
Telangana sets sights on Rs 9k crore youth self-employment scheme: Rajiv Yuva Vikasam rollout likely soon; govt faces fund crunch, banks wary over defaulters
HYDERABAD: After disbursing ₹9,000 crore to farmers under the Rythu Bharosa scheme in nine days, the Congress govt is now preparing to launch its next major welfare initiative-Rajiv Yuva Vikasam-to support youth self-employment ahead of the upcoming panchayat elections.
Chief minister A Revanth Reddy has directed deputy chief minister Bhatti Vikramarka to begin groundwork for the scheme, which is estimated to cost Rs 9,000 crore.
Raising this amount poses a challenge, especially as the state govt recently cleared Rs 180 crore in pending bills of govt employees and is preparing to pay one pending DA instalment along with June salaries by July 1-an additional burden of Rs 200 crore.

The scheme saw an overwhelming response when applications were invited, with over 16 lakh youth applying.
Originally scheduled for launch on June 2, the rollout was postponed to allow for a larger budget-increased from Rs 6,000 crore to Rs 9,000 crore-and better preparation.
One of the key hurdles is finalising eligibility guidelines. The govt has already held preliminary talks with banks for loan linkage, but officials say the process is complicated by a significant number of applicants who are loan defaulters.
Bankers are reportedly hesitant to approve fresh loans in such cases.
However, finance department officials remain confident that a resolution will be reached in the final round of discussions with bankers.
Official sources said the aim is to provide flexible support based on individual needs, ensuring youth from all socio-economic backgrounds, especially SC, ST, BC, minority, and EBC/EWS communities, can benefit. The govt is also debating whether to restrict eligibility to one member per family.
To mobilise funds for the scheme, the state is reportedly exploring options such as land sales. Meanwhile, mandal-level committees, led by mandal parishad development officers, have been formed to scrutinise applications and select beneficiaries. These committees also include representatives from various welfare departments and local bankers.

JOGULAMBA GADWAL: After a lifetime spent tending their farms, many elderly farmers in Gadwal now find themselves working under the Mahatma Gandhi National Rural Employment Guarantee Act ( MGNREGA ) to survive. Years of using spurious seeds, earning meagre returns, and watching profits siphoned off by organisers have pushed cotton seed farmers into hardship. With their land handed over to the next generation, survival now means returning to the fields - not as owners but as labourers. "I was into seed farming since my teenage years. We never benefited much, as the money earned was hardly enough for the next crop. Now, I am working as a labourer to earn a livelihood," said Kuruva Maddeletti from Neelipally village. He owns two acres of land, which are now being tended by his sons. 'No option left' The MGNREGA guarantees 100 days of wage employment in a financial year to every rural household whose adult members volunteer for unskilled manual work. For many in the villages, it has become a lifeline, helping them earn Rs 5,000 to Rs 6,000 per month. According to data from the Ministry of Rural Development, a total of 85,725 people aged between 61 and 80 registered for MGNREGA in Jogulamba Gadwal district. An additional 10,453 aged above 80 are registered for drought-related work. Of these, 10,777 were employed in the financial year 2025-26. While MGNREGA remains a fallback option for elderly farmers, even younger cotton farmers-those under the age of 60-are being pushed into farm labour, as earnings from both commercial and seed cotton farming are proving insufficient to support their families. "I have a debt of Rs 4 lakh, of which Rs 2 lakh was borrowed from my organiser. We submitted our produce in Dec 2024, but it was only in April that they told us whether it passed the quality test or not. Now, I am working as a daily labourer for Rs 500," said Pedda Narsimhulu, pointing to the field where he was working. Farmers say that unless organisers are removed from the system and they are assured of a minimum support price, their situation is unlikely to improve.
