Civil service: body formed to propose reforms

ISLAMABAD: Prime Minister Shehbaz Sharif on Thursday ordered a comprehensive review of the country's sluggish civil service, setting a one-month deadline for a high-level committee to propose reforms aimed at modernising a bureaucracy widely seen as a drag on governance and development.
In a high-level meeting, he announced the formation of a civil service reform committee headed by Planning and Development Minister Ahsan Iqbal, an MIT-trained technocrat, tasked with overhauling a decades-old bureaucracy long criticised for inefficiency, excessive red tape, and outdated practices.
The prime minister called for a complete overhaul of recruitment, promotion, and performance evaluation systems, along with integrating modern technology to streamline and strengthen the country's ageing administrative machinery.
'We need a sustainable system that keeps pace with today's demands,' Sharif said, adding that good governance and easing the burden on ordinary citizens must be at the heart of any reform.
The directive comes amid growing calls for a leaner, more efficient bureaucracy as the country faces mounting economic and governance challenges. The committee has been instructed to consult all relevant stakeholders and submit its report within a month.
The planned reforms include recommendations for merit-based hiring, implementation of performance-based key performance indicators (KPIs), reform of the Annual Confidential Report (ACR) system, and enhancement of officer training through new technologies.
A statement issued by the Prime Minister's Office said that the committee will also study civil service models in neighbouring countries to benchmark Pakistan's system.
'Reforms that make the bureaucracy people-friendly and efficient are a top priority for this government,' Sharif emphasised.
The prime minister's message was clear: the civil service must evolve quickly. Observers note that previous committees have often produced limited results, but the government has set a tight deadline for concrete proposals.
The move, framed as a push to 'bring the civil service into the 21st century,' reflects mounting frustration within Sharif's administration over what officials describe as chronic inefficiency, red tape, and institutional inertia.
The civil service, a colonial-era holdover, is often criticised for rigid hierarchies and lack of performance-based accountability.
The meeting was attended by federal ministers Azam Nazeer Tarar, Ahad Cheema, Awais Leghari, Ali Pervaiz Malik, as well as advisers, Rana Sanaullah and Dr Jehanzeb Khan, secretary of the apex committee at the Special Investment Facilitation Council (SIFC).

PHMA urges PM to reverse SRO 1359

Listen to article The Pakistan Hosiery Manufacturers and Exporters Association (PHMA) has strongly opposed the recently issued SRO 1359(I)/2025, warning it could cripple the country's largest foreign exchange-earning sector — value-added textiles. According to a statement released on Tuesday, PHMA North Zone Chairman Abdul Hameed wrote a letter addressed to Prime Minister Shehbaz Sharif, demanding an immediate withdrawal of the notification. Issued on July 29, the SRO imposes restrictions on importing cotton and blended yarns, especially in counts between 10 and 40, and reduces the material utilisation period under the Export Facilitation Scheme (EFS) from 24 to 9 months. Exporters say the changes will block billions in sales tax refunds.

While chairing a high-level review meeting in the federal capital, the premeir emphasised that small farmers must be treated with respect and given due facilitation, particularly when it comes to acquiring low-interest loans for their agricultural needs, a statement from the PM's Office said. "Small-scale farmers face immense challenges in securing low-cost loans," the premier noted, adding that "providing them with easier access to affordable credit is among the government's top priorities," he said. The prime minister instructed the concerned authorities to accelerate reforms within the Zarai Taraqiati Bank Limited (ZTBL), and to encourage private banks to step forward in offering concessional loans to the agricultural sector on easier terms. He announced that he would chair review meetings every three weeks to monitor the implementation of loan facilitation initiatives and reforms at ZTBL. The premier reiterated his government's commitment to agricultural development and the empowerment of small farmers through institutional support, financial inclusion, and practical reforms. Officials briefed the prime minister on the ongoing reform efforts at ZTBL, the bank's performance, and proposed strategies to improve agricultural lending. The meeting also reviewed the role of private banks in supporting the agri-sector through credit disbursement. SMEs The prime minister underscored the significance of SMEs as the engine of inclusive growth, innovation, and employment and termed them as enablers of national strength saying, "empowering them means empowering Pakistan". He chaired a high-level meeting of the Steering Committee of the Small and Medium Enterprises Development Authority (SMEDA), underlining the government's firm commitment to promote small and medium enterprises (SMEs) as a backbone of national economic growth, a Prime Minister's Office news release said. Addressing the participants of the meeting, the premier stressed that small and medium-sized businesses play a pivotal role in the development and prosperity of the country. "The growth of SMEs is among the top priorities of the government, and we are implementing reforms and initiatives on a fast-track basis to support this critical sector," he said. The committee was briefed on recent reforms within SMEDA and key initiatives aimed at strengthening the SME ecosystem. It was revealed that, on the Prime Minister's special directive, businesses with an annual turnover of up to Rs30 million have now been classified as micro enterprises and brought under SMEDA's purview.
