WTO meet on Jun 3 in Paris: India to raise issues on agri, fisheries, investment facilitation
New Delhi, Jun 1 (PTI) India will flag its concerns on issues pertaining to agriculture, fisheries agreement, China-led proposal on investment facilitation and dysfunctional appellate body of the WTO during an informal meeting of about 25 trade ministers in Paris on June 3, an official said.
The mini-ministerial meeting will be held on the margins of the OECD (Organisation for Economic Co-operation and Development) Ministerial Council Meeting in Paris.
Commerce and Industry Minister Piyush Goyal will participate in this meeting. He is on a five-day visit to France and Italy from June 1.
The official said that India will raise its concerns on all key issues of the WTO including agriculture (finding permanent solution to the public stock holding); fisheries agreement, investment facilitation proposal, reforms in the WTO and dysfunctional appellate body of the Geneva-based forum.
India is against the move led by countries such as China to push a proposal on investment facilitation at the World Trade Organization (WTO). A China-led group of 128 countries is pushing for the Investment Facilitation for Development (IFD) proposal.
Since 2009, WTO's dispute settlement mechanism is not functioning properly as the US has stalled appointments of members in the appellate body.
Meanwhile, a commerce ministry statement said that during his stay in Paris, Goyal will participate in the informal gathering of trade ministers from countries including the US, Singapore, Saudi Arabia, South Korea, Nigeria, Brazil, and Israel.
"At this crucial forum, he will engage with global counterparts on key multilateral trade issues and articulate the perspectives and priorities of India," the ministry said.
Goyal is also scheduled to hold bilateral meetings with French ministers, including Eric Lombard, Minister of Economy, and Laurent Saint-Martin, French Trade Minister.
The discussions will focus on strengthening the Indo-French economic partnership and exploring new avenues for enhancing trade and investment cooperation.
He will also meet top leadership of major French companies such as Vicat, Total Energies, L'Oreal, Renault, Valeo, EDF and ATR, besides attending the India-France Business Round Table and the India-France CEO Forum.
As part of the visit, the minister will hold a series of high-level bilateral meetings with key international partners.
These include the UK's Secretary of State for Business and Trade, Jonathan Reynolds; Singapore's Deputy Prime Minister and Minister for Trade and Industry Gan Kim Yong; and Saudi Arabia's Minister of Commerce, Majid bin Abdullah Al-Kasabi.
Goyal will also engage with Israel's Minister for Trade and Investment Nir Barkat; Nigeria's Minister for Trade, Industry and Investment Jumoke Oduwole OON; Commissioner for Trade and Economic Security Marcos Sefcovic; and Brazil's Foreign Minister Mauro Luis Iecker Vieira.
"These dialogues are aimed at advancing strategic economic cooperation and fostering mutually beneficial partnerships across regions. They will also provide significant impetus to India-EU FTA (free trade agreement) negotiations," it said.
India and the EU are looking at concluding an early harvest trade agreement by July.

US dismisses India's steel tariff challenge at WTO on legal, procedural grounds
The United States has rejected India's notice at the World Trade Organization (WTO), which proposed retaliatory action against the 25 per cent US tariffs on steel and aluminium, arguing that the tariffs were imposed on national security grounds. The US also pointed out procedural errors in India's case. In its note dated May 23, the US stated that India is wrongly treating the tariffs on steel and aluminium as safeguard measures. It clarified that these duties were imposed under US law (Section 232), which allows such action if imports are considered a threat to national security. This development is significant as US President Donald Trump on Friday announced a move to double import tariffs on steel to 50 per cent — a step Indian exporters have called 'unfortunate', warning that they have already lost $5 billion in exports due to earlier tariffs, and further hikes could deepen losses. 'The United States will not discuss the Section 232 tariffs under the Agreement on Safeguards as we do not view the tariffs as a safeguard measure,' the US told the WTO Council for Trade in Goods in response to India's challenge. In FY2025, India exported $4.56 billion worth of iron, steel, and aluminium products to the US, including $587.5 million in iron and steel, $3.1 billion in articles of iron or steel, and $860 million in aluminium and related goods. These exports now face sharply higher US tariffs, threatening the profitability of Indian producers and exporters. The US also claimed that India had committed procedural errors. 'India never acknowledged the United States' offer to discuss these tariffs in our response dated 16 April 2025. Accordingly, India has not complied with the obligations under the Agreement on Safeguards, the agreement that it mistakenly contends applies to the tariffs in question,' the US note said. Ajay Srivastava, former trade officer and head of the Global Trade Research Initiative (GTRI), said India now has several options. One is to launch a formal WTO dispute, not under the Safeguards Agreement, but under broader GATT rules, challenging the Section 232 tariffs as disguised protectionist measures. 