lush, vibrant environment. While briefing about the features of the green belt, Cong councillor Taruna Mehta said a 1,250-meter-long cement concrete walking and jogging track, constructed under the ward development fund, promotes health and wellness among residents. A modern public toilet block has also been added, ensuring hygiene and convenience for daily visitors. She said additionally, the mayor development fund supported the construction of boundary wall (toewalls) beneath existing MS flat railings in various parts of the park, enhancing safety and visual appeal. U.P. cabinet decision: Homestay, bed & breakfast policy cleared

The state cabinet on Tuesday approved the Uttar Pradesh Bed and Breakfast (B and B) and Homestay Policy 2025 to improve services and provide better options for stay to the pilgrims and tourists in the state. Chief minister Yogi Adityanath presided over the meeting of the state cabinet that also provides for financial incentives and grants to the homestay and B and B units. Briefing media persons about the state cabinet's decisions, finance minister Suresh Khanna said the state cabinet gave nod to 10 proposals. He said UP Homestay and B and B Policy provides for housing facilities in up to six rooms (12 beds). Khanna said a committee headed by district magistrate and comprising district police chief (or representative) and others would grant permission to run the homestay services. He said the units would provide housing facilities for a period of up to seven days along with a provision of extension with permission. Khanna said the application fee for four categories of homestays would be ₹500 to ₹750 in rural areas and ₹2,000 to ₹3,500 in urban areas. Khanna said Uttar Pradesh, with a rich cultural heritage and historical sites, is a major attraction for pilgrims and tourists. In the absence of any homestay, B and B policy, those running such facilities had to register them with the Nidhi Plus portal of the Union tourism ministry and a certificate was being issued to them following registration. ₹200 cr for building Annapurna Bhawans The state cabinet approved a proposal to provide a sum of ₹200 crore for construction of Annapurna Bhawans for running model fair price shops. Minister for finance Suresh Khanna said the Annapurna Bhawan is constructed with a cost of ₹8.5 lakh in 484 square feet area and those running the fair price shops are allowed to keep other items as well. He said 3,534 Annapurna Bhawans have been constructed and 2,000 are under construction in the state. He said the Annapurna Bhawans were till now being constructed with the funds from MNREGA, MPLAD, Vidhayak Nidhi, Poorvanchal and Bundelkhand Vikas Nidhi. He said the savings from the food and civil supplies department would also be used for construction and around 75 to 100 Annapurna Bhawans would be constructed in every district.

Delhi govt cuts MLALAD fund to ₹5 crore from ₹15 crore per constituency

The Delhi government, led by the Bharatiya Janata Party (BJP), has slashed the annual MLA Local Area Development (MLALAD) fund to ₹5 crore per constituency. Previously, the fund stood at ₹15 crore after it was hiked by the Aam Aadmi Party (AAP)-led Delhi government in October 2024, news agency PTI reported. The earlier administration had increased the allocation by 50 per cent—from ₹10 crore to ₹15 crore. Citing a recent order issued by the Urban Development Department, the PTI report said the new allocation has been fixed at ₹5 crore per Assembly constituency per year. The cabinet decision was made on 2 May. 'In pursuance of Cabinet Decision No. 3187 dated 02.05.2025, the allocation of funds under the MLALAD Scheme has been kept at ₹5 crore per Assembly constituency per year from the financial year 2025–26 onwards,' the order stated. Citing the Council of Ministers, the order further added that this would be an untied fund and could be used for the repair and maintenance of public assets without a ceiling. It may also be utilised for capital projects approved under the scheme. A BJP MLA confirmed that ₹350 crore has been allocated under the MLALAD Scheme and has been distributed equally among the 70 MLAs in Delhi. What is the MLALAD fund? The MLALAD fund is issued annually by the state government, enabling Members of the Legislative Assembly (MLAs) to suggest development projects for their constituencies. Commonly funded works include road repairs, construction of community spaces and parks, and other local infrastructure. The scheme is modelled after the central government's MPLAD (Member of Parliament Local Area Development) scheme. While the funds are not disbursed directly to MLAs or MPs, elected representatives can recommend specific projects to be undertaken under defined guidelines. According to a report in The Indian Express, the funds can only be used for 'durable infrastructure work,' such as roads and community halls. During the Covid-19 pandemic, however, they were also used to procure personal protective equipment, including masks and testing kits. (with PTI inputs)

