
Gazette notification on census 'damp squib'; silent on inclusion of caste: Congress
Terming the notification on the 16th census as a 'damp squib', the Congress on Monday (June 16, 2025) said it is silent on the inclusion of caste in the exercise and asked whether this is another 'U-turn' by the government.
The Opposition party also asserted that the Centre must adopt the Telangana model for not just caste enumeration but also in bringing out detailed data on socio-economic parameters caste-wise.
Congress general secretary in-charge communications Jairam Ramesh said the much-touted gazette notification on the 16th Census to be conducted in late 2026/early 2027 has just been issued and is a 'damp squib'.
'It is quite a damp squib and merely repeats what had already been announced on April 30, 2025,' Mr. Ramesh said on X.
He further said that it is entirely because of the persistence and insistence of the Congress that Prime Minister Narendra Modi 'surrendered' to the demand for a caste census.
'He [Modi] had called Congress leaders as urban Naxals for making this demand. Both in Parliament and in the Supreme Court, the Modi Government had rejected the very idea of a caste census - which it announced 47 days back,' Mr. Ramesh said.
'Today's Gazette Notification is, however, SILENT on the inclusion of caste in the 16th Census. Is this yet another U-turn by the ustad of U-turns? Or will details be announced later?' he said.
The Congress firmly believes that the 16th Census must adopt the Telangana model for not just caste enumeration but also bringing out detailed data information on socio-economic parameters caste-wise, he asserted.
The government on Monday (June 16) issued a notification for conducting India's 16th census in 2027, 16 years after the last such exercise in 2011.
The census will be carried out with a reference date of October 1, 2026 in snow-bound areas like Ladakh and March 1, 2027 in the rest of the country, the notification said.
'The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand,' it said.
In respect of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026, it said.

Panneerselvam, if one goes by the Supreme Court's verdict in the Speaker of Orissa Legislative Assembly vs Utkal Keshari Parida, 2013 case. 16th Census: 'Changed his mind?' Opposition questions PM Modi over missing 'caste' word in notification
NEW DELHI: Centre has come under the circle of skepticism again over missing "caste" word in the gazette notification issued for India's 16th census on Monday. Congress leader Jairam Ramesh questioned Prime Minister Narendra Modi over his changing stance on the caste census over the years and asked if he had again "changed his mind" after ensuring that the upcoming census would include caste enumeration. "What is new in the notification that has come today - it has been said in this notification that the census will be conducted in Jammu and Kashmir, Himachal and Uttarakhand in October 2026 and in other states of India in March 2027. The announcement made on April 30 in this regard has been repeated again. However, it only talks about census, not caste census. Why caste is not mentioned in it - has PM Modi changed his mind?" The reference date for India's 16th Census will be March 1, 2027, except for Ladakh and the snow-bound non-synchronous areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, where it will be October 1, 2026. Additionally, Union minister Vaishnaw announced on April 30 that caste enumeration will be included in the upcoming census, following a decision by the Cabinet Committee on Political Affairs.

India Begins Evacuation Of Students From Iran Via Armenia Route Amid West Asia Tensions
Last Updated: Centre on Monday assured that the Indian Embassy in Tehran was continuously monitoring the security situation of students in Tehran. India on Monday started the evacuation of students from Iran via the Armenia route as tensions between Tel Aviv and Tehran continue to rise. Earlier in the day, Israeli Defence Forces (IDF) spokesperson Effie Deffrin assured India of full cooperation in the safe evacuation of Indian students from Iran. 'We will help in whatever way possible to ensure the safe evacuation of Indian nationals from Iran," Deffrin told CNN-News18. The Indian government, too, assured that the Indian Embassy in Tehran was continuously monitoring the security situation of students in Tehran. Meanwhile, the embassy of India in Tehran has formally requested Shiraz University of Medical Sciences to facilitate the evacuation of Indian nationals and students of Indian origin studying at the university. Referring to a communication from Iran's Ministry of Foreign Affairs (Note Verbale No. 151/2530499 dated 15th June 2025), the embassy confirmed that arrangements have been made for the students' safe departure. The embassy has assured that it will take full responsibility for the movement and security of the students as part of the planned evacuation process.
