
HHS officially lays off some RIF-ed staffers
Staffers who were initially received RIF notices in April received an email on Monday at their work addresses stating they were officially separated from HHS, with the message directly citing the high court's decision.
The Supreme Court last week ruled in an 8-1 decision that the Trump administration could resume its plans for mass layoffs, though a patchwork of injunctions means that some HHS employees are still exempted from the layoffs for the time being.
'On July 8, 2025, the U.S. Supreme Court granted the Government's Application to Stay the preliminary injunction, issued on May 22, 2025, by Judge Susan Illston of the U.S. District Court for the Northern District of California (Case No. 25-cv-03698-SI), which, at that time, prohibited HHS from further action on any existing RIF notices, including final separation of employees. Given the Supreme Court's ruling, HHS is now permitted to move forward with a portion of its RIF,' the email from HHS stated.
'Accordingly, you are hereby notified that you are officially separated from HHS at the close of business on July 14, 2025.'
A court order in an ongoing lawsuit filed by 19 state attorneys general, however, blocked HHS from laying off some staffers. Earlier this month, U.S. District Court Judge Melissa DuBose, a Biden-appointee, granted a preliminary injunction on the HHS layoffs after determining they were likely unlawful.
The injunction specifically applies to staffers at the Centers for Disease Control and Prevention; the Center for Tobacco Products at the Food and Drug Administration; Head Start; and the Office of the Assistant Secretary for Planning and Evaluation.
An HHS spokesperson declined to say exactly how many staffers were impacted on Monday.
According to Tim Kauffman, communications specialist for the American Federation of Government Employees, many of the employees who were affected likely don't know of their official separation from HHS as they have not had access to their work emails since being put on administrative leave months ago.
'Some employees don't even know that they've been terminated yet because they haven't gotten the notices. They're going to be mailed, I believe,' Kauffman told The Hill.
He further noted that the emails made no mention of appeals processes or what other rights the staffers have in the RIF process.
'The folks we talked to with CMS management didn't seem to even know this was coming and they're not even clear, you know, which employees have been terminated because, again, there's no list,' said Kauffman.

'Even more insane,' Colbert said, Trump's uncle died more than a decade before Kaczynski was identified as the person sending explosives and arrested. 'So why on Earth would Trump have asked his uncle about him?' Colbert wondered, then broke out his impression of the president to envision how it might have happened. Commentary: The reality of 'defunding' Planned Parenthood in Orange County
They came for abortion. But instead they took away your birth control, cancer screenings, and testing and treatment for sexually transmitted infections. Congress has passed Trump's budget bill and in doing so, they have jeopardized access to basic healthcare. The Trump administration and Congress have turned their backs on our communities, and the consequences of this bill will echo for generations in Southern California. One of the central provisions of this bill is 'defunding' Planned Parenthood, by excluding all Planned Parenthood health centers from any Medicaid reimbursement, simply because the organization provides abortion services. Far from being a 'handout' as some characterize it, Medicaid is actually a federal health insurance program that reimburses providers for medical services. By blocking Planned Parenthood from Medicaid, the Trump administration and its Republican allies have unjustly blocked the largest provider of reproductive healthcare in the country from accessing any federal reimbursement for all services, including birth control, STI testing/treatment and cancer screening. Here's the truth: the government has already prohibited federal funds from being used for abortion since 1977, thanks to the Hyde Amendment. But now, upset that they have not been able to ban abortion outright, Republican lawmakers have chosen to block access to more than 90% of the services we provide each year by excluding us from a major health insurance program enabling millions of low-income Americans to get healthcare. Republicans have turned misinformation into policy, traded facts for fear — and sacrificed lives for leverage. Defunding Planned Parenthood is not about balancing the country's budget. This is a blatant attack on healthcare access for people who need it the most, and a backdoor attempt to block people from accessing abortion, birth control, and other medical services that most Americans support and are legally protected in California. They may operate from hate, but we act from humanity. For Planned Parenthood of Orange and San Bernardino Counties (PPOSBC), that means showing up, no matter what. At PPOSBC, we are exploring every possible budgetary solution to ensure that the more than 130,000 patients who rely on us for care each year can continue to access the medical services they need. Like any health care provider in this country that accepts Medicaid, we receive federal funding as reimbursement for the care we