Supreme Legislation Committee organises ‘SLC Innovates' to foster a culture of innovation and anticipate the future legislative ecosystem
Over two days, the event featured engaging presentations and discussions on anticipating future trends and enhancing legislative preparedness. It highlighted the importance of a culture of innovation, proactive approaches, and creative thinking for developing the legislative process. The event also included sessions dedicated to promoting knowledge and expertise exchanges and exploring methodologies for harnessing innovation to improve institutional effectiveness.
H.E. Ahmad bin Meshar Al Muhairi, SLC Secretary General, emphasised that innovation is the cornerstone of SLC's institutional framework and the driving force behind the advancement of legislative processes. Al Muhairi underscored the pivotal role of innovation in ensuring that legislation remains aligned with rapid developments across diverse sectors to support the UAE national strategies and ambitious visions aimed at shaping a brighter future of progress and prosperity. Al Muhairi highlighted that 'SLC Innovates' reflects the Committee's continued commitment to encouraging its team members to embrace innovation as a core principle in their daily tasks. The event also contributes to promoting initiative-taking and collaboration, while also recognising employees' contributions towards achieving the SLC's vision of leading the legislation-making industry to meet the Emirate's orientations and future needs.
Day one of the event featured activities that underscored the significance of forward-thinking in developing legislation and enhancing its efficiency and flexibility. In collaboration with 01GOV, SLC organised the 'Future Government Game' activities, designed to inspire creative thinking and teamwork, explore the concept of zero bureaucracy, and discuss ways to anticipate and prepare future government challenges through sustainable and smart methodologies.
On day two, a group of SLC's innovators led a session where they shared their experiences and success stories. They discussed their innovative initiatives including: developing the Dubai Legislative Platform, establishing standards for innovative legislative provisions, and applying the 'Butterfly Theory' to assess the impact of legislation. The session also featured discussions on strategies to foster a culture of innovation within government entities, redefine legislative practices, and explore innovative ideas, while facilitating the exchange of knowledge and experiences.
At the conclusion of the event, the winners of the 'Badir' initiative—a points-based system designed to encourage proactivity among the SLC General Secretariat's employees and recognize their contributions—were honoured.

Digital economy in Africa to exceed $712bln by 2035: AfCFTA secretary general - Economy
Wamkele Mene, Secretary-General of the African Continental Free Trade Area (AfCFTA) Secretariat, stated that the value of Africa's digital market is expected to exceed $712 billion by 2035. Mene explained that such expansion in the African digital market opens up unprecedented opportunities for young people and entrepreneurs in innovation and technology and calls for directing investments towards data centres, digital infrastructure, and cross-border data transfer. He also noted that the Digital Trade Protocol adopted under the AfCFTA agreement marks a significant turning point in supporting the digital economy in Africa. In addition, Mene emphasised that the AfCFTA agreement is no longer just a matter of political declarations or future aspirations, but is now based on real and practical tools that will transform the nature of trade and growth in Africa. He also announced that the number of countries that have ratified the agreement has increased to 49, demonstrating the commitment of political leadership to achieving economic integration by removing customs barriers and achieving African unity, a long-held dream of the founding fathers of the Organization of African Unity. Moreover, Mene called for leveraging the benefits provided by the trade area—the largest free trade area in the world, comprising 1.3 billion people with a total GDP of $3.4 trillion. He also highlighted the area's first-ever protocol for women and youth to ensure that the national economy and marginalized groups are integrated into the trade area. Furthermore, Mene praised the African Export-Import Bank's role in supporting the trade area and all African financial institutions in promoting trade, e-commerce, industrialization, and the necessary infrastructure to facilitate intra-African trade. Arab League Organises Training Programme for a Delegation of Diplomats from Saudi Foreign Ministry
Mohamed Mandour The General Secretariat of the League of Arab States, through the Administrative and Financial Affairs Sector (Department of Training and Development of Work Methods), organised an introductory training programme on the activities of the League's various sectors for a delegation of diplomats from the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia. The programme was held from 25 to 29 May at the headquarters of the General Secretariat. The course was inaugurated by His Excellency Ambassador Mohamed Saleh Al-Ajeri, Assistant Secretary-General and head of the Administrative and Financial Affairs Sector, who stressed the importance of intensifying such training initiatives. He affirmed the value of continuing to conduct introductory programmes aimed at familiarising Arab youth—particularly diplomats from Arab states—with the mission, structure, and operational mechanisms of the League of Arab States, as well as the decision-making processes in its institutional framework. These programmes serve to enhance understanding of the League's positions on both regional and international matters. The training programme comprised a series of thematic lectures introducing participants to the League's history, institutional mechanisms, and the roles played by the various sectors of the General Secretariat in advancing joint Arab action. It also highlighted the League's efforts concerning the Palestinian cause, its contribution to inter-Arab economic relations, its role in international political affairs, arms control, and Arab-Asian cooperation. 'World Intellectual Property Day is an opportunity to reaffirm the significance of empowering innovators and creators by providing them with the tools and means needed to protect their intellectual property rights — protection that plays a vital role in modern economic systems. In the UAE, intellectual property (IP) is key to driving the growth of creative industries, enhancing the competitiveness of the national economy and fostering an environment conducive to creativity and innovation across various fields. The UAE remains committed to establishing legislative and regulatory frameworks that support this vital sector, while providing innovators and inventors with all the enablers they need to unleash their full creative potential and develop their projects, thereby reinforcing the UAE's standing as a global destination for ambitious talent. The country continues to launch pioneering initiatives and projects aimed at advancing the IP sector. These include a new national IP ecosystem comprising 31 initiatives, designed to support innovation and creativity in line with international best practices; the launch of the 'Patent Incubator' project to document the patent registration processes across all emirates; and the establishment of a new green IP pathway to stimulate innovation in the fields of environmental sustainability and the new economy. At the Supreme Legislation Committee in the Emirate of Dubai (SLC), we reaffirm our commitment to enhancing the legislative framework for the protection of intellectual property rights in the UAE, in line with the national drive to foster a creativity and innovation-driven business environment, contributing to increased competitiveness and the advancement of sustainable development.'
