
UK backs future Palestinian statehood but says Gaza ceasefire is priority
Macron announced on Thursday that France would be the first major Western country to recognise a Palestinian state, a plan that drew strong condemnation from Israel and the United States.
Starmer will later on Friday discuss ways with other European leaders to pressure Israel to end its war in Gaza.
Speaking ahead of that meeting British science and technology minister Peter Kyle told Sky News:
"We want Palestinian statehood, we desire it, and we want to make sure the circumstances can exist where that kind of long-term political solution can have the space to evolve."
"But right now, today, we've got to focus on what will ease the suffering, and it is extreme, unwarranted suffering in Gaza that has to be the priority for us today."
London's Labour Mayor Sadiq Khan, opens new tab and Labour lawmakers on parliament's foreign affairs select committee said this week that Britain should recognise a Palestinian state. A Starmer cabinet minister, Shabana Mahmood, said doing so would bring "multiple benefits" and send a message to Israel.
Successive British governments have said they would formally recognise a Palestinian state at the right time, without ever setting a timetable or specifying the conditions for it to happen.
Parliament's influential foreign affairs committee said on Friday "the government cannot continue to wait for the perfect time, opens new tab because experience shows that there will never be a perfect time."
Starmer was due to hold a call with German and French leaders on Friday over the situation in Gaza, which he described as an "unspeakable and indefensible" humanitarian catastrophe.
But in a statement announcing the call, Starmer said while statehood was the "inalienable right of the Palestinian people", Britain would not support it before a ceasefire was agreed.
One Labour member of parliament told Reuters that there was unhappiness with Starmer in the party over the government's failure to take more diplomatic steps to condemn Israel.
"Most of us are outraged by what is happening in Gaza and think we are being too timid," the lawmaker said.
Starmer's approach to the issue was further complicated by the arrival in Scotland later on Friday of U.S. President Donald Trump, with whom he has built warm relations.
In foreign policy terms, Britain has rarely diverged from the United States.

The government has been urged to let hero Afghans granted sanctuary in Britain bring their loved ones to the UK after a major data breach put the lives of up to 100,000 people at risk from the Taliban. More than 50 refugee charities and lawyers have written to Yvette Cooper, urging her to make it easier for Afghans who were allowed to relocate to the UK due to British links to bring family members – many of whom are at risk of reprisals – with them. The pleas come after revelations of a 'catastrophic' data leak at the Ministry of Defence in February 2022, which involved the details of thousands of Afghans who said they were in danger from the Taliban and had applied for sanctuary in Britain being shared online. The dataset, inadvertently sent out by a member of the armed forces, included the personal details of applicants to the MoD's Arap resettlement scheme, which allows Afghans who supported British troops to seek sanctuary in the UK. The leak was covered up by a superinjunction, which was lifted in July after The Independent challenged the draconian legal order at the High Court. Ms Cooper has now been told the government 'has no time to waste' if it 'wants to prevent the worst possible consequences of the data leak becoming a dire reality'. Charity workers and solicitors, including from Asylum Aid and modern slavery charity Kalayaan, told Ms Cooper: 'The UK government has a moral responsibility to the Afghan people who continue to suffer, including now as a result of the data leak and have no choice but to seek safety elsewhere. 'The 2022 data breach directly exposed Afghans still in the country to a risk of reprisals they were not even aware of, and the High Court, in lifting the superinjunction, recognised that its imposition may have increased the risks these people face.' The letter continued: 'Poor decision-making could yet again have exposed Afghans to serious harm, with many of these people having clear UK family ties'. They added: 'It is essential that those who were resettled under Arap and ACRS are able to live in safety and are given a fair opportunity to reunite with their families.' Unlike asylum routes, Afghans using Arap cannot sponsor family members to come to the UK under refugee reunion rules. The same applies to those relocated under ACRS, designed to help those who supported British values, such as journalists or women's rights activists. However, some may be able to make a separate immigration application. But charities and rights groups say these family routes are very restrictive and can often involve 'extremely costly application fees and require copious, specific documentation'. Decision-makers often refuse these applications from Afghan families, leading to lengthy appeals. Lib Dem MP Wendy Chamberlain, chair of the all-parliamentary group for Afghan women, said: 'There is already anecdotal evidence of reprisals on family members by the Taliban - the Home Office has no time to waste if the government wants to prevent the worst possible consequences of the data leak becoming a dire reality. 'The Home Office desperately needs to take a pragmatic and compassionate approach to allowing Afghans resettled in the UK to be reunited safely with their families. It is clear that these schemes have been seriously mis-handled, culminating in the recent exposure of the 2022 data leak.' In one recent case highlighted by The Independent, a security guard who worked for the British embassy in Kabul for almost two decades has been unable to bring his two eldest sons to the UK. Hamidullah Fahim and his wife Zaghona were brought to Britain with two young children in December 2023, but he couldn't bring his two eldest sons, who are now in their 20s. He said that his family is struggling with being separated, saying: 'We want to do whatever we can to be reunited with them and to let the Home Office know of the injustice that has been carried out in our case'. Isaac Shaffer, at Refugee Legal Support, said it was 'critical' that the government sped up decision-making on Arap cases in light of the data breach. He explained that most of the people he was helping 'have waited over a year for a final decision on their Arap application and have remained in hiding throughout; in constant fear, and in extraordinarily precarious circumstances', adding: 'Knowledge of this data breach has only exacerbated this fear and uncertainty'. James Tullett, CEO at charity Ramfel, who helped co-ordinate the letter, said: 'The government has acknowledged that the people they have resettled need protection and yet this offer of support comes with the heavy price of separation from family. 'Allowing Afghan families to reunite won't solve all the problems associated with the data leak, but it will make a monumental difference for the affected families'.

