E-khata mandatory for building plan approvals from July 1

The Hindu5 hours ago

From July 1, 2025, submitting an e-khata will be mandatory when applying for any building plan approval online, including applications under the Nambike Nakshe scheme. After making e-khata mandatory for property transactions, the Bruhat Bengaluru Mahanagara Palike (BBMP) has now made the document mandatory for building plan approval as well.
The process of sending property documents to the Revenue Department for verification has been discontinued from the same date.
The Hindu had reported about the civic body's plans to do so in December, 2024.
The civic body, in a release on Monday, said that within BBMP limits, building plan approvals are already being provided online through the EoDB-OBPS (Ease of Doing Business – Online Building Permission System) software. The Revenue Department of the BBMP has implemented the E-Aasthi software, through which E-Khatas are already being issued for properties under its jurisdiction. The data for such properties is available in the E-Aasthi system.
'Steps have been taken to integrate the online building plan approval system (EoDB-OBPS) managed by the Town Planning Department with the E-Property system that issues E-Khatas through the Revenue Department. From July 1, 2025, it will be mandatory to enter the E-Khata / ePID number in the online software and submit the E-Khata when applying for building plan approval. This allows for automated verification of property records within the software itself,' said the release.
As a result, manual submission of property documents to the Revenue Department for verification will no longer be required, simplifying the process and ensuring timely delivery of services like building plan approvals, the release added.
In addition, for applications under the 'Trust & Verify' model, temporary approvals granted online must be verified and confirmed by the Assistant Director (Town Planning) within the specified timeframe. If no action is taken or no valid reason is given within the timeframe, the system will automatically grant deemed approval. In such cases, the Joint Director (Town Planning) of the respective zone is instructed to report the responsible officers up to the Zonal Commissioner for disciplinary action as per rules, added the release.
Meanwhile, Munish Moudgil, Special Commissioner (Revenue), BBMP, said that five lakh citizens have taken the final e-khata.

India's first e-waste recycling park to be built in Delhi: Sirsa

Environment Minister Manjinder Singh Sirsa on Monday announced that the Delhi government has undertaken a project to develop India's first electronic waste (e-waste) eco park in north Delhi's Holambi Kalan. Mr. Sirsa made the announcement after chairing a meeting on Monday, in which it was decided that the Delhi State Industrial and Infrastructure Development Corporation would issue a global tender to invite 'the world's best green technology partners' to build the park. According to a statement by the Delhi government, the facility, spanning 11.4 acres, will be built under a design, build, finance, operate, and transfer (DBFOT) model on a public-private partnership (PPP) basis for a concession period of 15 years. It will be designed to process up to 51,000 tonnes of e-waste, including all 106 categories of waste listed under the E-Waste Management Rules, 2022. The park, which is one of four such facilities planned in the country, is expected to generate over ₹350 crore in revenue. Mr. Sirsa said, 'The eco park will not just manage waste. It will be the symbol of Delhi's transition into a circular economy, where no resource is wasted and no worker left behind.' Construction of the park is expected to be completed within 18 months. The park will also have dedicated zones for dismantling, refurbishing, plastic recovery, and a second-hand electronics market. It will also house skilling and training centres to formally upskill informal workers engaged in unregulated and hazardous e-waste handling. 'Will regularise workers' 'The project will generate more than a thousand 'green jobs',' Mr. Sirsa said. 'By bringing informal recyclers into the formal system, we're improving livelihoods and making the entire ecosystem cleaner, safer, and technologically competent,' he said.

Delhi announces plan to build first e-waste eco park

New Delhi: For setting up India's first state-of-the-art e-waste eco park at Holambi Kalan, Delhi environment minister Manjinder Singh Sirsa on Monday said a global tender would be issued by DSIIDC to invite "the world's best green technology partners to build this benchmark project". Spanning 11.4 acres, the park will be built under a design, build, finance, operate and transfer model on a public-private partnership (PPP) basis for a concession period of 15 years. It is designed to process up to 51,000 metric tonnes of e-waste annually — encompassing all 106 categories notified under the E-Waste Management Rules 2022. The eco park is expected to generate over Rs 350 crore in revenue. Sirsa, who chaired a meeting on the eco park, said the construction work was expected to be completed within 18 months. Once fully operational, the eco park is projected to process up to 25% of Delhi's total e-waste annually within the next five years. India is the world's third-largest e-waste generator, producing over 1.6 million metric tonnes annually, with a growth rate of 23% per annum. Delhi alone accounts for nearly 9.5% of this total. Yet globally, only 17.4% of e-waste is recycled, resulting in a loss of nearly $57 billion worth of valuable and critical metals such as copper, lithium and rare earth elements. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo In addition to e-waste recycling, the eco park will feature dedicated zones for dismantling, refurbishing, component testing, plastic recovery and a second-hand electronics market. It will also house skilling and training centres to formally upskill thousands of informal workers engaged in unregulated and hazardous e-waste handling. "This project will generate more than a thousand green jobs. By bringing informal recyclers into the formal system, we're not just improving their livelihoods — we're also making the entire ecosystem cleaner, safer and technologically competent," said Sirsa. DSIIDC, as the nodal agency, will ensure that the park acts as a one-stop hub for manufacturers, refurbishers and recyclers, enabling safe recovery of key metals and materials, encouraging reuse and reducing reliance on virgin resources. "The era of irresponsible dumping is over," said Sirsa.
