Oman's first green hydrogen project FID in 2026-27

Zawya03-03-2025
Oman - The first Final Investment Decision (FID) is anticipated during the 2026-27 timeframe by one of the consortiums awarded mandates to develop green hydrogen (GH2) projects in the Sultanate of Oman.
As many as eight consortiums have secured land blocks over the past two years to invest in large-scale green hydrogen schemes in the central and southern parts of Oman. They will collectively target the production of at least 1 million tonnes of green hydrogen by 2030 to support the country's transition to a low-carbon energy future.
Speaking at the 'Together We Progress' forum, hosted by the General Secretariat of the Council of Ministers over the weekend, Eng Salim bin Nasser al Aufi, Minister of Energy and Minerals, noted that the maiden FID – a critical milestone effectively enabling a project to progress from planning to execution – provides assurance that Oman's incipient green hydrogen journey is still on track.
The note of optimism comes against a flurry of global developments and policy reversals by countries, such as the United States, which is seeking to dial back its commitments to clean energy alternatives. On Wednesday, energy supermajor BP also announced a 'reset' in its much-heralded switch to renewables and clean energy.
Sharing his thoughts on other developments across the energy and minerals landscape, Al Aufi emphasised that Oman will continue to produce and export oil as long as 'production costs do not exceed the selling price in the global market'.
Furthermore, with private upstream players accounting for most of the investments in the oil and gas sector, the government is spared any significant burden in budgeting for hydrocarbon expenditures, he noted.
In the renewables sphere, developments have been overall positive, particularly in the wake of new solar projects coming on stream. In 2024, renewable electricity accounted for an average 9 per cent of total consumption during the year, reaching as much as 32 per cent on some days of the year. The national goal is to achieve an average 30 per cent from renewables annually by 2030, he said.

Importantly, renewable energy capacity is set to be further bolstered this year with the planned award of contracts for four new wind-powered Independent Power Projects (IPPs) at various locations around the country.
Turning to the burgeoning minerals sector, the official noted that a new investment strategy now governs the exploitation of minerals in the country. While concession agreements cover the development of sites known for metallic mineral deposits, general sites are awarded for the mining of non-metallic minerals and building materials.
'We started with 12 concession areas awarded to Minerals Development Oman (MDO) in cooperation with Oman Investment Authority, as these concession areas require intensive exploration operations.
Previously, the areas were limited to small areas not exceeding 5 km2 and only one mineral was allowed to be extracted. Now, they have been given a longer period of 5-6 years for exploration and then 25 years for investment. The policy we have adopted has led to the export of copper concentrate for the first time in 10-15 years, which means that it is successful and attractive for investment and there is great demand from local and international companies,' said Al Aufi.
As for the presence of associated gold found with the copper deposits, the Minister noted that the quantities are so small that the cost of extracting and refining the precious metal would be unfeasible. Instead, the gold is left in place to help increase the value of copper concentrate exports.

Azerbaijan's January-July oil exports via BTC pipeline down 5.9% y/y amid contamination

BAKU - Azerbaijan's oil exports via the Baku-Tbilisi-Ceyhan pipeline, fell to 16.2 million metric tons in the January-July period, a decline of 5.9% from a year earlier, Azerbaijani data showed, as the route was marred by tainted oil. The BTC pipeline, which runs through Georgia to Turkey, is used to export oil from the Azeri, Chirag and Guneshli oilfields, which are operated by BP. The fall in exports reflects a long-term decline in production as Azerbaijan's oil reserves gradually deplete. But organic chloride was also detected in Azeri BTC crude cargoes last month, pushing price differentials to a four-year low and delaying loadings. Organic chloride is used in the oil industry to boost extraction from oilfields and must be removed before crude enters pipelines. The extent of the contamination and its impact on customers remain unclear but oil loadings from Ceyhan were disrupted for several days. Azeri BTC loadings from Ceyhan totalled 423,000 barrels per day (bpd) in July, according to data from analytics firm Kpler, below the 561,000 bpd scheduled on the loading programme. Azerbaijan's total oil transit in the first seven months of the year amounted to 21.6 million tons, of which 75.0% flowed through the BTC, according to the country's statistics committee. The volume of transit oil sourced from other countries such as Kazakhstan and Turkmenistan via the BTC fell to 2.645 million tons from 3.214 million tons in the same period of 2024, the data showed.

Oman to unlock 2 TCF of additional gas from Block 61: OQEP

MUSCAT - Block 61 – one of Oman's largest gas blocks, currently accounting for around one-third of the country's total gas production – is the focus of a new initiative to uncover additional gas resources to help meet future demand growth, according to OQ Exploration & Production (OQEP), a key shareholder with a 30% non-operating interest in the license. Energy supermajor BP is the operator of Block 61 with a 40% equity stake. Current production from the license averages 1.5 billion cubic feet per day (bcf/d) of gas, along with around 60,000 barrels per day (bpd) of condensate. Plans are now underway to unlock further gas volumes from this flagship asset, said OQEP – the upstream energy arm of OQ Group. 'OQEP worked with its partner BP to update the asset development plan for Block 61, which anticipates developing up to 2 trillion cubic feet (TCF) of additional recoverable gas resources for future growth,' the publicly traded oil and gas firm stated in its Directors' Report for the six months ended June 30, 2025. OQEP officials had earlier revealed that the additional gas volumes, expected to be unlocked through an updated Field Development Plan (FDP), are being considered for the country's planned fourth LNG train project, with a proposed capacity of 3.8 million tonnes per year. The FDP, which targets reserves beyond the current 2P estimates, is anticipated to receive government approval by late 2025 or early 2026. Final investment decisions (FIDs) for both the FDP and the new LNG train are expected in 2026, with OQ joining BP and other partners in monetizing these additional resources through LNG exports. Other stakeholders in Block 61 include Thai energy giant PTTEP (20%) and Malaysia's Petronas (10%). Also during the first half of this year, OQEP added new licenses to its substantial upstream portfolio while advancing the development of existing assets. Notably, the company and its partners in Block 53, containing the prolific Mukhaizna heavy oil field, secured an amendment to the Exploration and Production Sharing Agreement (EPSA), extending the agreement by 15 years to 2050 under improved fiscal terms. This extension is expected to enable the production of up to an additional 800 million gross barrels of oil. In June, OQEP and its Block 47 partner, ENI Oman BV, secured an agreement with the Ministry of Energy and Minerals to extend Phase 1 of Block 47 by six months from March 24, 2025, allowing for the drilling of an exploration well. Furthermore, as part of its ongoing collaboration with the Ministry, OQEP—alongside financial advisor Scotiabank—supported the marketing of Blocks 18, 36, 43A, and 66 to attract new investment into Oman's exploration and production sector. These blocks form part of the 15 blocks the Ministry plans to promote during 2025 and 2026 with OQEP's continued assistance. In addition, OQEP and Turkish Petroleum Corporation (TPAO) signed a Cooperation Agreement to explore new opportunities, followed by an exclusive agreement with the Ministry to assess and evaluate selected blocks. 2025 © All right reserved for Oman Establishment for Press, Publication and Advertising (OEPPA) Provided by SyndiGate Media Inc.
