Two Chittapur officers suspended on the charge of corruption
The suspension orders were issued on Wednesday under the Karnataka Civil Services (Classification, Control and Appeal) Rules 1957.
Junior Engineer in the Panchayat Raj Engineering Sub-Division, Chittapur, Sripadrao Bapurao Kulkarni was suspended after a video surfaced showing him demanding a bribe for processing bills.
His suspension followed a recommendation by the Executive Officer, Taluk Panchayat, Chittapur, and it was enforced shortly after the video clip went viral.
In another order, In-charge Panchayat Development Officer (PDO) at Gundgurthi in Chittapur taluk Manjushree Jahagirdar was suspended for irregularities and failure to discharge duties.
The action was taken following a written complaint from Gundgurthi Gram Panchayat president Suvarna Sannaki who accused the PDO of corruption and administrative lapses. The order noted that Ms. Jahagirdar failed to respond to a show-cause notice issued by the Executive Officer of Chittapur Taluk Panchayat.
Both officers will remain under suspension pending further inquiry.

Teacher booked under POCSO Act dismissed
Shimla: The Himachal Pradesh government dismissed a Physics teacher from service for alleged molestation of girl students, citing grave misconduct and violation of provisions under the Protection of Children from Sexual Offences (POCSO) Act. Rakesh Kumar, presently posted at Government Senior Secondary School in Solan district, was served dismissal orders by the director of school education. During his previous posting in Paonta Sahib in Sirmaur district, Kumar was accused of misbehaving with and molesting girl students. An FIR was registered against him on May 9, 2023, under Section 354A (penalizes sexual harass-ment) of the Indian Penal Code and Section 11 of the Protection of Children from Sexual Offences (POCSO) Act, officials said. A departmental inquiry under the Central Civil Services (Classification, Control and Appeal) Rules, 1965, was initiated on September 6, 2023 and entrusted to Vaibhav Kumar Shukla, Principal of Gov-ernment Degree College, Paonta Sahib. Kumar had approached the Himachal Pradesh High Court seeking quashing of the charge sheet or a stay on the departmental proceedings until the conclusion of the criminal trial. However, the court dismissed the plea, observing that there was no ground to stay the inquiry under the given circum-stances. The inquiry officer, in his report, stated that the documents submitted by Kumar to contest the charges appeared questionable in authenticity and failed to adequately disprove the allegations. The report also noted that Kumar remained in judicial custody from May 9 to June 3, 2023, indi-cating the serious nature of the case. 'Taking into account the gravity of the misconduct, the nature of allegations involving moral turpi-tude, and the imperative need to ensure student safety, I am of the considered opinion that Rakesh Kumar is not fit to be retained in government service,' the inquiry officer concluded.

Karnataka high court issues guidelines for compassionate appointment applications
Bengaluru: The Karnataka high court has issued guidelines for the state govt on compassionate appointment applications. The authorities must acknowledge all compassionate appointment applications in writing within 30 days, specifying the application status, any documentation deficiencies, other dependants' rights to apply, and the applicable limitation period. Tired of too many ads? go ad free now Departments must actively assist spouses of deceased men and illiterate applicants in proper application filing and guide other dependants about the application process, said the division bench comprising Justices Mohammad Nawaz and KS Hemalekha. Decisions on applications must be made within 90 days of their receipt, with immediate communication of reasoned orders for rejected applications. The govt should implement a uniform standard operating procedure and provide training to officials handling these appointments, the bench added. The case involved Raja Patel Banda, a peon at the tahasildar's office in Jewargi, who died on Dec 16, 2014. His wife submitted an application on Jan 2, 2015, seeking a pension and requesting a compassionate appointment for one of her four sons. The authorities failed to respond. Her son's Oct 5, 2015 application was rejected due to age limitations. Subsequently, Mahaboob, her second son, submitted an application on Feb 23, 2017, referencing his mother's initial application. It was rejected as time-barred by citing Rule 5 of the Karnataka Civil Services (Appointment on Compassionate Grounds) Rules, 1996, which stipulated submission of application within one year of the death of the govt employee. The Karnataka State Administrative Tribunal (KSAT), Kalaburagi, allowed the claim by Mahaboob, considering his mother's 2015 application as a valid initial cause. The state challenged this decision before the high court in this petition, arguing that Rule 5 was mandatory and each dependant must file an application within the stipulated time of one year. The family's distress warranted consideration as an exceptional case. The division bench noted that the woman's application was within the one-year limit, clearly expressing her circumstances and nominating her sons. The authorities' failure to guide or communicate with the family denied other eligible dependants a fair opportunity to comply with rules. The court concluded that delays in subsequent applications should not disadvantage the dependants when initial, timely applications were made, even if informal. The bench dismissed the state's petition and directed the govt to appoint Mahaboob as per KSAT's 2017 order, within eight weeks.

Assistant professor suspended for unauthorised admission of students in college
Agartala, Jul 25 (PTI) An assistant professor of a government-run degree college here was suspended for his alleged involvement in unauthorised admission of students, an official said on Friday. The action has been initiated against Abhijit Nath, assistant professor of Ramthakur College, following media reports about malpractice in the admission process for the 2025-26 academic year. 'Preliminary findings from the principal indicate that some students, whose names were not on the official admission list, were found with fee cards with forged signatures of college authorities", said special secretary of the Education department, Raval Hamendra Kumar, in an order issued on Wednesday. It said the college principal's submission revealed that Nath had taken 50 fee cards from the college office without authorisation and kept them at his residence. 'He later returned only 28 cards without providing an explanation for the remaining ones. It was later confirmed that a total of 120 fee cards had been taken by Nath, and 69 cases of unauthorised admissions were found", it said. 'The government has termed the case as a serious malpractice, forgery, and gross violation of admission norms. As per Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, Nath has been placed under suspension with immediate effect," said the order issued by Kumar. During the suspension period, Nath's headquarters will remain at Agartala, and he has been instructed not to leave the station without prior permission, said another official.
