GEORGE TOWN: Although cash aid programmes like Sumbangan Tunai Rahmah (STR) and Sum­bangan Asas Rahmah (Sara) are welcomed relief efforts, there are calls for the government to address the root cause of financial hardship in the lower-income group.
Housewife Azimah Aziz, 41, said the initiatives are timely, but stressed the need to reduce the impact of rising prices of essential goods.
'While the cash handouts help ease the pressure temporarily, they do not solve the economic challenges that low- and middle-­income families face every day.
'Without stronger price controls and a progressive wage system, many Malaysians may remain trapped in a cycle of dependency,' she said.
During the tabling of the 13th Malaysia Plan yesterday, Prime Minister Datuk Seri Anwar Ibrahim said the annual STR and monthly Sara cash aid initiatives would be expanded.
The Sara programme will benefit 5.4 million recipients, up from 700,000 previously.
It includes a one-off RM100 cash aid for all Malaysians aged 18 and above. Additional cost-­saving measures include subsidised public transport and domestic airfares for students, senior citizens and persons with disabilities, as well as electricity bill reductions under Tenaga Nasional Bhd's Time-of-Use scheme.
Professional photographer Allen Lim, 52, praised the government's support for needy families from the Chinese and Indian communities.
'It is a noble act to address this issue, as the cost of living affects all communities in the country,' he said.
However, he noted that rather than injecting funds into new villages, the government should consider positioning it as a hub for tourism and the creative economy, backed by sustainable and forward-looking policies.
Anwar said infrastructure and public amenities would be improved to enhance social connectivity and quality of life among the Chinese and Indian communities, including women, youths and senior citizens.
The Chinese community will benefit from the implementation of the New Village Development Master Plan, which includes financing schemes for entrepreneurial activities and the upgra­ding of hawker stall sites.
On the Indian community, Anwar said focus would be placed on increasing career opportunities through education and talent development, especially in the areas of Science, Technology, Engineering and Mathematics, as well as Technical and Vocational Education and Training.
Civil servant M. Loga, 26, welcomed the RM40bil allocated to the healthcare sector.
'It is a timely move, especially given the rising cost of medical treatment. The allocation will strengthen and improve our public healthcare system,' he said.
Loga said many long-­overdue projects, including the upgrading of dilapidated clinics, modernisation of medical equipment and improved healthcare access in rural areas, could be expedited.
He hoped that a portion of the funds would be directed towards reducing patient waiting times and increasing the number of employees at public hospitals.

BEIJING: China's biggest solar firms shed nearly one-third of their workforces last year, company filings show, as one of the industries hand-picked by Beijing to drive economic growth grapples with falling prices and steep losses. The job cuts illustrate the pain from the vicious price wars being fought across Chinese industries, including solar and electric vehicles, as they grapple with overcapacity and tepid demand. The world produces twice as many solar panels each year as it uses, with most of them manufactured in China. Longi Green Energy, Trina Solar, Jinko Solar, JA Solar, and Tongwei , collectively shed some 87,000 staff, or 31 per cent of their workforces on average last year, according to a Reuters review of employment figures in public filings. Analysts say the previously unreported job losses were likely a mix of layoffs and attrition due to cuts to pay and hours as companies sought to stem losses. Layoffs are politically sensitive in China, where Beijing views employment as key to social stability. Other than a 5 per cent cut acknowledged by Longi last year, none of the firms mentioned above have announced any job cuts or responded to questions from Reuters. "The industry has been facing a downturn since the end of 2023," said Cheng Wang, an analyst at Morningstar. "In 2024, it actually got worse. In 2025, it looks like it's getting even worse." Since 2024, more than 40 solar firms have delisted, gone bankrupt or been acquired, according to a presentation by the photovoltaic industry association in July. China's solar manufacturers built new factories at a fever pitch between 2020 and 2023 as the state redirected resources from the sinking property sector to what it used to call the "new three" growth industries: solar panels, electric cars and batteries. That building spree led to falling prices and a brutal price war made worse by U.S. tariffs thrown up against exports from the many Chinese-owned factories in Southeast Asia. The industry lost US$60 billion last year. While analysts say it is unclear whether job cuts continued this year, Beijing is increasingly signalling it intends to intervene to cut capacity, sending polysilicon prices soaring nearly 70 per cent in July while solar panel prices have increased more modestly. Major polysilicon producer GCL told Reuters on Thursday that top producers plan to set up an OPEC-like entity to control prices and supply. The group is also setting up a 50-billion yuan vehicle to buy and shut around a third of the industry's lower-quality production capacity. President Xi Jinping in early July called for an end