House arrest for Najib "a matter of when, not if," says political experts

SHAH ALAM – The possibility of former prime minister Datuk Seri Najib Razak being granted house arrest is a matter of "when, not if" and is likely to occur next year once he has served a sufficient portion of his sentence, according to political analyst James Chin.

Chin said the shift towards house arrest could be traced to the former king, Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah's, addendum to Najib's royal pardon.
"Yes, it will happen, when it will happen is a different issue, but it will happen, probably next year, when Najib has served the required minimum time before eligibility for house arrest. It will happen because the pressure from Umno grassroots is too strong," he told Sinar Daily.
Chin warned that the political consequences could be significant, as many Pakatan Harapan supporters and Malaysians concerned about the 1Malaysia Development Berhad (1MDB) scandal are likely to view the move as evidence of preferential treatment for Najib.
"Pakatan Harapan supporters and those who are very concerned about 1MDB will see this as a very negative move because it will be perceived as Najib being given special treatment,' he said.
He added that Prime Minister Datuk Seri Anwar Ibrahim would likely deflect blame.
'Anwar will say this is out of his hands, that it was the decision of the former King.
"Once you invoke the King's name, it becomes challenging for people to criticise without it being seen as seditious," he said.
Chin also stated that while Najib's case could be raised during the upcoming Sabah state election, it is unlikely to be a decisive factor.
'The major issue in Sabah is still the 'Sabah for Sabahans' sentiment,' he said.
Meanwhile, political analyst Associate Prof Dr Syaza Shukri offered a more cautious take, suggesting that Najib's release remains politically risky for the government.
'I don't think the government would allow his release because there would be many angry Malaysians.
"Those calling for Najib's release are only Umno members and supporters. They don't represent the entire country, but they are using political pressure,' she said.
She added that any decision would require the consent of the Yang di-Pertuan Agong and adherence to due process.
'If they allow Najib's release, it would be political suicide for PH. Their supporters will be furious. And if he is released, Perikatan Nasional (PN) will use it as evidence that PH is not serious about fighting corruption,' she said.
Commenting further, O2 Research head Anis Anwar said the speculation places Anwar in a politically delicate position.
He said any decision related to Najib's sentence will have to balance two equally high-stakes calculations.
"On one hand, there is the need to preserve the fragile cooperation with Umno, a key pillar of the unity government.
"On the other hand, there is the risk of alienating Pakatan Harapan's own voter base, many of whom have held firm expectations around judicial accountability and institutional reform since GE14," he said.
Anis stressed that the government's best strategy is to frame any leniency towards Najib as a legal or constitutional obligation, rather than a political concession.
'If this framing works, Umno can claim institutional vindication while PH can maintain its stance that it was merely upholding due process.
"Until this pathway is available, the government will delay any final decision, allowing legal institutions to absorb political pressure,' he added.

He cited various initiatives including the Residensi Madani Programme, Public Servants Housing Programme, New Home Construction Assistance Program­me, Affordable Housing Program­me and Rumah Bakat Madani. Anwar emphasised the government's continued commitment to providing quality, affordable and inclusive housing. 'As of 2025, 180,000 housing units have been completed, and another 235,000 are currently under construction,' he said. However, he acknowledged that there was a mismatch between supply and demand as well as house prices that remain misaligned with income levels. Anwar added that these matters remain key issues that must be addressed. To this end, he said the government will expand initiatives such as the Housing Credit Guarantee Scheme and the Rent-to-Own Scheme, particularly to benefit more low- and middle-income groups seeking home ownership. 'The transition to technologies such as the Industrialised Building System and Building Integrated Management will accelerate implementation and reduce construction costs, including for public housing,' Anwar added. He also announced plans to replicate the Kota Madani initiative in Putrajaya – developed in partnership with Putrajaya Holdings – as a model for affordable housing that embodies the concept of 'umran hadhari', which refers to urban prosperity rooted in values, ethics and sustainable development. 'This concept not only allows the people to own a home, but also to experience life in a city that combines progress with values, modernity with morals, and technology with humanity,' Anwar said.

