
Delhi govt hikes Olympic medal cash prizes, approves free laptop scheme for meritorious students
To support sports and education, the Delhi government announced two big plans on Tuesday. One is to raise the cash prizes for Olympic and Paralympic winners from Delhi. The other is the approval of the "Mukhyamantri Digital Scheme" to give free laptops to bright students.
Minister Ashish Sood said these steps were taken "for Delhi's development, students and youth" during a Cabinet meeting held at the Delhi Secretariat and led by Chief Minister Rekha Gupta.
He said "There were historic decisions made under the Mukhyamantri Khel Prothsahan Yojana. Earlier, Olympic and Paralympic medal winners were awarded Rs 3 crore, Rs 2 crore and Rs 1 crore for gold, silver and bronze medallists, respectively. To encourage the sports ecosystem in Delhi, Olympic gold medallists will now be given Rs 7 crore, silver medallists will receive Rs 5 crore, and bronze medallists Rs 3 crore."
Sood added that Olympic gold and silver winners will be offered Group A government jobs in Delhi, and bronze winners will be offered Group B jobs. Also, young athletes taking part in state and national competitions will get Rs 5 lakh each to support their coaching and training.
Students from Class 6 to 12 will get honorariums. Earlier, winners of the National Games were awarded Rs 3 lakh, Rs 2 lakh, and Rs 1 lakh for gold, silver, and bronze. Now, any medal at a national event will bring Rs 11 lakh. Additionally, "elite sportspersons" competing in national or international tournaments will receive Rs 20 lakh per year.
Sood also spoke about the plan to give free laptops under the "Mukhyamantri Digital Scheme". He said As many as 1,200 meritorious students who passed Class 10 with good marks will be given i7 laptops. This will benefit students from underprivileged backgrounds." He said this is in line with the National Education Policy.

World Athletics mandates gene test for female category eligibility
Athletes will be eligible to compete in the female category for world ranking competitions such as the World Championships only if they clear a one-time gene test in a bid to protect the integrity of women's sport, World Athletics said on Wednesday (July 30, 2025). The once-in-a-lifetime test for the SRY gene, which helps in determining biological sex, can be conducted via a cheek swab or blood test. The testing protocol will be overseen by member federations and the new regulations come into effect on September 1, ahead of the September 13-21 World Athletics Championships in Tokyo. "It is really important in a sport that is permanently trying to attract more women that they enter a sport believing there is no biological glass ceiling," World Athletics President Sebastian Coe said in a statement. "The test to confirm biological sex is a very important step in ensuring this is the case. We are saying, at elite level, for you to compete in the female category, you have to be biologically female. "It was always very clear to me and the World Athletics Council that gender cannot trump biology. We particularly want to thank our member federations for their support and commitment in the implementation of these new regulations." Athletics has spent years debating eligibility criteria to compete in women's events, amid questions over biological advantages for transgender athletes and those with differences of sex development (DSD). World Athletics bans transgender women who have gone through male puberty from competing in women's events, while it requires female DSD athletes whose bodies produce high testosterone levels to lower them in order to be eligible. Earlier this year, a working group found that those rules were not tight enough, with a pre-clearance test for the SRY gene being one of several recommendations the group made for revised rules. The SRY gene reveals the presence of the Y chromosome, which is an indicator of biological sex. The test was also approved by World Boxing in May when they introduced mandatory sex testing for all boxers. Earlier this month, the European Court upheld a 2023 ruling that double 800 metres Olympic champion Caster Semenya's appeal to a Swiss Federal Tribunal against regulations that barred her from competing had not been properly heard. Semenya was appealing against World Athletics regulations that female athletes with DSDs medically reduce their testosterone levels.

