Pakistan's Prime Minister and PML-N President Shehbaz Sharif has instructed his government to address the Pakistan Peoples Party's (PPP) concerns regarding a controversial canal project, signaling a willingness to resolve the matter through dialogue.
According to the Prime Minister's Adviser on Inter-Provincial Coordination, Rana Sanaullah Khan, the directive from Shehbaz Sharif follows consultation with party leader Nawaz Sharif. 'The Prime Minister has urged that all outstanding issues with the PPP be resolved through talks,' said Rana, emphasizing the government's commitment to the fair distribution of resources, including water, among provinces
Rana Sanaullah reaffirmed that the PPP is an integral part of the federal government and highlighted the need for responsible communication by all parties holding constitutional offices. 'We hold the PPP leadership in high regard,' he stated.
He referenced the 1991 Water Accord and the 1992 IRSA Act, assuring that these legal frameworks ensure no province is deprived of its share of water. 'There is a constitutional mechanism in place to prevent any injustice,' he added.
Commenting on recent political tensions, Rana cautioned against politicizing the issue of water distribution. 'Such matters should be settled at the negotiation table,' he urged. 'The strength of provinces is the strength of the federation.'
He concluded by reaffirming the PML-N's longstanding position: 'As a party committed to the constitution and democracy, we will never compromise on the rights of provinces and their people. Dialogue and consultation remain the key to resolving all disputes

The PML-N and the PPP on Sunday refused to sign a declaration adopted by an All Parties Conference (APC) that among other things demanded immediate halt to all military operations and described terrorism, extremism, and lawlessness as an outcome of poor government policies. The APC convened in the federal capital by the ANP was attended by all major political parties. Speaking on the occasion, ANP chief Aimal Wali Khan said there are people in Waziristan — a district that has witnessed a number of military operations in the past two decades — who have not returned home for 12 years. He said such a situation could not be called development. Khan said his party is not against Punjab and is pro-Pakistan. "But Pakistan does not give us equal rights. Asking for our rights should not be seen as being against Pakistan," he added. JUI-F chief Maulana Fazlur Rehman said there is a question mark on the political and parliamentary system of the country as the present government is not representative of the people but a government of the establishment. "Our peaceful protests and marches are branded as rebellion — this is what pushes movements toward revolt," he said. QWP chief Aftab Khan Sherpao said the government, not the establishment, should conduct negotiations with the opposition. "If direct talks are held, it will bypass parliament. The PM should convene a meeting and include representatives of the establishment." PML-N leader Irfan Siddiqui supported Fazl's call for a national dialogue, adding that martial laws and dictators have hollowed out the state. However, he questioned if politicians' hands were also clean. "This same army has defeated an enemy five times its size. If martial law was truly in place, such conferences would not even be possible. "Pakistan will survive, the four provinces will endure, and no one will be allowed to undermine the Constitution. The army sees Pakistan from a Pakistani perspective," he said. A joint communiqué presented at the APC, however, caused a split among political parties. The PML-N and the PPP opposed the declaration, refused to sign it, and boycotted the press conference. The communiqué termed the ongoing unrest, terrorism, and violation of rights in Khyber-Pakhtunkhwa (K-P) and Balochistan as a result of failed state policies, stressing that sustainable peace and progress in Pakistan could not be achieved without democracy, supremacy of the Constitution, and provincial rights. It demanded immediate halt to all military operations in the K-P and Balochistan and establishment of a Truth Commission under judicial supervision to investigate human and financial losses. The declaration described terrorism, extremism, and lawlessness as outcomes of poor government policies, calling for comprehensive measures to eliminate them. It called for disbanding all alleged "death squads" and illegal armed groups, ensuring the protection of citizens' lives and property. It called for recognition of provinces' rights over minerals and resources in line with the 18th Constitutional Amendment and rejected the proposal to merge the Levies Force into the police in Balochistan, calling instead for its modernization. The declaration also called for transfer of all powers in the merged tribal districts to the civil administration and abolition of laws like "Action in Aid of Civil Power". It described enforced disappearances as blatant violations of the Constitution, demanding the recovery and production of all missing persons before courts. It also called for release of all "political prisoners" and provision of a free environment for political activities. The APC also demanded immediate dissolution of unconstitutional bodies, "particularly the Special Investment Facilitation Council (SIFC)". It also called for repealing unjust laws such as 3-MPO and the Fourth Schedule and condemned the government over its failure to arrest the killers of ANP leaders Maulana Khanzeb, Mufti Munir Shakir, and other martyrs. It demanded rehabilitation of terrorism- and operation-affected areas, along with the return of internally displaced persons (IDPs) and provision of compensation, jobs, and business opportunities. PPP's Nayyar Hussain Bukhari, PML-N's Irfan Siddiqui and Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry all declined to sign. "These are your demands, not ours and we cannot endorse them," Siddiqui said. The MQM, the PML-Q, and other parties, however, supported the declaration. Participants also expressed sorrow over the natural disasters and devastating floods in the K-P. In light of the situation, the Islamabad "Peace March" scheduled for August 23 against terrorism and military operations in K-P was postponed.

