Oman: 11 income sources subject to new individual income tax

Zawya01-07-2025
Muscat: The Official Gazette (Issue No. 1602) released on Monday has outlined key details of the new Individual Income Tax Law under Royal Decree No. 56/2025. While the law itself will come into effect on January 1, 2028, attention is now shifting to the practical implications — particularly the 11 sources of income that will be subject to taxation under the new framework.
These categories, as defined in the law, form the basis for determining a person's gross income, with net earnings exceeding OMR 42,000 annually being taxable. Here's a breakdown of the income streams covered:
11 Taxable Sources of Income Under the Law
1. Salaries and Wages
Includes basic pay, allowances, bonuses, in-kind benefits, and compensation for loss of income. Pensions are excluded.
2. Self-Employment
Covers income from freelance or independent work. A 15% deduction applies for related expenses.
3. Leasing
Earnings from renting real estate, equipment, or other assets. Also eligible for a 15% cost deduction.
4. Royalties
Income from licensing or exploiting intellectual property, technical knowledge, or industrial equipment.
5. Interest
Income from bank deposits, savings accounts, loans, and investment certificates.
6. Dividends and Capital Gains
Includes profits from shares, bonds, sukuk, and disposal of these financial instruments.
7. Real Estate Asset Disposal
Profits from selling properties are taxable, with exemptions for primary and secondary residences if declared to the Tax Authority. Transfers through inheritance, wills, or between spouses and first-degree relatives are not taxed.
8. Retirement Pensions and End-of-Service Benefits
Includes all such payouts received by individuals, unless already excluded by a specific provision.
9. Awards and Prizes
Monetary or in-kind winnings from licensed competitions, draws, or promotions.
10. Grants and Donations
Any non-employment-related financial or in-kind gifts received from individuals or institutions.
11. Membership Rewards
Payments for serving on boards or councils, including State Council, Shura Council, municipal councils, or boards of companies and associations.
The law also provides specific exemptions and deductions for education, healthcare expenses, housing loans, and certain donations, allowing for a more balanced tax burden.

Abu Dhabi properties: Villas heavily in demand due to shortage of apartments

Demand is heavily tilted in favour of villas in Abu Dhabi due to a shortage of apartments and rising demand from the millionaires and qualified professionals, say industry executives. 'Villas have continued to outperform over the past five years, delivering growth of 35 per cent. In Abu Dhabi, villas make up 37.4 per cent of the total supply pipeline, and the rest is apartments. Based on current demand, which is heavily tipped in favour of villas, prices will likely continue outperforming apartments simply because there are not that many villas coming through,' said Faisal Durrani, partner and head of research, Mena, Knight Frank. 'When you overlay average prices for villas which stand at around Dh1,100 per square foot, compared to double that level in Dubai, it is easy to understand why some buyers view Abu Dhabi as better value for money, which for some also offers a more family-friendly lifestyle,' he said, after the release of the second quarter report about the UAE capital's real estate sector. According to Knight Frank, over the long term, villas are the standout for value growth as prices registered a 3.4 per cent quarter-on-quarter rise in Q2, reaching Dh1,103 per sq ft, representing a 42.3 per cent uplift since Q1 2020. Villas on Al Saadiyat Island saw the strongest price appreciation, up 28 per cent year-on-year, followed by Yas Island, where villas experienced a 22 per cent increase. Between April to June 2025, the UAE capital's residential market saw average prices rising by 6.4 per cent quarter on quarter to Dh1,230 per sq ft, while total annual growth was 17.3 per cent. Apartments in the UAE Capital saw values increasing by 6.8 per cent to Dh1,296 per sq ft, a 17.3 per cent year‑on‑year uplift and a 28.7 per cent above Q1 2020 levels. Al Raha Beach led the apartment market with price growth of 11 per cent since H1 2024, followed by Al Saadiyat Island at 10 per cent. Both locations epitomise the prime beachfront living available in Abu Dhabi, with Al Raha Beach also benefiting from its proximity to the leisure attractions of Yas Island. Shehzad Jamal, partner strategy and consulting for Mena at Knight Frank, said around 63 per cent of global high-net-worth individuals interested in buying in Abu Dhabi are doing so for personal reasons. 'They intend to use the property as their main residence, holiday home, or for retirement. The remaining 37 per cent are investment-driven. For buyers who may have been priced out of Dubai, or who want to diversify their UAE portfolio, Abu Dhabi is increasingly attractive, with average residential prices growing by around 17 per cent year-on-year,' said Jamal. 33,000 units under construction The global real estate consultancy said supply struggled to keep pace with rising demand during the first half of the year, with residential transactions totalling Dh9 billion during H1 2025, 36 per cent lower than the first half of 2024. Its data showed that 890 new residential units have been delivered in 2025, and 33,074 are under construction and scheduled for delivery by 2029. Apartments comprise 62 per cent of this future supply pipeline. Yas Island, with its world-class theme parks and beach resorts, is the top location for new supply by some margin, with more than 8,000 units in the pipeline. It is followed by circa 3,000 units planned in the more traditional residential district of Al Shamkha. Meanwhile, new branded residences developed by Aldar for Mandarin Oriental and Nobu bolster the pipeline for Saadiyat Island. 'There is growing interest in Abu Dhabi from international buyers thanks to the emirate's excellent leisure and lifestyle amenities, and supportive business conditions, and we therefore expect strong uptake of the 33,000-plus new units coming to market between now and 2029. Our data shows that seven per cent of buyers are interested in off-plan homes, suggesting an increasing desire to purchase property that can be used immediately, whether as a primary residence or holiday home,' said Will McKintosh, regional partner and head of residential for Mena at Knight Frank.

