Amid objections, DU approves academic changes; V-C says ready for fourth year

The Executive Council of Delhi University approved several key academic and infrastructural proposals, including some controversial curriculum changes, at a meeting held on Saturday.
Among the most debated revisions was the removal of papers on Pakistan, Islam and China from the postgraduate Political Science syllabus — the changes were previously cleared by the Academic Council on June 5 amid internal opposition.
The EC also unanimously approved the appointment of Rajni Abbi as Director of the South Campus, with Vice Chancellor Prof. Yogesh Singh placing the proposal before the Council.
The announcement came as DU outlined major preparations for rolling out the fourth year of undergraduate study under NEP 2020.
'Delhi University is fully prepared for the fourth year of undergraduate education under NEP-2020. About 60% of the students are likely to upgrade to the fourth year,' Prof. Singh told the Council. For colleges with faculty shortages, he said, provisions will be made to engage guest faculty and allow regular teachers to take additional classes. 'Only regular faculty will teach the fourth-year students while guest faculty will teach only junior classes,' he added. The Vice-Chancellor also clarified that 'provision will be made for proper payment for teachers as well as non-teaching staff.'
The EC also cleared the construction of a hostel for girl students and working women in DU's Dhaka Campus, with the Central Public Works Department (CPWD) asked to prepare the plan based on a PAR of Rs 200 crore. 'CPWD has been advised to prepare the building plan in such a way that no tree is harmed,' a statement from the varsity underlined.
Plans were also approved for a new academic building, executive hostel, and two hostel expansions in the South Campus, totalling over Rs 66 crore. Additionally, a Cultural Activity Centre will be built near Shankar Lal Hall, with CPWD submitting the concept drawing.
The EC noted that 17 infrastructure projects are underway across the university, valued at Rs 1,912.15 crore, with Rs 329 crore already released. Projects include a new computer centre, expansion of science and social sciences buildings, and WUS Health Centre, among others. Forty renovation projects were completed for Rs 13.34 crore.
Amid complaints about concrete falling from ceilings and beams at Dhaka Campus hostels, the Engineering Department assigned CPWD to conduct a structural audit. The report cited saline water use and low concrete cover as causes of decay. 'Measures for reconstruction, dismantling, and rebuilding of some buildings' have been recommended. A subcommittee will monitor the phased retrofitting of the Rajiv Gandhi Girls' Hostel, the Undergraduate Hostel, and 70 Type-I flats.
The EC also approved installing solar plants on the RESCO model in North and South Campuses, in partnership with PSU SECI under the Ministry of Renewable Energy.
The Vice-Chancellor also asked the Dean of the Faculty of Social Sciences, Prof. Sanjay Rai, to submit a proposal for setting up a Dr. B.R. Ambedkar Udyan and renaming an auditorium after Ambedkar. A committee headed by Abbi will engage with Arun Jaitley's family regarding a proposed sports scholarship in his name.

HC questions irregularities in preparing DPRs of Cuttack drain project

1 2 Cuttack: Orissa high court has taken serious note of irregularities in the preparation of detailed project reports (DPRs) related to the Rs 335.42 crore branch surface water channel (BSWC) drain project in Cuttack. A division bench of Justices S K Sahoo and V Narasingh, while hearing the matter on July 11, came down heavily on the housing and urban development department and noted with concern that the DPRs submitted by Cuttack Municipal Corporation (CMC) were neither authenticated nor bore the names of officials involved in their preparation. The court termed the lapses as "startling". The bench also questioned how a Bhubaneswar-based private consultancy firm came to represent the city engineer (CMC) during a crucial meeting held on April 30. "There is nothing on record to indicate how the private company could represent a govt official," the court observed. "The lackadaisical manner in which the entire project is being handled is tell-tale," the bench remarked and directed the secretary of the department to file an affidavit by July 21, clarifying the appointment of the firm, reasons for overlooking IIT Bhubaneswar, and whether any departmental or vigilance inquiry is being initiated into the handling of the project. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The engineer has also been directed to submit a separate affidavit detailing the basis for involving the firm and referring the DPRs to Veer Surendra Sai University of Technology (VSSUT), Burla. The matter pertains to the proposed construction of five BSWC drains in the city. Despite a decision taken in Dec 2023 to consult IIT Bhubaneswar for an expert review of the DPRs, the documents were sent instead to VSSUT. The shift was based on a communication dated June 17 this year from the firm. "It does not stand to reason how the govt's direction to consult IIT Bhubaneswar, keeping in mind the hydraulic analysis required, was ignored," the bench stated. When questioned by the court, the engineer assured the revised DPRs would be submitted by July 25. However, the judges noted the absence of any explanation as to why the firm was involved and why the IIT's expertise was bypassed.

PM-eBus Sewa scheme: Min urges Centre to give subsidies to states

Mangaluru: The central govt should provide direct subsidies to state govts to procure electric buses under the PM e-Bus Sewa scheme, instead of allocating them to private operators under the PPP model, said Karnataka transport minister Ramalinga Reddy. He was speaking after inaugurating the new automated driving test track at Kamblapadavu in Pajir village, Ullal taluk, on Sunday. The procurement and operation of electric buses was easy during the UPA regime. While the central govt was providing 50% of the fund, the state and its transport corporations had to invest 25% each to operate buses. Now, under the NDA regime, buses are not given directly to states but instead procured through tenders, and the subsidy goes to the participating bidders. They will own the buses, hire drivers, and also maintain the vehicles while the state corporations have to appoint conductors and pay the operators on a kilometre basis. The minister suggested that the central govt should directly pay the subsidy to the state transport corporations across the nation. He added that a discussion in this regard was held with Union minister HK Kumaraswamy too. On 100 electric buses sanctioned to Mangaluru under the PM-eBus Sewa Scheme, the minister said the depot and terminal will be developed soon after land was identified. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Invertir con Cervecería Nacional CFD, si tienes 30 o más, puede alegrar tu cuenta bancaria Empieza a invertir hoy Más información Undo On the new automated driving test track, Reddy said Karnataka will have the highest number of automated driving test stations in the country. "In fact, chief minister Siddaramaiah was scheduled to inaugurate the facility, which was developed at a cost of Rs 7.5 crore. However, due to technical reasons, the programme was postponed. Govt has been providing automated driving test tracks at 42 centres covering all districts in the state," he said. Karnataka assembly speaker UT Khader presided while Dakshina Kannada MP Capt Brijesh Chowta, among others, were guests. Automated test to begin in 10 days RTO Sridhar K Mallad said the new automated driving test station set up as per the guidelines of the central govt will replace the manual inspections. "Further, it will increase efficiency while preventing corruption and interference of middlemen. There are separate automated driving test tracks for two-wheelers, light motor vehicles, and heavy vehicles," he said. "The manual facility at Vamanjoor will be shifted to the new facility at Kamblapadavu within a few days. The new automated driving test track will be made operational within 10 days after the services are linked to the NIC. Once the linking process is completed, applicants will have to apply and book slots for tests online," he said.