to "disorderly price competition," and three days later the industry ministry pledged to calm price wars and retire outdated production capacity during a meeting with solar industry executives. While Beijing has not said when or how it will act, a source with direct knowledge of the matter said it was determined to focus on the issue before the end of the current five-year plan this year. Officials in eastern China's Anhui province, a manufacturing hub, told solar company executives in June to stop adding new manufacturing and shut production lines operating at under 30 per cent capacity, according to two industry sources who declined to be identified due to the sensitivity of the matter. A board member at a solar firm in the province said new capacity had already required verbal approval from powerful state planner the National Development and Reform Commission (NDRC) this year. They asked for their company's name to be withheld because the discussions were private. NO EASY FIX But many provincial governments are likely to be reluctant to crack down hard on overcapacity, analysts say. These officials are scored on jobs and economic growth and are loathe to see local champions sacrificed to meet someone else's target. Trina Solar's chairman told an industry conference in June that new projects had begun this year despite the NDRC calling for a halt in February. The foot-dragging reflects the scale of the cull required. Jefferies analyst Alan Lau estimated at least 20-30 per cent of manufacturing capacity would have to be eliminated for companies to return to profitability. "There's a lot of overcapacity in China, like steel, like cement, but you don't see any industry in the past having industry-wide cash loss for one and a half years already," Lau said. Company-level losses are on the same scale as in real estate, another crisis-hit sector, even though solar is only about one-tenth the size, he said. "This is highly unusual and highly abnormal."

This came about after the nation's tax collector has reportedly imposed travel bans on over 16,800 individuals from the period of January-May this year for over RM1.2 bil in unpaid taxes. Instead of praising the LHDN for its enforcement action to ensure compliance, the revelation prompted a few Madani government critics to train their guns on Najib and son who have yet to settle their dues by insinuating double standards. Enforcement actions taken against them, including travel bans, liens, court actions or asset seizures. Clarification on whether any exemptions, deferred payment schemes or write‑offs have been afforded. 'For the past two years, especially last year, Hajiji repeatedly mentioned the Blue Economy to me,' Anwar said at the National Farmers, Breeders and Fishermen Day closing ceremony at Sabah International Convention Centre, Sunday. 'I know about the Blue Economy, but I see that Sabah is so committed and we have embraced this thinking and found ways to collaborate between the Federal and State governments because this creates strength,' he said, praising Hajiji's forward-thinking leadership in championing sustainable economic development. The Blue Economy concept encompasses various sectors including fisheries, agriculture, solar energy and green energy from sea, land and air. Anwar credited Hajiji for driving this transformative approach which has now gained national recognition and adoption. He also pointed out the importance of unity and cooperation between Federal and State for Malaysia's progress. 'To make our country successful, let us work together. If we want to elevate dignity, for the sake of Sabah and all of Malaysia's states, let us cooperate, give way and jointly raise our country's interests,' he said. Anwar also spoke about how this collaborative approach has already yielded results in agricultural production and pointed out Malaysia's unexpected success in producing onions, chili and most recently, avocados that were previously heavily imported. 'Who would have thought that Malaysia, through Sabah's fertile land and State Government cooperation, could produce avocados, a fruit that attracts attention and has high demand and now the results are effective,' he said. He noted that Malaysia's import bill for agricultural products had reached over RM50 billion, making domestic production initiatives even more important for the nation's food security and economic stability. 'The success in producing previously imported crops demonstrates what can be achieved through focused cooperation between various agencies including Malaysian Agricultural Research and Development Institute, the Department of Agriculture and Federal Agricultural Marketing Authority,' he said. He said the current Federal Government operates under strict principles of service rather than exploitation. 'The current Federal Government leadership has set conditions whereby we cannot take interests, whether land, timber or shares from the states. We come to serve the states. There are no conflicts between the Federal and State governments,' he said. He also noted that farmers, breeders and fishermen form the core majority of Malaysia's population and require a peaceful nation, stable government and complete cooperation between federal and state levels. 'States cannot work separately. The Federal government cannot work separately. The better our cooperation, the better it is for the people.' He expressed confidence that the Blue Economy approach, born from Sabah's initiative but now adopted nationally, will serve as a model for sustainable development across Malaysia.
