New UPI rules explained: Here's what they mean for your daily transactions

Business Standard11 hours ago
From August 1, Unified Payments Interface (UPI) apps like Paytm, PhonePe, Google Pay and others have started implementing new rules that restrict the number of backend requests users or apps can make in a day. These changes, introduced by the National Payments Corporation of India (NPCI), are designed to ease system congestion and improve the overall reliability of UPI services.
Why UPI limits were introduced?
NPCI observed that too many non-financial requests, such as repeated balance checks or account fetches were putting unnecessary strain on the UPI system. These actions do not move money, but still require the network's attention, especially during high-traffic periods. The new framework introduces daily limits to keep systems running efficiently.
New UPI changes from August 1
· Bank balance checks:
Limited to 50 times per app per day. Banks are now required to show your updated balance automatically after every successful transaction to reduce the need for frequent checks.
· Linked account views:
Restricted to 25 times per day per app. If the app fails to fetch account details, it must ask you to retry manually instead of attempting again on its own.
· Autopay mandates:
Will now be processed only outside peak hours, i.e., not between 10 am to 1 pm and 5 pm to 9:30 pm. Each mandate will be executed once, with only three retry attempts allowed.
· Merchant verification:
Platforms can now fetch merchant verification data or security keys only once a day, and only during non-peak hours.
· Status checks for payments:
These must follow a staggered schedule, as previously advised by NPCI, to avoid spikes in backend traffic.
UPI apps must monitor their traffic
Apps and banks are now accountable for all automated background activity, whether triggered by the user or not. NPCI has directed platforms to stop blindly forwarding partner requests, especially during high-traffic hours.
What happens if new UPI rules are not followed?
All UPI apps were required to implement the changes by July 31, 2025. A compliance audit must be submitted to NPCI by August 31, 2025. Failure to comply could result in penalties, limited API access, or a ban on onboarding new users.
These steps are expected to make the UPI experience smoother, particularly during times when most users are transacting.

Tasmac shops delay digital payment on handheld devices

Chennai: Months after implementing end-to-end computerisation, Tasmac management has not asked its retail vending shops to accept digital payments on the handheld scanner devices. This allows salesmen to charge customers beyond the maximum retail price (MRP). A year ago, Tasmac began end-to-end computerisation of its entire operations. Sources confirm that all 4,787 shops in 38 districts are now covered under the scheme. Each shop has been provided with handheld devicesat least two for each shop and more for the busier one. The device has options to accept payment by cash, cards, and UPI . But since the devices scan only the MRP, salesmen don't use them and instead ask for cash or swipe cards on separate PoS machines, and collect 5 to 20 extra per bottle. Later they manually tally the sales on the server. But some Tasmac supervisors say they did not receive any such instructions. Tasmac employee union general secretary D Dhanasekaran said the digital payment option has not been enabled on the handheld scanners yet. "These devices are slow. We end up staying back in shops till 11pm to submit the stock report. If we were to start accepting payments on the devices, it will delay us further. Tasmac must upgrade these devices before implementing digital cash acceptance," he said. Tasmac officials say they are integrating PoS machines with the handheld devices to curb MRP violations.

Remove Ads Mumbai: The telecom department's latest initiative to categorise high-risk fraud accounts has caught and blacklisted 300,000-400,000 telecom SIMs used in fraudulent schemes, show government Financial Risk Indicator (FRI), launched in May, is now daily flagging 2,000 high-risk phone numbers that may be involved in investment or job scams, and other fraudulent activities. More SIMs on the network are then identified using artificial intelligence-based pattern matching. This has helped UPI platforms like Paytm , GPay and PhonePe prevent suspicious transactions worth crores of rupees in the past month, a senior official at the Department of Telecommunications (DoT) told July, banking regulator Reserve Bank of India issued an advisory to all commercial banks, co-operative banks and payments banks to integrate the FRI with their system."As a result, time-to-action on fraud accounts has been reduced to a few hours," the DoT official said. "This also signals increasing maturity of DoT's Digital Intelligence Platform which was launched with the aim of real-time data exchange among stakeholders."Banks and financial institutions are using the FRI to take preventive measures, such as declining suspicious transactions, issuing alerts or warnings to customers, and delaying transactions flagged as high system's utility has already been demonstrated with leading institutions such as PhonePe, Punjab National Bank ICICI Bank , Paytm and India Post Payments Bank actively using the platform, the telecom department had said part of this initiative, digital fraud prevention platform MFilterIt has deployed AI-based honeypots on X, Instagram and Facebook which scrape social media to find and interact with such scam accounts. Nearly 125 such accounts are discovered and flagged by a single AI bot daily, the company said."These are investment scam fraudsters which may or may not be using mule accounts," said Dhiraj Gupta, cofounder and chief technology officer at MFilterIt. "We are tracking social media for these fraudsters who post tall claims like 'double your money in 6hrs' and then our bot interacts with these people posing as genuine investors. This persuades the criminals to reveal their information like UPI ID or barcode," he FRI represents a vital pre-emptive strike against fraud, said Gaurav Gupta, senior product manager at digital identity verification agency Signzy.

Antfin to fully exit Paytm in ₹3,800 crore block deal

China's Alibaba group is saying final goodbye to India's Paytm, ten years after the conglomerate bet on what was then India's premier payment tech business. A unit of Alibaba will sell its entire stake in Paytm owner One97 Communications Ltd in a block deal for ₹ 3,803 crore, showed a term sheet, which described the sale as a "clean-up" trade. Antfin (Netherlands) Holding B.V., one of Paytm's largest shareholders, holds 37.7 million shares or 5.84% in Paytm. The sale floor price has been set at ₹ 1,020 a share, a 5.4% discount to Paytm's Monday closing price of ₹ 1,078.20 on the National Stock Exchange. Moneycontrol was the first to report the development. Antfin has hired Citigroup and Goldman Sachs for the sale. The order book opens on Tuesday, and may close the same day. The sale comes at a time when Paytm's stock has been rallying, buoyed by its first-ever quarterly profit of ₹ 123 crore in Q1FY26. This marks the final leg of Antfin's gradual exit from Paytm. Antfin held a 27.9% stake in Paytm when the company filed its draft red herring prospectus (DRHP) in July 2021. Along with Singapore E-Commerce Pvt. Ltd's 6.8% stake, Chinese entities then owned a combined 34.7% of Paytm's pre-IPO equity — a level that drew scrutiny from regulators and market observers. In May 2025, Antfin trimmed its holding further by selling 4% stake for $246 million via a block deal, reducing its shareholding from 9.85% to around 5.85%. Prior to that, in August 2023, Antfin had transferred a 10.3% stake (then 44% of its holding) to Paytm founder and chief executive officer (CEO) Vijay Shekhar Sharma through his overseas entity, Resilient Asset Management.
