The 32-year-old's family previously opened up about the star's battle with ketamine - revealing Williams died from a cardiac arrest after taking the drug.
Cheshire Coroner's Court heard today that a neighbour had found Williams in the bath after friends were unable to get in touch with them.
Janine Gobold said she had last spoken with Williams two days before their death when they arranged a shopping trip.
She told the inquest she then received a call from the star's friend on January 5 asking if she had heard from them.
Janine said she would use her key to check on Williams and immediately noticed there were no footprints in the snow that showed they had been outside.
She added: "I went into the kitchen and Ryan [her son] went into the living room, we were calling his name and there was no answer. All the lights were on.
'As we got to the top of the stairs, Ryan went one way and I turned right. James' bedroom is there and there is a door to the ensuite.
"I looked at James' bed which was all ruffled, I initially thought Panda [Williams' dog] had ragged the quilt on the bed.
'And then I walked past James' bed and into the bathroom and saw James in the bath, he just looked like he was sleeping."
Janine said she rushed over to stop their face going in the water then screamed at her son to call an ambulance.
Dancing on Ice's Holly Willoughby pays touching tribute to The Vivienne following tragic death as new series begins
Describing the scene at Williams' home, she said there was a Deliveroo bag in the kitchen but told the court she saw no evidence of drug taking.
A paramedic who was called to the home said rigor mortis had already set in and it was evident Williams had been in the water for a "couple of days".
Cheshire Police previously confirmed Williams' death was not being treated as suspicious.
The inquest was told the star had a "significant history of substance misuse, including the use of ketamine, cocaine and alcohol."
Williams' best friend Bobby Musker said in the days leading up to the tragedy, the pair had been sending memes, videos and voicenotes to each other.
Bobby said Williams had been to Liverpool a couple of times, which he believes was to pick up ketamine.
He last spoke to the drag queen on January 3 at 8.22pm in a video call.
Bobby, who knew Williams for around 16 years, added: "I could kind of tell when he was on [ketamine], so I could tell he had taken some."
The witnesses told how he received a call the following day from Williams' manager asking if anyone had heard from the star.
After telling Janine to let herself into Williams' home, he then got a call from her screaming: "He's in the bath, he's in the bath."
Bobby immediately drove to the home and spoke to paramedics, who asked what Williams' drug of choice was.
He added: "Him taking drugs didn't define him as a person. He did so much for the good.
"I don't want the public to see him just as what has happened, with drug use, that wasn't the person that defined him. There was a lot more to him."
The tragedy was announced by publicist Simon Jones, who paid tribute to the "incredibly loved, warm-hearted and amazing person".

The Vivienne finished third place on Dancing on Ice
Sister Chanel Williams previously said Williams had "a really long period of sobriety" before relapsing, which the family only discovered after Williams' death.
She said they will be working with the substance abuse charity Adferiad to raise awareness.
Williams had spoken about their drug addiction on RuPaul's Drag Race UK.
They said: "It was party, drugs, but I couldn't leave the drugs at the party, it was constant for me."
He added that Williams would be remembered for their "immense talent" and "the light they brought to every room was astonishing".
Williams won the first season of RuPaul's Drag Race UK, which aired in 2019.
They went on to compete in an all-winners season of the franchise in the US in 2022 - the only Brit to do so.
Williams also starred on BBC Three show The Vivienne Takes On Hollywood in 2020 and appeared on Channel 4's Celebrity Hunted For Stand Up To Cancer in 2022.
In 2023, Williams came third place on Dancing on Ice - with judge Oti Mabuse leading tributes to the "phenomenal entertainer" and "trailblazer".
Presenter Holly Willoughby also shared her heartache at the start of last month's new series.
She said: "Before we move on, like us, many of you will have been saddened by the tragic news of The Vivienne's passing last weekend.
"Now they were a huge part of our show, making it all the way to the final in 2023.
"They'll be very sorely missed and our thoughts are with The Vivienne's loved ones at this time. So sad."
RuPaul's Drag Race judge Michelle Visage also paid tribute to Williams, writing that their death was "heartbreaking".
Williams was born in Wales but moved to Liverpool as a teenager to launch a career as a make up artist.
They met husband David Ludford after moving to Gran Canaria in 2017.
The couple announced their separation in April 2023.
The inquest continues.

