ACCCIM: Consider timing of expanded SST
KUALA LUMPUR: The Associated Chinese Chambers of Commerce and Industry of Malaysia (Acccim) says it supports the expanded Sales and Services Tax (SST) to strengthen the country's fiscal's position.
But there must be careful consideration of the timing and sequencing of measures to ensure they do not unduly burden businesses, especially the micro, small and medium enterprises (MSMEs), it added.
Ultimately, increased business costs can lead to higher consumer inflation, according to Acccim president Datuk Ng Yih Pyng.
Ng said the expansion of the SST at a time of the evolving US tariff policy uncertainty and potential global economic slowdown would contribute to domestic economic and business conditions uncertainty.
"With businesses already facing rising operating costs, implementing expanded SST could further burden businesses with increased costs.
"Ultimately, increased business costs, if not absorbed, would be passed onto consumers, potentially dampen discretionary consumer spending due to higher prices of non-essential goods and a wider range of taxed services."
Ng added that the service tax on rental and leasing in particular would result in higher operating cost for many businesses given a low threshold of exemption from paying service tax for MSMEs with annual sales below RM500,000.
"In this regard, we appeal to the government to consider deferring the implementation of the expanded SST to a later date, when macroeconomic conditions are more certain.
"It must be noted that the deferment of e-invoicing implementation for businesses with annual income or sales between RM1 million and RM5 million (Phase IV) from July 1, 2025 to Jan 1, 2026 reflects the government's acknowledgment and consideration of businesses' concerns regarding its impact on operating costs," he said.
Acccim also called for a review of the threshold exemption from the SST expansion, to be raised higher to RM2 million annual sales, to relieve the burden on more micro and small businesses.

‘Expanded sales tax a burden'
PETALING JAYA: A detailed study of products to be included in the expanded sales tax list show some everyday products used by the B40, not just 'high end' items such as salmon and avocado, says MCA president Datuk Seri Dr Wee Ka Siong (pic). He said the 8% sales tax would extend to services such as wedding dress rentals, catering, traditional medicine, postnatal massages, elderly care and beauty treatments. The list of taxable goods has been significantly expanded, while the list of tax-exempt items has been drastically reduced, he said. 'Previously, in 2022, the list of taxable goods was relatively slim at 62 pages, whereas the list of exempt items was 282 pages thick. 'Now, under the Madani government's initiative, the Sales Tax Gazette Order PU(A) 170 list of taxable goods has expanded to 222 pages, and the list of exempt items has been reduced to just 103 pages,' he said in a TikTok post on Wednesday. The Finance Ministry said on June 9 that the expanded sales and service tax (SST) will begin on July 1. There will be a 5% to 10% sales tax on selected non-essential goods. Additionally, the service tax will now cover new sectors, including rental or leasing, construction, finance, private healthcare, education and beauty services. Dr Wee described this as a drastic change that would impact the cost of living, particularly for B40 families. The expanded tax list would cover essential services that people rely on throughout their lives, from birth to old age, he said. 'What's more concerning is that exemptions on some basic food items have been quietly removed,' he said. Basic items like mangoes, apples, oranges, dates, sauces, spices, canned fruits and instant food, which were previously tax-exempt, will now be subject to a 5% tax. 'This will lead to higher food prices in restaurants, markets and even at home,' he added. He pointed out that Malaysia was already heavily dependent on imported food, spending over RM75.6bil a year, according to 2022 data from the Statistics Department. 'In this situation, it's shocking that the government wants to add to the burden of the people by taxing essential imported food,' he said. Dr Wee said the number of taxable items had increased from fewer than 1,000 to over 4,000 sub-codes, while the list of exempt items had been cut by 70%. 'This clearly shows how wide-ranging the impact of this new tax will be on people's daily lives,' he said. While the government had previously claimed only 'luxury items' like salmon and avocado would be affected, he said the official documents tell a different story. 'This isn't just about luxury goods. It will affect all Malaysians,' he said. Dr Wee urged the government to re-examine the expansion list and remove more essential food and services to avoid burdening the rakyat. 'Even B40 families need to get married once in their lives. Are we saying they should only wear a sarong or a kain pelikat due to taxes on wedding services?' he said. He called on the public to voice their concerns and demand fair treatment from the government. In the tabling of Budget 2025, Prime Minister Datuk Seri Anwar Ibrahim said that 'premium' imported fruits, like avocados, would become more expensive due to an expanded SST. However, based on the government's latest announcement, all imported fruits such as apples are now deemed non-essential and will incur a 5% sales tax.

REHDA warns 6pct SST will drive up home prices
KUALA LUMPUR: The Real Estate and Housing Developers' Association (REHDA) Malaysia has cautioned that the newly imposed 6 per cent Sales and Service Tax (SST) on construction services will increase operational costs for developers and ultimately drive up home prices. While acknowledging the Ministry of Finance's recent announcement on the revised SST structure aimed at boosting government revenue, REHDA expressed concern over the unintended consequences this tax could have on the property sector. "We have yet to determine the exact impact, but we expect the move will lead to a slowdown in the market as developers make adjustments to their plans," said president of the association, Datuk Ir Ho Hon Sang. He noted that the Association had previously engaged in consultations with the government to seek clarification and to highlight the tax's possible repercussions on the industry. "The industry is already bearing indirect taxes on construction-related items such as building materials and labour. The addition of the SST will only add to our burden. To maintain fairness, we sincerely hope that the SST will not be applied retrospectively. "Any price hike adjusted to contracts signed prior to the effective date could result in cost overruns which left developers with no choice but to absorb the additional cost," he said. While the exemption for residential buildings and public housing-related amenities offers partial relief, REHDA remains concerned about developments built on commercial land, particularly serviced apartments in mixed-use projects. "In today's urban landscape, especially in city centres, where residential units are often part of mixed developments due to land scarcity, subjecting these units to SST will inevitably lead to increased housing prices, ultimately impacting homebuyers who will have to bear the brunt," Ho said. Ho warned that low-income buyers, including those who purchase affordable homes under programs like Rumah Madani, Rumah Selangorku, and Rumah Mesra Rakyat, will also be adversely affected if their homes are located on commercial land. Additionally, several local authorities require commercial components such as shop lots within strata residential schemes. These units, along with internal infrastructure built within the development, will also be subjected to the SST, further inflating costs, he said in a statement. REHDA is appealing to the government to delay the implementation, currently scheduled in about two weeks, and proposes a grace period until 2026. "We respectfully request the government to consider postponing the implementation date, currently set for approximately two weeks from now. Many of our SME members have yet to register with the Inland Revenue Board and a grace period until 2026 would provide sufficient time for them to make the necessary preparations."