provide. Now we are being forced to make some tough decisions as a result of this targeted and unjust attack on the patients we serve. However, we refuse to let cancers go undetected or let STIs go untreated. We refuse to stand idly by while patients are blocked from accessing birth control, vasectomies, comprehensive sexual health education, and more basic and legally protected healthcare services. Even as the Trump administration tries to block people from accessing the health care they need, it cannot deter us from our mission. Our patients and communities are relying on us, and we will continue to show up for them with strength, courage, and dignity. Our compassion will always exceed their cruelty. This fight is not over, but we have difficult days ahead of us. If you're angry, heartbroken, believe in health care access for all, or have ever been to a Planned Parenthood for care, please channel that energy into action. Justice Department requests lists of all non-citizen inmates being held in California jails
The U.S. Justice Department on Thursday asked California counties to provide it with lists of all inmates in their jails who are not American citizens, as well as the crimes they have been accused or convicted of and their scheduled release dates. The Justice Department said in a statement that its 'data requests' to the counties — including Los Angeles and San Francisco counties — were 'designed to assist federal immigration authorities in prioritizing the removal of illegal aliens who committed crimes after illegally entering the United States.' The requests add another layer to the Trump administration's already roiling turf war with California over immigration policy and state and local sanctuary laws. U.S. Immigration and Customs Enforcement agents have been swarming the region making thousands of arrests as part of President Trump's call for mass deportations, and the Justice Department is already suing the city of Los Angeles over its sanctuary policy. State officials have long defended California's sanctuary policies, which generally forbid local authorities from enforcing civil immigration laws but provide for exceptions in cases involving criminal offenses. They have also criticized the administration and ICE agents for their recent arrest tactics in Southern California, including by citing figures that show that a majority of those arrested had no criminal convictions. What immediate impact the demands would have — and whether they would spark a legal challenge from the state or counties — was not immediately clear. California Atty. Gen. Rob Bonta's office did not immediately respond to a request for comment. The Los Angeles County Sheriff's Department recently resumed transferring some jail inmates to ICE for the first time in years, citing criminal exceptions to state and local sanctuary laws. A spokesperson for L.A. County referred questions about the request to the Sheriff's Department. Asked about the request during a Civilian Oversight Commission meeting Thursday morning, L.A. County Sheriff Robert Luna said information about all county inmates is already publicly available on the department's website. 'The minute you get booked, processed and you get Livescanned, that's a national system, so agents of the federal government will know you're in custody,' he said. 'So it's not that we're notifying them, it's an automatic notification based on your fingerprints.' The Justice Department said that it hoped the counties would voluntarily comply with its requests. But if they do not, it said, it would 'pursue all available means of obtaining the data, including through subpoenas or other compulsory process.' It said that while 'every illegal alien by definition violates federal law, those who go on to commit crimes after doing so show that they pose a heightened risk to our Nation's safety and security.' Not every non-citizen in the U.S. is in the country illegally, given that there are non-citizen permanent residents and other visa holders. However, as part of its immigration crackdown, the Trump administration has given heightened scrutiny to people in those categories, as well. Atty. Gen. Pam Bondi, in her own statement about the requests, said that removing 'criminal illegal aliens' from the county was the administration's 'highest priority.' 'I look forward to cooperating with California's county sheriffs to accomplish our shared duty of keeping Californians and all Americans safe and secure,' Bondi said. In May, Luna's department transferred inmates from its jails to ICE for the first time since early 2020. Between May and June, the department handed 20 inmates over to the federal agency. At Thursday's oversight meeting, Luna said the department received 995 civil detainer requests from ICE in 2024, and that it did not comply with any of them, which it is not legally required to do. But he said that the department had to turn over the 20 inmates because it received federal judicial warrants from federal authorities for each of them. He said he expected such warrants to increase, which would increase the number of inmates turned over. 'Those are legal documents signed by a judge. We cannot deny those,' he said. Max Huntsman, the county's inspector general, and other experts have said the sheriff's department is required by federal and state law to comply with the warrants, and the process is legal under state and local sanctuary policies.