Oman: Asyad Shipping invests $64mln in decarbonisation initiatives

MUSCAT - Asyad Shipping Company SAOG, Oman's majority state-owned maritime transportation company, says it has invested in excess of $64 million in a range of initiatives aimed at reducing the global carbon footprint associated with the operation of its 89-vessel strong, ocean-going fleet. An overview of these initiatives is detailed in the newly published 2024 Sustainability Report of the publicly traded company, which is part of Asyad Group — global integrated logistics enterprise of the Sultanate of Oman. 'Through our strategic initiatives in 2024, we have successfully reduced over 4,000 tonnes of emissions. Over $64 million has been invested in decarbonisation efforts since 2019, ensuring our full fleet complies with advanced environmental protection systems', said Asyad Group in a recent post. 'These milestones, highlighted in our 2024 Sustainability Report, reflect our unwavering commitment to investments and technologies that drives us towards Oman Vision 2040 and enhancing Oman's position as a global logistics hub'. According to Dr Ibrahim al Nadhairi, Chief Executive Officer, the company achieved significant emissions reductions across its fleet, while laying the ground for advancing its decarbonisation goals. This was accomplished through investments in advanced, energy-efficient technologies and the implementation of targeted operational measures, he said. 'These efforts highlight our commitment to meeting global climate goals, including the International Maritime Organization (IMO) strategy. Our continued investments in cutting-edge technology demonstrate a dual focus: upholding environmental responsibility and boosting operational efficiency. These advancements have further optimised our fleet's performance, leading to substantial emission reductions and reinforcing our position as a leader in sustainable maritime operations', Dr Al Nadhairi stated in the Sustainability Report. As part of its broader decarbonisation strategy, Asyad Shipping has introduced several impactful initiatives to curb emissions. Among the most notable is the installation of Rotor Sails on one of its vessels last year. These advanced systems leverage tall, rotating cylinders to harness the Magnus Effect, generating additional thrust and reducing the vessel's reliance on engine power. Depending on wind conditions, this technology can cut fuel consumption and emissions by 5 per cent to 30 per cent, offering efficiency improvements either through targeted retrofits or full-fleet adoption. In parallel, Asyad Shipping is collaborating with engine manufacturers Wartsila and MAN to upgrade the main engines on 22 vessels, with the programme slated for completion in 2025. These upgrades are aimed at optimising fuel usage, enhancing engine performance and significantly lowering the fleet's carbon footprint. The company is also advancing its use of Hans Jensen cylinder lubricators, a solution designed for large two-stroke marine engines. These lubricators reduce cylinder oil consumption and improve engine health, contributing further to operational efficiency. In the field of carbon mitigation, Asyad Shipping has partnered with the German University of Technology (GUtech) to explore Carbon Capture, Utilisation and Storage (CCUS) solutions. Together, they are assessing a range of techniques — including pre-combustion, oxy-fuel, post-combustion and direct air capture — as part of a broader effort to develop cutting-edge emission control technologies. Looking ahead, the company plans to roll out a vessel performance monitoring system that will support compliance with climate-related regulations such as CII and EU ETS, while improving fuel efficiency and reducing emissions in real-time. Additionally, Asyad Shipping is preparing to equip its new LNG dual-fuel vessels with shaft generators. These systems draw power directly from the main engine shaft, eliminating the need for separate generator fuel burn. This measure is expected to deliver fuel oil savings of 2–4 per cent, or approximately 2–4 tonnes per day. 2025 © All right reserved for Oman Establishment for Press, Publication and Advertising (OEPPA) Provided by SyndiGate Media Inc.
