Customer complaints rising fast, bankers lacking empathy, says RBI DG
Speaking at an event of RBI-promoted NIBM (National Institute of Bank Management) on July 12, Swaminathan said there is "increasing automation but decreasing ownership", and customers have to contend with template emails and helplines loop back "endlessly".
He made it clear that addressing these issues will be essential if bankers were to sustain people's trust in the system.

"The number of customer complaints -- especially through digital channels -- has risen significantly in recent years. From social engineering frauds to poor grievance redressal, the loss and frustration is real. Often, the problem is not the product or service, but, as I see it, the real issue is a lack of empathy," the commercial banker-turned-regulator said in his valedictory address to the students.
Nowadays, KYC (know your customer) is often reduced to a "periodic ritual", he said, exhorting bankers to find a way to bring back that personal awareness and responsibility even in a digital context.
Enlisting instances like senior citizen's struggles with ATM PIN, a rural area borrower's challenges to repay a loan online or the worries of a small business owner over UPI payments, Swaminathan said these are not mere service requests, but opportunities to earn trust by giving time and patience, and showing professionalism.
"Technology will enable the transaction. But only you can build the relationship and only you can earn the customer's trust for your institution," he said, stressing that this is what will distinguish a banker from an app.
The DG said a banker has to act quickly, endure uncertainty, recover from setbacks, and stay focused over the long run.
"You will face moments of rapid change -- crises, deadlines, audits, policy shifts -- but you will also need the discipline and stamina to navigate slow, complex processes that unfold over months or years," he told the students beginning a two-year post graduation course in banking.
Empathy, curiosity, and integrity will define success for the students over a long term, he said.
"What will truly shape you as a banker is your ability to blend knowledge with judgment, law with convention, and theory with practice," he said.
Things will not go as planned, but the ability to embrace the unfamiliar and turn unexpected situations into learning experiences will set a student apart, he said, asking them to stay alert and course-correct early.
Banking today is more complex than ever, he said, adding that there are also new vulnerabilities like cyber threats, phishing, synthetic identities, deepfakes, and third-party risks.

FADA seeks RBI intervention against private banks delaying rate cut transmission to auto buyers
The Federation of Automobile Dealers Associations has sought the Reserve Bank of India's intervention against alleged delays by private banks in transmission of the interest rate cuts to automobile buyers. In a letter to RBI Governor Sanjay Malhotra, the Federation of Automobile Dealers Associations (FADA) also called for a review of private banks' repo-rate pass-through lags in the auto-loan portfolio and issue corrective directives to ensure uniform 100 per cent transmission to auto borrowers. "Under your leadership, the RBI has delivered the fastest series of policy-rate reductions in its history, a clear positive signal for the economy. Yet, this benefit is not fully visible in the auto-retail sector. While public-sector banks pass on repo-rate cuts to auto borrowers immediately, many private banks delay transmission on the pretext of internal cost-of-funds assessments," FADA Vice President Sai Giridhar order to ensure that private banks also transmit the benefit of the rate cuts, FADA urged the RBI to "monitor and enforce a strict, time-bound transmission of policy-rate changes across all banking institutions".It also suggested making periodic, public disclosure of banks' cost-of-funds calculations to enhance transparency. FADA also requested the central bank to "conduct a focused review of private banks' repo-rate pass-through lags in the auto-loan portfolio, and issue corrective directives to ensure uniform, 100 per cent transmission to auto borrowers".The automotive dealers' body urged the RBI to issue clear guidelines to all banks to ensure uniform application of MSME lending benefits to eligible auto-retail businesses, alleging that in several instances, banks have not extended preferential interest rates to MSME-registered dealerships, although auto workshops, service centres and smaller dealerships are eligible for MSME registration under the Udyam guidelines must also cover mandatory extension of concessional lending rates, priority sector classification and improved access to MSME-linked support schemes and grievance-redressal mechanisms, FADA said in the association also called for extending the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to India's auto-retail channel, saying at present, authorised dealerships and workshops remain outside its ambit. It also called for recalibrating risk weights and unlocking priority sector benefits, saying "banks today assign a 100 per cent risk weight to auto loans significantly higher than the 40 per cent applied to home loans even though vehicles serve as readily realisable collateral". By reducing the risk weight on auto finance, lenders could stimulate an estimated 20 per cent growth in disbursements over the next five years, it parallel, bespoke inventory-and-workshop funding schemes would bolster dealer liquidity, ensuring showrooms and service centres have the working capital needed to meet rising customer demand, the letter that direct incentive disbursements by banks to frontline dealership staff undermine dealership autonomy, FADA in the letter said, "We, therefore, urge the RBI to direct all banks to immediately cease direct payouts to dealership employees and strictly enforce routing of all incentives through authorised dealership accounts only". In its letter, FADA also drew RBI's attention to boosting access to credit and EV finance, improved access to affordable credit, including lower interest rates for auto loans in Tier-2/3 towns and rural regions, among others.

(File) UPI rules: In a major update for the millions of GPay, PhonePe, Paytm, Amazon Pay users across India, the National Payments Corporation of India (NPCI) has introduced sweeping changes in the Unified Payments Interface (UPI) usage rules, which will come into effect from August 1, 2025. The changes are designed to make the UPI ecosystem more efficient and reliable, and resolve issues like server interruption and payment delays/failures, the agency said. What are major changes under new UPI rules? The biggest change which will come into effect from August 1, is that UPI users will only be able to check their account balance a maximum of 50 times in 24 hours on any given UPI app. According to the NPCI, many users habitually check their account balance after every transaction, which put more stress on the UPI servers and slows down speed of transactions. The cap on checking account balance will ensure better performance and lower issues. Similarly, the NPCI has also capped the number of times users can view the list of the bank accounts linked to their mobile number to 25 times in a single day. This will further reduce unnecessary API calls and improve server performance. Additionally, UPI users cannot repeatedly check the status of failed transactions as the limit has been capped to the thrice a day, and users must wait at least 90 seconds before rechecking status. Under the new UPI rules, autopay will only trigger at specific times during the day. As per details, autopay facility for various services like bills, subscriptions, etc, will only be processed only during non-peak hours at these fixed time slots– before 10 AM, 1 PM-5 PM, and after 9:30 PM. This will ensure the UPI serves runs smoothly during peak hours and regular transactions are processed without any interruption. Meanwhile, the NCPI has issued directions to all banks and payment service providers (PSPs) to monitor and control the use of APIs in order to minimize system disruptions. Failure to comply with the rules could result in restriction of API access, ban on adding new users or even fines, the agency warned. Why NCPI revamped UPI usage rules? The primary objective behind the sweeping changes in UPI rules is to reduce unnecessary load on the UPI system, make the server faster, and more stable to ensure more secure and reliable transactions. The new rules will apply to users of all UPI apps such as Amazon Pay, GPay, PhonePe and Paytm. Contrary to rumors, the transaction limit on sending money via UPI remains unchanged.