During the meeting, officials briefed the prime minister on measures taken towards a cashless economy. It was informed that under the Pakistan Digital Public Infrastructure initiative, digital IDs will be introduced containing citizens' national identity card details, biometrics, and mobile phone numbers. These digital IDs will enable secure digital payments. The briefing further highlighted that provincial governments have made significant progress in linking government-to-public and public-to-government payments with the Raast system. On infrastructure development, it was noted that the Federal Development Authority has granted right-of-way for fiber connectivity, while discussions are underway with Pakistan Railways and the National Highways Authority to further expand digital infrastructure. Chinese CPEC IPPs press govt for Rs475bn dues

ISLAMABAD: As the date of Prime Minister Shehbaz Sharif's visit to China draws closer, Chinese CPEC Independent Power Producers (IPPs) have mounted pressure on the government for clearance of their outstanding receivables, which currently stand at around Rs 475 billion, well-informed sources told Business Recorder. Chief Executive Officers (CEOs) of Chinese CPEC IPPs have been writing letters to government functionaries, with copies also shared with the Chinese Ambassador to Pakistan. The Ambassador, sources said, is actively engaging with senior Pakistani officials to finalize the Prime Minister's agenda for bilateral meetings with Chinese leadership. In a recent letter, Wang Dongfang, CEO of Port Qasim Electric Power Company (PQEPC), expressed deep concern over the growing delays in tariff payments by the Central Power Purchasing Agency-Guaranteed (CPPA-G). Debt re-profiling with Chinese IPPs: PD, FD likely to share implementation proposal According to Wang, under the Government of Pakistan's guidance, the 1,320 MW Port Qasim Coal-Fired Power Project—one of the flagship energy ventures under the China-Pakistan Economic Corridor (CPEC)—has consistently provided clean, reliable, and economical electricity to the national grid. 'While we highly appreciate the efforts of the Government of Pakistan and CPPA-G in arranging funds and making tariff payments to IPPs, the total outstanding amount due to PQEPC has reached Rs 81 billion (\$286.94 million) as of July 31, 2025, with a delay period of over six months, which could further escalate,' the letter stated. The CEO cautioned that shareholders and sponsors of the project, including those from China and Qatar, have conveyed 'significant discontent' over the payment backlog and have requested urgent measures to reduce the outstanding amount. 'We would like to notify that the current dues entitle PQEPC to suspend plant operations under Section 9.10 of the PPA, without any liability for Liquidated Damages (LDs),' the CEO warned. PQEPC also highlighted that its Energy Purchase Price (EPP) tariff is comparatively more competitive than oil- and RLNG-based power plants. Suspension of operations, the CEO warned, would result in a 'lose-lose' outcome, which both sides must avoid through timely settlement of dues to ensure sustainable generation and prevent triggering defaults under Loan Agreements and the Government of Pakistan's Sovereign Guarantee. Concluding his letter, Wang urged the Finance Minister, Senator Muhammad Aurangzeb and Planning Minster, Ahsan Iqbal to take immediate notice of the 'critical situation' and coordinate with relevant authorities to arrange financial support for CPPA-G so that the outstanding dues could be cleared without further delay. When an official was contacted for comments on the correspondence of Chinese CPEC IPPs on payment of outstanding amounts, he responded that since the government does not have enough fiscal space, the payments will be made on the basis of availability of resources. However, energy payments are being made to them through Escrow Account. The government has earmarked Rs 5 billion per month to be paid to the Chinese CPEC IPPs. Copyright Business Recorder, 2025
