Bill will hobble Washington's affordable housing

In communities across Washington, the need for affordable housing is immediate and urgent. At Great Expectations and Urban Housing Ventures, we see this every day — in families searching for an affordable place to call home, in seniors looking for stability and in workforce members priced out of the communities they serve.
We've made progress, but that progress is fragile. The tools and partnerships we rely on are delicate threads that can unravel with a single policy change. That's why we are deeply concerned about a specific provision in Senate Bill 5794: the elimination of the first mortgage interest deduction for community banks.
We respectfully urge Gov. Bob Ferguson to partially veto SB 5794.
At first glance, this might look like a narrow tax change, but the reality is much broader. Community banks are not just financial institutions. They are essential partners in affordable housing. These banks provide flexible lending, invest in and finance local projects, and work closely with nonprofits and mission-driven housing builders like ours to bring homes within reach for families who otherwise couldn't afford them.
This deduction is one of the few incentives that make it financially viable for community banks to continue offering mortgage products to home buyers and essential financing to affordable housing projects and workforce housing initiatives — like current projects at the Rialto, the Exley and the St. Helen's buildings in downtown Tacoma.
Without this exemption, the cost of doing business for community banks will rise sharply — by some estimates, their tax burdens will increase between 80% and 200%. That's not sustainable. And it's not equitable when national banks, credit unions and online lenders are unaffected by this particular tax increase. Community banks are extremely valuable partners to affordable housing creators and residents alike, but if this bill moves forward without a partial veto, these local, relationship-focused banks will have to make tough decisions about whether to continue to do business in Washington.
The consequences will fall squarely on the shoulders of working families. Washington's community banks will face either scaling back lending or increasing costs to customers. Ultimately, fewer families will be able to buy their first homes and affordable housing builders and non-profits will lose an important partner in their efforts to ease the housing crisis.
We've seen what's possible when our banking partners are at the table. Community banks have helped finance permanently affordable owned and leased housing, offered down payment assistance, and backed innovative solutions for people exiting homelessness. These aren't theoretical outcomes. They are homes built, families stabilized and lives changed. And they happened because our state's financial ecosystem supported them.
Removing the mortgage interest deduction now, especially during a time of increasing economic uncertainty, adds instability to an already difficult environment. At the federal level, housing programs are on shaky ground. Cuts or delays in federal funding for affordable housing only heighten the need for strong state and local partnerships.
Community banks aren't asking for special treatment. They will still pay the B&O tax increase passed this session, which applies to most of the business community. But layering this additional cost — targeted only at them — risks weakening or even severing partnerships that affordable housing providers across Washington depend on.
As two organizations rooted in this work, we know firsthand that we cannot solve the housing crisis alone. It takes a coalition — nonprofits, mission-driven builders, state leaders, funders and lenders — pulling together to move the needle. When one partner is forced to step back, the whole system suffers.
Gov. Ferguson, we know your commitment to our state's housing crisis is sincere. That's why we're asking for your help. A partial veto of SB 5794 — specifically Section 105 (4) and (5) — would protect a critical financial tool that keeps affordable homes within reach for more Washington families.

State libraries will also eliminate 12 jobs due to the financial pressure. Shuttering the facilities will curb access to the state's trove of historical and governmental collections and force cancellation of an array of services and programs, the secretary of state's office announced Friday. 'Libraries are cornerstones of civic life and education in many areas of our state. The impact of the closures will risk denying communities access to the information, literacy tools, and resources they depend on,' Secretary of State Steve Hobbs said in a statement. The move comes after lawmakers and Gov. Bob Ferguson didn't provide $6.7 million in the budget to cover a shortfall created largely by a decline in revenue from fees paid on real estate transactions. At the Tumwater library, those who dial up Ask A Librarian or the main switchboard, or send an inquiry by email, can expect to wait up to a week for a response. Additionally, subscriptions to newspaper and genealogy databases will be discontinued, and the acquisition of new materials will be drastically limited. When the Talking Book and Braille Library closes to the public, responses to voicemail messages will take longer. Circulation and registration services will be slowed as well. Programming such as multisensory story time and the Low Vision and Touch of Braille workshops will be canceled. Production of braille and audio materials could also be reduced at the state's only accessible library service for people who are blind or have other disabilities. 'These disruptions jeopardize equitable access to information for some of Washington's most underserved residents unable to read standard print,' said Washington State Librarian Sara Jones. 'While a newly signed bill will provide some funds in the future, the current funding gap is affecting our employees and important services now.' A bill signed by Ferguson on May 19 will impose a new $50 surcharge on all filings handled by superior court clerks, of which $20 would go to the secretary of state's office for the library, archives and state legacy projects. State's first hybrid-electric ferry out of shipyard, nearing return to service

