KUWAIT CITY, April 22: Ambassador of the Kingdom of Morocco to Kuwait Ali Ben Issa has confirmed the deep ties, cooperation, brotherhood and solidarity between Kuwait and Morocco under the wise leadership of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al- Sabah and King Mohammed VI of Morocco. In his speech during the Francophone Diwaniya that the Embassy of Morocco hosted on Tuesday with the heads of diplomatic missions in attendance, Ben Issa stressed 'this moment that we share is not merely a linguistic or cultural celebration; as it is rather a living expression of pluralistic identity, permanent dialogue between nations, and a renewed commitment to promote the values of peace, tolerance, diversity and solidarity. We proudly carry these values as members of the great French-speaking family.'
He explained, 'We decided to use the name, 'Diwaniya', for this celebration 'because this beautiful tradition has a stunning cultural and historical significance that reflects the depth and authenticity of the pure Kuwaiti traditions deeply rooted in the brotherly Kuwaiti people, for whom we wish further progress and prosperity.' He stressed that the Kingdom of Morocco, under the enlightened leadership of King Mohammed VI, has always been a constant and convincing part of this Francophone dynamic. He said that the participation of the Embassy of the Kingdom of Morocco in the celebration of Francophonie Month is an affirmation of the cultural and linguistic diversity of the Kingdom of Morocco, rich in its Arab, Amazigh, African, Mediterranean and Andalusian cultural tributaries. He added, 'This participation is also a way to affirm Morocco's commitment to the larger Francophone family by sharing the same universal values of peace, dialogue, and solidarity -- values that the Kingdom of Morocco shares with its sister, the State of Kuwait.'
He asserted 'the Kingdom, which has always chosen dialogue over withdrawal and bridges over walls, has been working hard for several years to promote dynamic cooperation among the countries in the South, not only in Africa, but also with the Arab world, Europe, America and Asia. This openness is the essence of our identity.' He continued, 'I take this opportunity to congratulate Kuwait on the declaration of the late Kuwaiti poet Ahmed Al- Adwani as a symbol of Arab culture by the Arab League Educational, Cultural and Scientific Organization and the Moroccan Ministry of Culture on the occasion of the opening of the Rabat International Book Fair.' He also praised the Moroccans residing in Kuwait; indicating that they work in various fields, including university professors and teachers who greatly contribute to promoting Francophonie and building bridges of cultural communication with their Kuwaiti brothers and sisters

The letter highlighted clear breaches by some federation members of the handball statutes, including holding meetings without the presence of the president or vice president, and continuing to issue and circulate invalid circulars and decisions. This demand followed a letter dated August 6 from the Deputy Director General of the Public Authority for Sports for Competitive Sports Sector, Bashar Abdullah, which referenced a legal opinion from the Fatwa and Legislation Department. The opinion declared all meetings held without the president or vice president as invalid, along with all decisions issued in those meetings, due to their conflict with the federation's statute. On the same day, Al-Arabi Club sent letter No. 568-2025 to the Handball Federation, urging it to stop issuing and publishing invalid circulars and decisions that result in financial losses and constitute criminal offenses under Law No. 1 of 1993 regarding the protection of public funds. Al-Arabi firmly rejected any violations of the federation's statutes or unilateral decision-making, condemning the blatant infringement on the powers of federation president Fouad Al-Balushi. The club also reserved the right to take legal action against anyone found to have breached laws and regulations. Meanwhile, the Kuwaiti junior handball team secured its first victory in the consolation stage, known as the 'President's Cup,' at the 11th Under-19 World Championship currently underway in Cairo, Egypt. Matches are being held at Dr. Hassan Mostafa Hall through August 16. The team defeated Morocco 34-25. Earlier, Kuwait lost all its matches in the preliminary round (Group A) of the tournament and was defeated by Kosovo in the President's Cup.

