UAE deepens investment in social infrastructure amid population growth and strategic reforms

Social infrastructure transactions in the Middle East are expected to grow to US$2.0 billion by 2027
Almost half (46%) of EMEA stakeholders cite population growth and improving quality of life as the key drivers of social infrastructure projects
UAE – The Middle East will see a 25% increase in social infrastructure project activity in the next two years, according to a new report by Ansarada, a leading procurement platform. As population growth accelerates and quality-of-life standards become increasingly central to national agendas, governments across the Middle East are intensifying investment in social infrastructure projects.
In 2024, the Middle East had a total value of US$1.6 billion in social infrastructure transactions, which is expected to grow to US$2.0 billion by 2027. According to the report, almost half (46%) of EMEA stakeholders cite population growth and improved quality of life as key investment drivers.
Ansarada's Social Infrastructure Outlook 2025 explores key themes such as procurement efficiency, risk allocation and the shift towards workflow digitalisation, providing up-to-the-minute insights into prevailing procurement trends.

The UAE federal government has allocated over AED 27 billion ($7.4 billion) to upgrade infrastructure, its most ambitious investment to date, driven by 4% annual population growth and rising global investor interest. To meet demand, the government is increasingly using public-private partnerships (PPP) models to fast-track delivery and leverage private sector expertise.
At the same time, EMEA has emerged as the most competitive region, with 30% of professionals reporting very high levels of competition during the bidding stage of their most recent projects, significantly higher than any other market surveyed. By comparison, only 10% of respondents in Asia-Pacific reported similar levels of competition, pointing to deeper structural differences and market maturity across regions.
More broadly, healthcare has emerged as the top investment priority for EMEA, with 68% of procurement professionals indicating the sector will see the greatest increase in value over the next two years. This is followed by leisure (56%) and education (52%), reflecting a broader focus on community well-being and long-term social resilience.
The findings come amid growing complexity and urgency in delivering high-impact social infrastructure projects, particularly in rapidly developing markets such as the UAE, where demand for quality healthcare and education is accelerating
The report confirms the UAE's emergence as the Middle East's infrastructure innovation hub, where digital-first procurement models are enabling faster, more cost-effective, and sustainable project delivery.

A company has been ordered to pay a man Dh110,400 in unpaid wages for four months and 18 days by an Abu Dhabi Labour Court (First Instance). The employee was hired but never allowed to begin work. The claimant had filed a lawsuit against the company, demanding payment of his delayed salary from November 11, 2024, to April 7, 2025. He claimed that he had signed a fixed-term contract with a basic salary of Dh7,200 and a total monthly package of Dh24,000. However, the company continuously delayed his start date, leaving him waiting without pay. A representative for the company appeared in court, submitted a legal response and documents, and requested the case be transferred to a relevant division for judgment. The court stated that 'it was clear from the wage report, the employment contract, and the supporting documents submitted through the case management system that the delay in starting work was due to the employer," according to local newspaper Emarat Al Youm. The court emphasised that under Federal Decree-Law No. (33) of 2021 regulating labour relations, employers are obligated to pay wages on time according to the systems approved by the Ministry of Human Resources and Emiratisation. Citing Article 912 of the Civil Transactions Law, the court ruled that wages are a worker's right and cannot be withheld without proof such as a written waiver or legal acknowledgment. The employer had argued the employee wasn't entitled to his salary because he 'did not report to duty and went on leave.' But the court found no evidence of a formal investigation into any absence, determining that the delay in employment was the company's fault. The employee admitted taking eight days off, which were deducted from the total, resulting in a payment for four months and 18 days.

Since its launch, the scheme has delivered consistently strong returns across all risk profiles, validating SICO's disciplined investment strategy and global diversification approach. As of May 28, 2025, the four ESS portfolios (Cash, Conservative, Moderate, and Growth) have each delivered solid cumulative and annualized returns while maintaining low volatility. The Cash portfolio has returned 10.72% since inception, yielding an annual return of 5.29%. The Conservative portfolio followed with a cumulative return of 13.52% or 6.62% annualized. The Moderate portfolio achieved a 20.06% cumulative return, or 9.68% annualized, while the Growth portfolio led with a cumulative return of 26.53%, equivalent to an impressive 12.63% annualized. Despite a volatile market environment, all portfolios maintained a standard deviation below 1%, underscoring the effectiveness of SICO's risk-managed asset allocation and the benefits of international diversification.
