At 4 a.m., Huaning's center was estimated to be located at 520 km east northeast of Itbayat, Batanes, the weather bureau said in its 5 a.m. tropical cyclone bulletin. Huaning has maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1008 hPa. The tropical depression is moving north northwestward at 10 km/h.