ITV forced to halt filming of Stephen Mulhern show after fire on set

Filming of Stephen Mulhern's game show You Bet! was brought to a halt due to a fire on set. The Saturday Night Takeaway and Dancing On Ice host, 48, was working on the ITV show in Yorkshire at the time, shooting a special Emmerdale segment. It's been reported that a car burst into flames, with the fire spreading to prop vans used by crew members. As a result, thousands of pounds worth of equipment went up in smoke. According to MailOnline, two fire engines were called to the scene. An eyewitness described what unfolded as 'carnage'. 'The blaze just started from a random vehicle, which then resulted in vans used by the crew also going up in flames,' they explained. 'There was obvious panic, and it's a miracle nobody was harmed.' It's said the fire started 'within close proximity to the soap,' but thankfully, it didn't spread inside where filming actually happens. Speaking after the incident, a spokesperson for You Bet! also said: 'Following an incident that was unrelated to filming, production for You Bet! was suspended as a precaution. 'The situation was promptly assessed by the fire services, and no one was injured or affected. 'The health and safety of all individuals involved in the making of the programme remains our highest priority.' Also confirming their attendance to the matter, a spokesperson for West Yorkshire Fire Service explained that they were called to 'reports of a small vehicle on fire on Harewood Avenue' at 3:57pm on Friday. On the arrival of their two crews, the fires were extinguished. The cause has been recorded as accidental. Photos from the scene illustrate the extent of the damage, showing how the blaze completely destroyed what was inside the trucks. The set was located on the grounds of Harewood House in Leeds, with Mulhern there to record a challenge to appear in the upcoming series. Filming of the programme – which is a revival of the original format, which first aired in 1988 – will continue this week. In August 2024, ITV announced that Mulhern and Holly Willoughby would front two special episodes of You Bet!, in which a celebrity panel bets on the ability of members of the public to accomplish typically unlikely challenges and stunts. It was later revealed that Catchphrase host Mulhern would host the next full series solo, with Willoughby having quit in March. The reboot will comprise seven episodes and a Christmas special, but, in a twist to the format, each will be filmed in different locations across the country. An ITV spokesman said previously about the switch-up: 'Free from the restrictions of the studio, our epic challenges are about to get a whole lot bigger. 'Watching on, our celebrity panel's job is simple; they must decide if each challenger will succeed – yes or no. If they guess correctly, they'll be awarded points. 'The Celebrity with the most points at the end of the show will receive £5,000 for their chosen charity.' You Bet! will be aptly renamed You Bet! On Tour for the upcoming series, and bosses are hoping Willoughby will be up for returning at some point as a guest panellist. Other famous panel members will include Zoe Ball, Rob Beckett, Alex Brooker, Rylan Clark, Alesha Dixon, Alison Hammond, and Danny Jones. More Trending Speaking ahead of its release, Mulhern – who recently left his lucrative role at Butlin's – expressed his excitement: 'I'm absolutely thrilled that YouBet! is back – and this time we're hitting the road! 'Each week, I'll be joined by a top celeb panel as our challengers take on some brilliantly bonkers and amazing challenges. 'With the title of You Bet Champion on the line, it's going to be unbelievable from the start.' View More » You Bet! was originally hosted by Sir Bruce Forsyth from 1988 to 90, before Matthew Kelly took over from 1991 to 1995. Darren Day then hosted from 1996 to 1997. Got a story? Illegal Channel migrant delivery riders ARRESTED as cops swoop on major asylum hotel after Sun expose

Click to share on X/Twitter (Opens in new window) Click to share on Facebook (Opens in new window) IMMIGRATION cops began cracking down on illegal delivery riders yesterday — after The Sun blew the lid on a nationwide racket. Asylum seekers suspected of earning from Just Eat takeaway drops while claiming taxpayer handouts had phones and bikes seized in the London swoop. 5 Cops question a Just Eat rider returning from shift in London Credit: Ray Collins 5 Police scour another migrant's phone for evidence Credit: Chris Eades 5 A masked rider challenges a cop about his rights Credit: Chris Eades The operation lasted several hours and led to a number of arrests for illegal working and breaching bail conditions. Ministers were jolted into action by our investigation into the shameless criminality of asylum seekers earning cash from food drop-offs while living on taxpayer handouts. One rider, who had his mobile taken by an officer, denied working for a food firm before the phone rang, and the officer asked him: 'Why are Deliveroo calling you now then?' Bosses from the firm, plus Just Eat and Uber Eats, were last night hauled into the Home Office for a dressing down. They have now pledged to flush out their illegal workers with stricter vetting. Home Secretary Yvette Cooper vowed to ramp up the enforcement raids and said: 'I commend The Sun on their campaign to shine a spotlight on illegal working in the food-delivery sector.' The food giants were read the riot act at the precise moment Immigration Enforcement made their first swoop outside the Thistle City Barbican hotel in London. More than 20 cops in stab vests scrambled from