Sena (UBT) to approach SC over allegations of corruption, election fraud
With the state government led by Chief Minister Devendra Fadnavis openly admitting that 26.34 lakh ineligible beneficiaries have taken benefit of the Ladki Bahin Yojana, the Shiv Sena (UBT) on Wednesday said it will approach the Supreme Court to have the 2024 assembly election process cancelled while the Congress and the Aam Aadmi Party said the Enforcement Directorate and the Election Commission of India should investigate the way the elections were conducted. On Tuesday, Chief Minister Devendra Fadnavis said,'Our Women and Child Welfare Minister has clearly stated that there are 26 lakh accounts which do not fit in the criteria of Ladki Bahin Yojana. There are men and even those who are taking advantage of other schemes. All these accounts have not been suspended. All these accounts will be verified. If these accounts are confirmed to be ineligible, then we will cancel them,' the Chief Minister said on Tuesday after the cabinet meeting. Last week, Minister for Women and Child Welfare Aditi Tatkare said,'We have temporarily suspended accounts of 26.34 lakh beneficiaries from June 2025. The eligibility of the suspended beneficiaries will be verified by officials of the respective district collectorates.' Reacting to the state government's admission of 26.34 lakh ineligible accounts, Sanjay Raut, spokesperson for the Shiv Sena (UBT) said, 'This is nothing but a big election fraud. The women voters were bribed to vote for the Mahayuti. The entire 2024 election process in Maharashtra should be cancelled. According to the Representative of People Act, 1951, this amounts to a corrupt practice. And therefore the Election Commission of India should not sit quiet when democratic norms have been violated. It should investigate how voters were bribed through Rs 1500 a month benefit. This is like offering them cash for every vote.' Raut said besides the ECI, the Enforcement Directorate is not moving into action quickly. 'When it comes to opposition leaders and allegations against them, it quickly targets them through raids. In this case, when the government itself has admitted that it paid money to voters before the elections, why is the ED not taking action. It should make those who started the scheme accused in the case,' he said. Raut said the Sena (UBT) was planning to approach the Supreme Court in this matter. 'Since there is an open admission of election fraud, we are planning to approach the Supreme Court. We are fully hopeful that the SC will take decisive action on our appeal,' he said. Atul Londhe, chief spokesperson of the Maharashtra Congress said, 'This is election fraud. Now where is the Enforcement Directorate? Why is the Election Commission of India watching as a spectator? Everything is in public domain, the government itself has brought to fore how 26.34 ineligible voters exercised their franchise. It is obvious that the government benefitted through this bribe offering. The question is, will the ED act on this election fraud or continue to shut its eyes and ears?' AAP spokesperson Mukund Kirdat said, 'Undoubtedly, Maharashtra has seen the biggest election fraud hitherto. The government indiscriminately distributed cash so that the women voters and their family members vote it back to power. The government was jittery as the Lok Sabha election results showed that voters wanted a change of rule in Maharashtra. And therefore it resorted to offering cash benefits to the voters.' Babu Nair, general secretary of Maharashtra Congress said, ''The Ladki Bahin Yojana was launched just three months before the 2024 elections. In those three months more than 2 crore women were given Rs 4500 cash benefits. It was clear during the election time that the government was indulging in corrupt practice. Yet the Election Commission of India kept quiet.' Nair said women who were earning over a lakh monthly salary, who owned cars and those who were paying income tax also benefitted under the Ladki Bahin Yojana. 'Because of the Ladki Bahin Yojana, funds availability for welfare of the poor has been affected. The Ministers themselves have admitted this situation.' HRTC Drivers Union calls off agitation after govt agrees to some demands
Shimla, Jul 30 (PTI) The Himachal Road Transport Corporation (HRTC) Drivers' Union on Wednesday called off its agitation after the government agreed to accept some of their demands. This came a day after union leaders held a meeting with Deputy Chief Minister Mukesh Agnihotri, who also holds the transport portfolio, which went on late into the evening. During the meeting, the union leaders gave a detailed account of their demands to Agnihotri, an official statement issued here said. The protesters' demands include the release of over Rs 200-crore pending dues, including night overtime allowance of the last five years, medical reimbursement of over three years, pay commission arrears and eight-hour shifts, among other things. The union had threatened to stop night bus services if its demands were not accepted by July 31. The HRTC has about 12,000 employees, including 7,000 drivers and conductors. It has a fleet of over 3,500 luxury, ordinary and electric buses, tempo travellers and taxis. Deputy CM Agnihotri said that considering the seriousness of the issues raised by the union leaders, he took some immediate decisions like designating 205 senior most drivers as 'designated senior drivers" and settlement of medical reimbursement claims within six months, which created an atmosphere of trust and understanding among the employees. The staff will also be provided two sets of uniform and two pending instalments of night overtime allowance will be released with salaries in July and August. The government has also approved a loan of Rs 150 crore to the HRTC, which will be obtained with bank guarantee from the government and the interest will be paid by the government, he said. The state government is sensitive to the concerns of employees and pensioners and committed to protect their legitimate interests, the deputy CM said. He assured that the remaining issues of HRTC employees will be resolved in a timely manner.
