KP govt announces to segregate Malakand Division into two units
PESHAWAR: KP Chief Minister Ali Amin Gandapur has announced to segregate the existing Malakand Division into two separate administrative divisions and urged the elected public representatives of Malakand Division to mutually consult and finalize the modalities in this regard.
This, he announced while chairing a consultative session on upcoming Annual Development Programme (ADP) for Malakand Division here on Wednesday. Elected members of the National and Provincial Assemblies from Malakand Division and other concerned officials attended the meeting.
The Chief Minister stated that Malakand is a vast and mountainous area, and for the convenience of the people, it is necessary to divide it into two divisions. "Smaller administrative units will enhance service delivery and improve governance", he remarked.
The elected public representatives of Malakand Division welcomed the Chief Minister's announcement, stating that the division of Malakand into two separate divisions was a longstanding demand of the local population and a pressing need of the time. They expressed their heartfelt gratitude to the Chief Minister for this decision. The meeting also reviewed the progress of the current Annual Development Programme for Malakand Division.
Earlier, the Chief Minister also chaired a meeting related to the development programmes of the Departments of Forests & Environment, Minerals, Law & Justice, Transport, and Labor. Relevant cabinet members, the Chief Secretary, Additional Chief Secretary (P&D), and other concerned officials attended the meeting. The progress of schemes under the ongoing development programme was reviewed, and proposed schemes for inclusion in the next ADP were discussed in the meeting.
The Chief Minister directed that schemes nearing completion and flagship projects should be completed on time. He noted that schemes with 80% or more physical progress are being fully funded.
Detailed discussions were held on proposed projects for the upcoming Annual Development Programme, and instructions were issued to finalize them. The Chief Minister directed that realistic and viable development schemes be included in the new ADP, emphasizing that departments should prioritize major public-interest projects over minor initiatives.
The Chief Minister stressed the need for swift implementation of the Billion Tree plus Programme, terming it as a flagship initiative of the provincial government. He directed that implementation of the programme should begin at the very start of the new fiscal year. 'We are investing substantial resources to enhance the forest cover of the province; therefore, no delay in the execution of this project will be tolerated,' he said.
The Chief Minister instructed practical steps to harness the potential of carbon credits in the province. He agreed in principle to include solar tube well projects in the next ADP to support afforestation and instructed that feasibility studies for these projects be conducted in the first phase.
The meeting also considered projects for value chain development of local honeybees and the establishment of herbal markets across the province. The Chief Minister highlighted the significant potential of medicinal herbs in the province and stated that the basic objective is to benefit the local population. The meeting also gave in-principle approval to include a project in the next ADP for the establishment of a safari park at Misri Banda, Nowshera. The Chief Minister directed that appropriate funds be allocated for the execution of this project.
Speaking on the government's development strategy, the Chief Minister stated that the provincial government aims to complete mega public welfare projects within the next two to three years. For this purpose, all departments must initiate timely implementation of their respective schemes. 'The provincial government is investing significant resources, and the benefits must reach the people without delay,' he concluded.

KP Govt tables Climate Action Board Act in PA
PESHAWAR: The provincial government of Khyber Pakhtunkhwa tabled the draft KP Climate Action Board Act, 2025 in the provincial assembly on Wednesday to constitute a 10-member Climate Action Board to coordinate and oversee climate strategies across the departments and ensure harmonization of efforts in this regard. With Additional Chief Secretary to the Government of Khyber Pakhtunkhwa Planning and Development Department and Secretaries Finance, Law, Climate Change, Energy & Power, Transport & Mass Transit, Head of the concerned department if not already member, Local Government and four members from private sector including a woman would work administratively and functionally independent and the government would use its best efforts to promote, enhance and maintain its independence. The board without prejudice to the generality of the foregoing provision would develop, review, amend and oversee the execution of climate policies and action plans, advice the government on climate policies, commitment and strategies. The board would conduct and maintain provincial greenhouse gas (GHG) inventories and establish emissions baselines, and conduct, promote and oversee research on mitigation, adaptation and climate finance; coordinate and facilitate climate action activities across departments; ensure climate tagging of all schemes in the Annual Development Programme (ADP) for alignment with climate goals. It would also be responsible for mobilization of financial resources for climate action and establishment and maintaining a dedicated Climate Action Board Fund; coordinate and pitch provincial projects for international climate financing e.g., Green Climate Finance, Climate Investment Finance, Global Environment facility etc. The board would also facilitate participation in carbon markets and support the generation of carbon credits; establish and implement carbon pricing mechanism to encourage low-carbon development; monitor and evaluate awareness campaigns on climate change and promote environmental sustainability. The Climate Action Board would also engage wit stakeholders, including communities, industries and civil society to ensure community resilience to climate change including systems for adoptive and shock responsive social protection; build capacity through the development and implementation of training programmes on climate action. Furthermore, it would also nominate and finalize government officials, experts and representatives for climate-related training, conferences and events; liaise and coordinate with federal government in matters falling within its jurisdiction; review, negotiate, approve and execute Memorandums of Understanding (MoUs) letters of intents and other climate related agreements. KP budget to be ‘tax-free', ‘pro-poor': CM

K-P CM announces no new tax in budget
Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has announced that the provincial government would not impose new taxes this fiscal year. Speaking about the province's financial discipline on Tuesday, Gandapur said K-P has not taken any new loans so far. However, a significant Rs150 billion has been allocated for loan repayments, underlining the government's commitment to managing existing debt responsibly. Highlighting development plans, the CM said the province is launching mega projects, with work already underway on the Peshawar-Dera Ismail Khan Motorway, a key infrastructure initiative aimed at improving regional connectivity. In a bid to empower youth, Gandapur revealed that the government plans to further expand interest-free loan schemes, enabling young people to become financially self-reliant. He also declared an "education emergency" across the province, emphasizing that improving educational standards is a top priority for his administration. The upcoming budget will reflect the provincial government's focus on fiscal responsibility, public welfare, and long-term development, he added. Meanwhile, the Khyber-Pakhtunkhwa government has launched a long-term interest-free microfinance scheme for entrepreneurs to support small businesses and enhance livelihoods in the merged districts. The initiative, which spans 13 years (2021-2034), has already made substantial progress, with 66,557 individuals benefitting from the program so far, while 22,152 more are currently receiving financial support under the scheme. The program provides interest-free loans ranging from Rs25,000 to Rs75,000, with a flexible repayment period of up to 36 months. This structure has been designed to ensure that recipients can repay the loan in easy installments without the burden of interest, making it especially accessible for low-income and underserved populations. The project is being implemented by the Khyber-Pakhtunkhwa Small Industries Development Board (SIDB), with a total allocation of Rs2.007 billion. Operational execution is being carried out in partnership with Akhuwat Foundation Pakistan, one of the country's most trusted microfinance institutions. Currently, 36 branches of Akhuwat are functioning in various merged districts, enabling local residents to apply for loans close to home. The scheme caters to a wide range of economic sectors. Beneficiaries have used the funds to start new businesses, expand existing enterprises, purchase necessary equipment and machinery, and invest in agriculture and livestock development. This multi-sectoral approach ensures that people from all walks of life, particularly those from rural and economically marginalized backgrounds, can benefit from financial inclusion. Monitoring and Evaluation Officer of the SIDB, Sikandar Shah recently conducted an official visit to the Akhuwat branch offices located in Bajaur district, DI Khan and Lakki Marwat.