Vigor Shipyard delivered the state's first hybrid-electric ferry to Washington State Ferries on Monday, moving the effort to add the first lower-emissions vessel to the fleet a step closer. The Wenatchee ferry, which has been at Vigor's Seattle shipyard being retro-fitted for nearly the past two years, is now at WSF's maintenance facility on Bainbridge Island. It will next undergo sea trials, and is scheduled to return to service this summer on the Bainbridge-Seattle run. According to an announcement from Vigor, the 202-car Wenatchee is the largest ferry in the United States to be converted to run on electric power. Two diesel generators were removed from the Wenatchee as part of the project, which then added two battery rooms that house 864 battery modules. New propulsion controls were added, as well as new electric and fiber optic cable around the vessel, according to Vigor. The Wenatchee will now be stationed at Eagle Harbor for final work to prepare the ferry for service, including crew training and Coast Guard certification. Two other ferries of the same class, known as Jumbo Mark II, had been slated to follow the Wenatchee into conversion immediately, part of a state effort to shift the fleet away from diesel power by 2050. Vigor won the bid for those three boats at a cost of $150 million, and the Wenatchee was initially anticipated to be delivered for service in 2024. In March the state announced that those two boats, the Tacoma and the Puyallup, will not be converted until after the 2026 World Cup, when many tourists are anticipated to arrive for the soccer games hosted in Seattle. That directive from Gov. Bob Ferguson led to the announcement that the ferry system will restore several routes, including Bremerton-Seattle, to full service in June. The electrification plan also calls for the building of 16 new hybrid-electric ferries in coming decades, and bids for construction of five, 160-car boats were opened in May. WSF is currently evaluating proposals from two bidders, Eastern Shipbuilding Group of Florida and Nichols Brothers Boat Builders of Whidbey Island. This week WSF also issued an update on a related project, which will install new electric charging systems at ferry terminals around Puget Sound in anticipation of a hybrid-electric fleet. The agency said Monday that an announcement to award a contract is expected soon, and in-water exploration at two sites, Bainbridge Island and Seattle, will begin in June. PORTLAND, Ore. (KOIN) – The Hood River-White Salmon Bridge replacement project is seeing progress after Washington approved additional funding to replace the 100-year-old bridge, with eyes on Oregon to match funds. In a late May press release, the lauded Washington state lawmakers who committed another $50 million to the project, which was signed into law by Governor Bob Ferguson on May 21. The $50 million from the Evergreen State adds to the state's previous commitment of $75 million in 2023 for a total of $125 million dedicated to building a safer bridge. 'Something was not right': Oregon Coast safari park received complaints for nearly a decade 'We deeply appreciate the strong backing from lawmakers in Olympia, especially Senator Curtis King, whose long-standing commitment to this project has been instrumental,' said HRWSBA Co-Chair Jacob Anderson. 'We're also thankful for the leadership and advocacy of Senator Paul Harris, Representative David Stuebe, and Representative Kevin Waters, and statewide leaders on transportation policy like Senator Marko Liias, Representative Jake Fey, and Representative Andrew Barkis.' 'This funding shows that Washington is stepping up for this critical bi-state connection and the communities that rely on it,' continued Anderson. 'With Oregon matching that commitment, both states can send a unified message to federal partners: this project is a priority, and we're ready to deliver.' As Washington's legislative session has come to an end, the authority is now eyeing Oregon House Bill 2184, which would allocate $105 million to the project and would help the state match Washington's financial commitments. During an April 1 Joint Committee on Transportation hearing in the Oregon legislature, Rep. Helfrich described the bill as a 'critical lifeline for our bi-state communities.' The state representative also highlighted his previous service as a police officer for 25 years, explaining that a new bridge would be a 'vital link' in emergencies such as wildfires or earthquakes or other life-and-death situations. In written testimony, submitted to the transportation committee, HRWSBA Co-chair Fox detailed the need for a new bridge, telling committee members, 'Most of you have crossed the old bridge yourselves—perhaps gripping the wheel a little tighter as a semi passes just inches away in the opposite lane. You've seen firsthand the condition of the bridge, which was built in 1924 for cattle and Model Ts—not for the demands of today's traffic, commerce, or safety standards.' 'The current bridge is too narrow, with no shoulders or space for emergency vehicles, let alone bikes and pedestrians. At just 9½ feet per lane, trucks routinely straddle the centerline. It's weight-restricted, unable to handle modern freight, and poses growing safety and mobility risks. We've long known it wasn't built to withstand a major earthquake—but recent geotechnical surveys revealed that many of its foundations aren't even anchored to bedrock. Instead, they rest in compacted gravel now known to be vulnerable to liquefaction. Out of a score of 100, ODOT's sufficiency rating for this bridge is a 7,' Fox stated. According to the Hood River-White Salmon Bridge Replacement Project website, the new bridge design aims to address concerns over river navigation for vessels, while improving vehicle, pedestrian, bike and transit access. The design features a 12-foot lane in each direction with eight-foot shoulders, a 12-foot walking and biking path, more space for barges, earthquake safety improvements and improvements to eliminate direct runoff from vehicles from entering the Columbia River.