unmarked cars to pounce on migrants as they returned from shifts. Officers confronted at least ten men, two seen with delivery-branded food bags on bikes. One, with a scarf covering his face in the 32C heat, screamed at enforcement officers to 'f*** off' and 'respect their rights.' Cops took screenshots from phones, and told the men to open delivery apps so evidence could be collected. Undercover delivery driver investigation Some were released back to their accommodation. One swigged from a bottle of Captain Morgan rum as he moaned about the 'rubbish food' at the hotel and complained he was only given 'rice and tuna.' A second swoop at 4pm saw one cyclist put into an unmarked custody van. Immigration cops were seen sliding items, including what appeared to be a phone, into an evidence bag after searching the bearded migrant and his bike's pannier bags. A third enforcement team was still at the hotel last night. I commend The Sun on their campaign to shine a spotlight on illegal working in the food-delivery sector Yvette Cooper, Home Secretary By 6pm there had been a number of arrests for illegal working and breaching bail conditions. They included nationals from Iran, Pakistan and Afghanistan. Despite the raids, the migrants will still likely continue to stay in taxpayer-funded accommodation to press on with their asylum claims. In recent days we exposed how asylum seekers get delivery work within ten minutes on social media groups dedicated to flogging delivery accounts to 'sub-contractors'. 5 Yvette Cooper vowed to ramp up the enforcement raids and hailed The Sun's campaign Credit: Getty Squalid reality of workers By Bas Javid, Director of Immigration Enforcement MIGRANTS sleeping in cramped and overheated caravans, being paid far below minimum wage. Employers forcing people to work in dangerous construction sites or dirty kitchens for less than £1 an hour. This is the reality of illegal working in the UK. The Sun's investigation has been highlighting migrants earning money by working illegally as riders for takeaway firms. Anyone who employs illegal workers, either knowingly or through ignorance of the law, undermines our entire immigration system and economy. That's why my officers and I are using every avenue to put a stop to it. After today's meeting with Deliveroo, Uber Eats and Just Eats, all three firms have now pledged to increase the number of facial verification checks over the next 90 days to clamp down on illicit account sharing. Without enforcement, the system breaks down and fuels the business model of people-smuggling gangs who peddle that the UK is a land of milk and honey. Rules need to be enforced and it's our job to ensure we work hard to do just that. Since July 5 last year to May 31, arrests are up 51 per cent compared with the previous 12 months. There is no hiding place from our enforcement teams and you will feel the full force of the law. Hailing our campaign Ms Cooper added: 'We have, today, secured important commitments from major food delivery providers, including Deliveroo, Just Eat and Uber Eats, for daily facial recognition checks for drivers that work with them. 'We are also stepping up our enforcement in this area, with plans to seize electric bikes kept outside asylum accommodation, and more raids on hotels or dispersed accommodation where illegal working is suspected to be a problem.' Tory Shadow Home Secretary Chris Philp added: 'I want to see police action like this happening at scale every day until illegal working has been eradicated. 'This practice creates a pull factor to the UK for illegal immigrants in Europe, and endangers women who may receive a delivery from an unvetted and unknown illegal immigrant who has only just arrived by small boat. 'Deliveroo, Just Eat and Uber Eats should be ashamed of themselves and should feel the full force of the law for what they've done.' The firms have pledged to bolster facial verification checks within 90 days to snare chancers. Deliveroo, Just Eat and Uber Eats should be ashamed of themselves and should feel the full force of the law for what they've done Chris Philp, Tory Shadow Home Secretary Just Eat said it would conduct checks daily instead of monthly, and 'fully supports' Government efforts to tackle illegal working. Deliveroo said it takes a 'zero tolerance approach to anyone abusing our platform'. Uber Eats said it is 'committed to tackling illegal working and welcome continued collaboration with industry and the Home Office.' Ministers will today start enforcing the first elements of a crackdown on legal migration — raising skilled worker visa requirements to degree level. The Home Office claims this will see 111 fewer occupations for which foreigners can get papers. MIGRANT'S SELFIE JOY By Michael Hamilton 5 It comes as a migrant was seen taking picture from the front of a packed dinghy Credit: Getty A BRAZEN migrant holds an expensive smartphone to film himself on a dinghy leaving France for the UK. The stowaway — in a cap and with an orange lifejacket — raised his arms in apparent celebration as the small boat left Gravelines, near Dunkirk, for the perilous journey. He was at the front of a dinghy packed with 40 to 50 men which left yesterday morning. Others on board appeared to sign the V for Victory salutes. Figures showed 585 migrants arrived on Sunday, taking this year's total to over 19,000. An onlooker said: 'It was shocking to see one appearing to film it or take selfies.' Reform MP Lee Anderson said: 'This shows migrants acting brazenly and effectively giving us the V-sign.' Experts fear the weather this week may bring small boat arrivals in 2025 to 20,000.