GEORGE TOWN: Although cash aid programmes like Sumbangan Tunai Rahmah (STR) and Sum­bangan Asas Rahmah (Sara) are welcomed relief efforts, there are calls for the government to address the root cause of financial hardship in the lower-income group. Housewife Azimah Aziz, 41, said the initiatives are timely, but stressed the need to reduce the impact of rising prices of essential goods. 'While the cash handouts help ease the pressure temporarily, they do not solve the economic challenges that low- and middle-­income families face every day. 'Without stronger price controls and a progressive wage system, many Malaysians may remain trapped in a cycle of dependency,' she said. During the tabling of the 13th Malaysia Plan yesterday, Prime Minister Datuk Seri Anwar Ibrahim said the annual STR and monthly Sara cash aid initiatives would be expanded. The Sara programme will benefit 5.4 million recipients, up from 700,000 previously. It includes a one-off RM100 cash aid for all Malaysians aged 18 and above. Additional cost-­saving measures include subsidised public transport and domestic airfares for students, senior citizens and persons with disabilities, as well as electricity bill reductions under Tenaga Nasional Bhd's Time-of-Use scheme. 'It is a noble act to address this issue, as the cost of living affects all communities in the country,' he said. Anwar said infrastructure and public amenities would be improved to enhance social connectivity and quality of life among the Chinese and Indian communities, including women, youths and senior citizens. The Chinese community will benefit from the implementation of the New Village Development Master Plan, which includes financing schemes for entrepreneurial activities and the upgra­ding of hawker stall sites. On the Indian community, Anwar said focus would be placed on increasing career opportunities through education and talent development, especially in the areas of Science, Technology, Engineering and Mathematics, as well as Technical and Vocational Education and Training. Civil servant M. Loga, 26, welcomed the RM40bil allocated to the healthcare sector. 'It is a timely move, especially given the rising cost of medical treatment. The allocation will strengthen and improve our public healthcare system,' he said. Loga said many long-­overdue projects, including the upgrading of dilapidated clinics, modernisation of medical equipment and improved healthcare access in rural areas, could be expedited. He hoped that a portion of the funds would be directed towards reducing patient waiting times and increasing the number of employees at public hospitals.

PETALING JAYA: The new tariff rate imposed by the United States on Malaysian exports will be known today. US President Donald Trump, who had planned to announce the rate yesterday, will now do so today, says Datuk Seri Anwar Ibrahim. The Prime Minister had spoken on the phone with Trump at 6.50am yesterday, with the two leaders discussing various matters, including the tariffs and Asean. Anwar said they spoke frankly on the new tariff rates, in the ­spirit of free trade principles, as they had done after discussions led by the Investment, Trade and Industry Ministry, the US Trade Representative, and the US Secretary of Commerce. 'After clarifications I provided, he decided to postpone the announcement until Friday. 'We pray the tariff rate will help and not burden our economy,' Anwar said when tabling the 13th Malaysia Plan in the Dewan Rakyat. Anwar, who is also Finance Minister, however cautioned that Malaysians must remain vigilant as consumer prices could rise if the tariff measures fall short of expectations. 'Prices of goods and other costs may rise if tariffs do not turn out as expected. 'That's why it is important to build domestic resilience. It's a strength we must develop,' added Anwar. Malaysia is seeking lower tariffs while maintaining measures that the United States deems as barriers, such as halal certification, foreign equity ownership and government procurement policies. Anwar also confirmed that Trump will attend the 47th Asean Summit in October. 'I said okay, Mr President. I will announce this in Parliament,' added Anwar. He said Trump had extended his congratula­tions on Malaysia's mediation in the Thailand-Cambodia conflict. 'This was due to the Asean consensus and the positive attitude of both countries, as well as the cooperation shown by the United States and China, specifically Trump and Chinese President Xi Jinping,' added Anwar. Cambodia and Thailand agreed to an unconditional ceasefire following peace talks in Malaysia to end the fighting in disputed zones along their 800km border. At least 38 people have been killed in five days of clashes, with nearly 300,000 more displaced. On July 29, a special meeting, brokered by Anwar in his capacity as the current Asean Chair, was held at the Seri Perdana Complex in Putrajaya. Also in attendance were US Ambassador to Malaysia, Edgard Kagan, and Chinese Ambassador to Malaysia, Ouyang Yujing. The two South-East Asian neighbours have a long history of diplomatic rows over the 817km undemarcated stretch of shared border.