All 117 Assembly segments in Punjab will get Rs 5 crore every fiscal for development works after the Punjab Cabinet, led by Chief Minister Bhagwant Mann, approved the guidelines of the Rangla Punjab Vikas Scheme on Thursday. A Chief Minister's Office spokesperson said, 'Under the Rangla Punjab Vikas Scheme, funds are provided for important everyday local development needs of the people across districts. An allocation worth Rs 585 crore has been made under the scheme in FY 2025-26. These funds, administered by the Deputy Commissioners, will be spent based on recommendations of MLAs, community organisations, citizen groups and public-spirited citizens. The works recommended/ proposed will be approved as per the guidelines of the scheme.' The state government had in the last budget set aside Rs 585 crore on lines of the MPLAD fund, but it will not be given directly to MLAs. The Deputy Commissioners will spend the funds on the recommendations of MLAs and other personalities. 'The approval will be given by the District Level Committee constituted under the chairpersonship of the Deputy Commissioner, with the concurrence of the minister in-charge for the district, as appointed by the Chief Minister. Subsequently, the District Level Committee will get the work executed by the appropriate authority and ensure proper supervision and timely completion. The Deputy Commissioner will be competent to accord administrative and financial sanctions for the approved works,' the spokesperson said. Punjab Chief Minister Bhagwant Mann has been a votary of the MLALAD fund, but the fund-crunched government was unable to set aside the amount. However, the fund was set aside in the last budget, but it will not go to MLAs. The decision also came eyeing the 2027 Assembly elections. The AAP government has two years left in office, so it will be able to release Rs 5 crore for each Assembly segment for two fiscal years only. Nod to third-party certification/self-certification for approval of building plans of factories The Cabinet also gave its approval to third-party certification/self-certification for the approval of building plans of the factories. 'As per the Factory Act, 1948, the building plan of any factory was approved as per the building by-laws and the Factory Act. Due to this process, a lot of time, money and energy were wasted in the approval process. When any factory is established outside the municipal limits then the labour department passes these plans. To streamline this process, the Cabinet has given a nod to introduce the provision of third-party certification/self-certification under which the building plans can be approved by architects in consonance with the building's by-laws,' the spokesperson said. 'These plans will be further approved by the labour department, as per this certification, and based on re-verification of conformity to the land use/master plan, ground coverage, setbacks, overall height of the building and width of the road on which the site is situated, consent/undertaking to allow widening of the road and parking. The plans will be passed as earlier according to the Factory Act, but the move will facilitate the investors and reduce the period of clearing the plans from 45 days to 30 days,' the spokesman added. Appellate authority for PSIEC's cancelled plots The Cabinet also gave its consent to constitute an appellate authority for the cancelled plots of the Punjab State Industrial Export Corporation (PSIEC). 'The appellate authority will be constituted so that those facing cancellations could go in an appeal to reclaim cancelled plots due to various reasons in PSIEC. The appellate mechanism will address the long-pending cases of allottees and also address the demands of various associations. It will also decrease the litigations between the government, PSIEC and allottees,' the spokesperson said. 'This policy will take effect from the date of notification by the Department of Industries and Commerce, Government of Punjab, with a deadline of September 30, 2025, for appeals related to existing cancellations or six months from the date of cancellation for fresh cases. It aims to establish a structured, transparent and efficient mechanism for filing, reviewing and deciding appeals against the cancellation of plots by the PSIEC, ensuring compliance with legal principles, including audi alteram partem (right to be heard), and fostering stakeholder confidence,' the spokesperson said. Any plot holder whose plot was cancelled (except those already resumed or re-allotted by the PSIEC) upon substantiation of their claim with relevant documents or evidence. Applicants shall submit a written appeal in the prescribed format (Format-A) either physically or via email to The appeal must be submitted by 30.09.2025 for already cancelled plots and within six months from the date of cancellation orders for future cases. Delays may be condoned by the BOD in exceptional circumstances with valid reasons. Nod to shift villages Facilitating the people of eight villages, including Manakpura, Khera Gajju, Urna, Changeera, Uccha Khera, Gurditpura, Haripura and Lehlan, the Cabinet gave the nod to transfer them from Sub-Division/ Tehsil Rajpura (Patiala) to Sub-Division/ Tehsil Banur (SAS Nagar).

VELLORE: A newly-constructed passenger shelter in the Chittoorgate area of Seevur Panchayat, near Gudiyatham in Vellore district, suffered damage to its roof just two days after its inauguration, raising serious concerns over the construction quality and project oversight. According to official sources, the shelter was built at an estimated cost of Rs 11 lakh under the Member of Parliament Local Area Development (MPLAD) scheme, with funds allocated by Vellore MP Kathir Anand. The facility was inaugurated on Friday (April 18) by MP Kathir Anand and Gudiyatham MLA Amalu. However, within 48 hours of its inauguration, the roof developed visible damage. Local residents alleged that the structure had been built without proper quality control. "The finishing work is also incomplete and poorly executed," a source added. It is learnt that upon receiving complaints, the contractors concerned swung into action and carried out overnight repair work to restore the damaged roof. Fortunately, no casualties or injuries were reported, as the shelter was unoccupied at the time of the incident. 'Authorities must conduct a thorough inspection and ensure public infrastructure is built to quality and safety standards,' said a resident of Seevur Panchayat.