Kuwait Cabinet approves decree-law for protecting public funds

KUWAIT, Aug 12 (KUNA) -- The Kuwaiti Cabinet on Tuesday approved a draft decree-law revising Law 1/1993 for protecting public funds, which is considered a national priority and duty for the government. It is also designed to close the loopholes of the previous law, which were revealed by practical applications, to update the legal drafting and widening the scope of criminalization and objective and procedural protection of public funds. The legislation was approved during the Cabinet's customary weekly meeting held at Bayan Palace under the chairmanship of Acting Prime Minister and Minister of Interior Sheikh Fahad Yusuf Saud Al-Sabah. The Cabinet also approved a draft decree-law amending Law 38/1980 with a view to speeding up litigation and coping with digital transformation. During the meeting, Minister of Oil Tareq Al-Roumi kept the ministers posted on the Kuwait Oil Company's recently launched artificial intelligence-used innovation center, which is part of the Kuwait Petroleum Corporation's digital transformation strategy in the energy field. Minister of State for Municipal Affairs and Minister of State for Housing Affairs Abdullatif Al-Meshari elaborated on the 80-km Al-Sabriya City project, which provides 55,000 housing units. The minister described the city as one of the largest housing and development projects in northern Kuwait. For his part, Minister of Electivity, Water and Renewable Energy and Minister of Finance and Acting Minister of State for Economic and Investment Affairs Dr. Sabeeh Al-Mukhaizeem briefed the cabinet on the Public Authority for Partnership Projects (PAPP)'s signing of the second and third phases of the Al-Zour North Power Plant Project, in collaboration with a consortium that includes ACWA Power company and the Gulf Investment Corporation. Meanwhile, the Cabinet decided to suspend work at all ministries, government bodies, public institutions, and agencies on Thursday, September 4, 2025, on the occasion of the Prophet's Birthday. KUWAIT CITY, Aug 12: Abdulrahman Al-Mutairi, Kuwait's Minister of Information and Culture and Minister of State for Youth Affairs, today officially launched the Public Authority for Youth's new strategic plan for the years 2025-2030. The strategy outlines five developmental priorities: Leadership, Employment, and Entrepreneurship Community Engagement Culture, Innovation, and Creativity Health and Wellbeing Governance and Resource Development During a visual presentation at the Government Communication Center, Al-Mutairi emphasized that this strategy is a clear and ambitious framework designed to advance the development of Kuwaiti youth. It is aligned with the patronage of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, and the directives of His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah. Al-Mutairi also highlighted that the launch of the strategy coincides with International Youth Day, marking the beginning of a new phase in youth empowerment. The plan includes both primary and secondary goals to be achieved through 23 strategic initiatives. The Minister noted that the strategy is the result of an extensive national dialogue involving youth and experts, reflecting the critical role that Kuwaiti youth play in the country's development. They are seen as a fundamental pillar of Kuwait's security, stability, and prosperity. Under the Leadership, Employment, and Entrepreneurship priority, the strategy aims to qualify 3,000 young leaders, provide career guidance to 5,000 youth, and implement 30 programs focused on nurturing entrepreneurial thinking. It will also introduce major strategic projects such as the Kuwait Tech Hub for Entrepreneurship and the Kuwait Creative Industries Complex. Additionally, the strategy targets the registration of 15,000 volunteers on the national volunteer platform "Ayadina" as part of the Community Engagement priority. It will also support 100 impactful youth initiatives, engage 4,000 young people in cultural and innovation events, and offer three annual programs for creative project incubators under the Culture, Innovation, and Creativity priority. Al-Mutairi further emphasized that the Health and Wellbeing priority of the strategy will focus on enhancing youth health, promoting environmental awareness, and increasing youth participation in peace and security initiatives. The Governance and Resource Development priority, on the other hand, aims to fully digitize services and increase the Authority's self-generated revenues, ensuring the long-term sustainability of its programs and initiatives. The Minister also highlighted the Authority's vital role in complementing the formal education system by nurturing and supporting youth. He stressed the importance of institutions working with youth to help them develop future-ready skills, improving their competitive and creative capabilities across all sectors. The Minister explained that the new strategy was crafted after an in-depth review of the previous plan, an analysis of over 75 local and international reference documents, and the feedback gathered from 19 specialized workshops, meetings, and a roundtable discussion with experts. He also congratulated the youth of Kuwait and the world on the occasion of International Youth Day. Al-Mutairi explained that the strategy adopts a "three-lens methodology," positioning youth as leaders, partners, and beneficiaries at the same time. He emphasized the importance of collaboration with key national entities such as the Ministry of Education, the Ministry of Higher Education, and the National Council for Culture, Arts, and Letters to expand volunteer opportunities and unify efforts to support youth. Al-Mutairi also praised the significant role of government, private sector, and civil society partners in ensuring the success of the Authority's mission. He described them as "the winning bet" and encouraged young people to take initiative, engage, and innovate, noting that the strategy is "from them, for them, and by them." In closing, the Minister reaffirmed the vision of Kuwaiti youth as prosperous, informed, skilled, healthy, community-engaged, and capable of innovation and ambition. He concluded by stressing that the strategy will help bridge generations in pursuit of the Public Authority for Youth's overarching vision: "A responsible national youth for a sustainable future."