London mayor announces 8,000 new properties completed

Gaza aid truck drivers face increasing danger from desperate crowds and armed gangs
Truck drivers trying to deliver aid inside Gaza say their work has become increasingly dangerous in recent months as people have grown desperately hungry and violent gangs have filled a power vacuum left by the territory's Hamas rulers. Crowds of hungry people routinely rip aid off the backs of moving trucks, the local drivers said. Some trucks are hijacked by armed men working for gangs who sell the aid in Gaza's markets for exorbitant prices. Israeli troops often shoot into the chaos, they said. Drivers have been killed in the mayhem. Since March, when Israel ended a ceasefire in its war with Hamas and halted all imports, the situation has grown increasingly dire in the territory of some 2 million Palestinians. International experts are now warning of a 'worst-case scenario of famine' in Gaza. Under heavy international pressure, Israel last week announced measures to let more aid into Gaza. Though aid groups say it's still not enough, getting even that amount from the border crossings to the people who need it is difficult and extremely dangerous, the drivers said. Driving aid trucks can be deadly Thousands of people packed around the road Monday as two trucks entered southern Gaza, AP video showed. Young men overwhelmed the trucks, standing on the cabs' roofs, dangling from the sides and clambering over each other onto the truck beds to grab boxes even as the trucks slowly kept driving. 'Some of my drivers are scared to go transfer aid because they're concerned about how they'll untangle themselves from large crowds of people,' said Abu Khaled Selim, vice president of the Special Transport Association, a nonprofit group that works with private transportation companies across the Gaza Strip and advocates for truck drivers' rights. Selim said his nephew, Ashraf Selim, a father of eight, was killed July 29 by a stray bullet when Israeli forces opened fire on crowds climbing onto the aid truck he was driving. Shifa Hospital officials said they received his body with an apparent gunshot to the head. The Israeli military said it was unaware of the incident and that 'as a rule" it does not carry out deliberate attacks on aid trucks. Earlier in the war, aid deliveries were safer because, with more food getting into Gaza, the population was less desperate. Hamas-run police had been seen securing convoys and went after suspected looters and merchants who resold aid at exorbitant prices, Now, 'with the situation unsecured, everything is permissible,' said Selim, who appealed for protection so the aid trucks could reach warehouses. The U.N. does not accept protection from Israeli forces, saying it would violate its rules of neutrality, and said that given the urgent need for aid it would accept that hungry people were going to grab food off the back of the trucks as long as they weren't violent. Flooding Gaza with renewed aid would ease the desperation and make things safer for the drivers, said Juliette Touma, communications director at UNRWA, the U.N. agency for Palestinian refugees. The danger for drivers is growing Ali al-Derbashi, 22, was an aid truck driver for more than a year and a half, but he quit after his last trip three weeks ago because of the increasing danger, he said. Some people taking aid off the trucks are now carrying cleavers, knives and axes, he said. He was once ambushed and forcibly redirected to an area designated by Israel as a conflict zone in its war against Hamas. There everything was stolen, including his truck's fuel and batteries, and his tires were shot out, he said. He was beaten and his phone was stolen. 'We put our lives in danger for this. We leave our families for two or three days every time. And we don't even have water or food ourselves,' he said. In addition to the danger, the drivers faced humiliation from Israeli forces, he said, who put them through 'prolonged searches, unclear instructions, and hours of waiting.' The war began Oct. 7, 2023, when Hamas-led militants killed around 1,200 people, mostly civilians, and abducted 251 others. Israel's retaliatory offensive has killed more than 61,000 Palestinians, according to the latest figures by Gaza's Health Ministry, which doesn't distinguish between militants and civilians and operates under the Hamas government. The threats come from everywhere Nahed Sheheibr, head of the Special Transport Association, said the danger for the drivers comes from everywhere. He accused Israel of detaining drivers and using them as human shields. The Israeli military did not comment on the accusation. In recent days, men linked to a violent Gaza clan fired at drivers, injuring one, and looted a convoy of 14 trucks, he said. They later looted a convoy of 10 trucks. Hossni al-Sharafi, who runs a trucking company and was an aid driver himself, said he is only allowed to use drivers who have no political affiliation and have been approved by Israel to transport aid from crossings. Al-Sharafi said he was detained by Israeli forces for more than 10 days last year while transporting aid from the southern Kerem Shalom crossing and interrogated about where the truck was headed and how the aid was being distributed. Israeli officials did not comment on the accusations. Some drivers spoke of being shot at repeatedly by armed gangs. Others said their trucks were routinely picked clean — even of the wooden pallets— by waves of desperate people, many of whom were fighting each other for the food, while Israeli troops were shooting. Hungry families who miss out on the aid throw stones at the trucks in anger. Anas Rabea said the moment he pulled out of the Zikkim crossing last week his aid truck was overwhelmed by a crowd. 'Our instructions are to stop, because we don't want to run anyone over,' he said. 'It's crazy. You have people climbing all over the cargo, over the windows. It's like you're blind, you can't see out.' After the crowd had stripped everything, he drove another few hundred meters and was stopped by an armed gang that threatened to shoot him. They searched the truck and took a bag of flour he had saved for himself, he said. 'Every time we go out, we get robbed," he said.