'India could argue that the US is abusing the national security exception, referring to earlier WTO rulings that limit how Article XXI can be invoked. However, this legal path carries risks, as the US has a track record of disregarding WTO rulings on national security,' GTRI said. A more forceful approach would be for India to impose retaliatory tariffs on its own, even without WTO authorisation, Srivastava said. He noted that other countries such as the EU, Canada, and China have already done this in response to the US Section 232 tariffs, as a political signal of resistance. 'While this sends a clear message, it also risks US countermeasures and potential legal battles. GTRI believes that although India has legal and diplomatic options, it may decide not to act immediately,' Srivastava said. GTRI suggested that a pragmatic path would be for India to use the ongoing bilateral Free Trade Agreement (FTA) negotiations with the US as the main platform to resolve the issue. Telangana govt mulls raising retirement age of staff to tide over financial crunch
Hyderabad: The Congress govt is seriously considering raising the retirement age of state employees by three to four years from the current 61. This would provide a much-needed relief to the govt as it will not have to pay nearly Rs 5,000 crore in a lump sum as retirement benefits to 10,000 employees retiring in 2025. Another 9,000 employees will superannuate in 2026. Also, the govt is yet to pay Rs 5,000 crore owed to 9,700 employees who retired in 2024. The retirement age of state staff was last raised from 58 to 61 by then chief minister K Chandrasekhar Rao-led BRS govt in 2021. In neighbouring Andhra Pradesh, it is 62 years. The issue came up during a review meeting by chief minister A Revanth Reddy with ministers on Sunday where the demands of govt employees' joint action committee (JAC) was also discussed. The JAC has submitted its demands to the three-member IAS officers' committee headed by Navin Mittal, which, in turn, submitted its recommendations to the cabinet sub-committee headed by deputy chief minister Bhatti Vikramarka. Sources said that while some ministers suggested increasing the retirement age by two more years, others proposed four years to make it 65. Bhatti was also present at the meeting. The previous BRS govt had faced severe criticism from unemployed youth who had blamed it for lost job opportunities due to the retirement age enhancement. Also, if the retirement age is indeed raised, the Congress govt will have to grapple with another issue – keep such employees at current pay scales or allow increments every year. A JAC leader told TOI that pending bills of govt employees and pensioners have mounted to over Rs 10,000 crore, including retirement benefits, and another Rs 5,000 crore would be required by end of this year. "Enhancing retirement age by just one or two years would not help the govt. It has to be at least three to four years. The average retirement benefits of each employee comes to anywhere between Rs 40 lakh and Rs 50 lakh. Many who retired in 2024 are still waiting for their retirement benefits. The govt has to take a decision soon," said the JAC leader. The cabinet meeting on June 5 will also discuss whether to release one or two of the five pending Dearness Allowance of govt employees. The cabinet is expected to give approval for revision of medical treatment rates that were fixed in 2015-16. The govt is also likely to approve non-financial demands of the JAC such as general transfers, sources said.

Congress revokes suspension of Phillaur MLA Vikramjit Singh Chaudhary who opposed Charanjit Singh Channi in Lok Sabha polls
Jalandhar: Congress revoked the suspension of Phillaur MLA Vikramjit Singh Chaudhary on Monday — a move that appears to be a sign of growing bitterness between Punjab Congress chief Amrinder Singh Raja Warring, former CM Charanjit Singh and others. Immediately after the revocation of his suspension, Vikramjit participated in a party function at Ludhiana's Dakha, presided over by Warring. The MLA was placed under suspension for opposing Charanjit Singh Channi during his parliamentary election from Jalandhar. In the past few days, Channi and a few other leaders had re-inducted two Ludhiana-based leaders into the party against Warring's wishes. On Monday, the latter appeared to be paying back in the same coin by getting a known Channi-baiter back into the party fold. Vikramjit's father, Santokh Singh Chaudhary, was the Jalandhar MP when he died during Rahul Gandhi's Bharat Jodo Yatra in 2023. A byelection followed and Vikramjit's mother, Karamjit Kaur, was given the party ticket, but she lost to Sushil Rinku, who was then in AAP. In 2024, Channi was given the Congress ticket, and Karamjit Kaur joined BJP, while Vikramjit continued opposing Channi. He is a dyed-in-wool third-generation Congressman. His homecoming will definitely strengthen the party." In the same post, Warring attached a photo which had him with and other Congress leaders — Gurdaspur MP Sukhjinder Singh Randhawa, Punjab Congress general secretary Capt Sandeep Sandhu, and former MLA Gurkirat Kotli. Vikramjit said Warring and leader of opposition Partap Singh Bajwa revoked his suspension. A different model appears to be at work during the factional fight of Punjab Congress leaders this time. Unlike the earlier modus operandi of targeting each other's loyalists, they are inducting each other's baiters into the party fold now.
