Be neutral when carrying out duties, government staff told

Kota Kinabalu: Chief Minister Datuk Seri Hajiji Noor hoped civil servants will continue to uphold the principles of professionalism, neutrality and integrity in carrying out their duties during this election year. 'We are facing the State Elections this year. As the backbone of the State Government administration, civil servants must ensure that all administrative affairs and service delivery to the people are not disrupted and continue to run smoothly as usual. 'The efficiency and transparency of civil servants in facing this challenging period will reflect our commitment to continue supporting the democratic system and stability of the state administration,' he said after the post-Cabinet meeting at Menara Kinabalu, Wednesday. Hajiji urged all department heads to demonstrate strong commitment in carrying out their responsibilities. They must carry out their duties with greater efficiency and accuracy, as well as monitor projects more effectively, to ensure all approved projects are completed within schedule. 'This is crucial to avoid having to deal with delays in execution, wastage of resources and jeopardising reputation and public trust in the capabilities of the Government's administrative machinery,' he said. He reminded them to be always responsive, proactive and to practise good governance in carrying out their duties in order to provide the best services to the people. 'Civil servants must carry out their responsibilities with trust, transparency and a strong sense of accountability. They must avoid conflicts of interest so that the State Government's goals and objectives can be successfully achieved. 'The interest of the Government is always more important than personal interest,' he said. Hajiji also reminded civil servants to always uphold personal integrity and make it a core value in their character. 'Without high personal integrity the consequences to the image of the public and the entire State Government institution would be severe,' he said. Meanwhile, Hajiji said four bills would be tabled during the two-day State Assembly sitting, beginning Monday. The Chief Minister's Department will table two bills: the Forestry Bill (Amendment 2025) and the Climate and Carbon Governance 2025 Bill. PUTRAJAYA, July 20 (Bernama) – Malaysia and Singapore are now exploring strategic cooperation in three main areas – GovTech, public housing and public sector reform – to strengthen public service delivery. Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar said these were the main areas of collaboration identified during his three-day official working visit to Singapore beginning Friday (July 18). 'We want to learn from Singapore. Firstly, in regard to GovTech, as they have already implemented it, while we are in the process of launching our own. 'Secondly, their affordable housing through the Singapore Housing Board. And thirdly, we want to learn about reforms in the public service,' he said. He was speaking to reporters after launching the Sports Carnival of the Alumni Association of MRSM Malaysia (ANSARA Malaysia) here today. Shamsul Azri said Singapore welcomed the cooperation and exchange of best practices between the two countries to improve the quality of public service. 'Singapore welcomed our proposals… we also had sessions with them to discuss strategic cooperation between the Malaysian government and the Singaporean government,' he added. Earlier, in his speech, he urged Malaysians to adopt a healthy lifestyle through sports and good nutrition. Citing Singapore as an example, he said their average life expectancy is 84 years, compared to about 73 to 74 years in Malaysia.

Sabah was named the Most Outstanding State in Malaysia for the Year 2024 in conjunction with the ASEAN International Business Review (IBR) Awards Ceremony organised by IBR at the Sabah International Convention Centre (SICC) here on Saturday Finance Minister Datuk Seri Panglima Masidi Manjun, representing the Chief Minister, Datuk Seri Panglima Haji Hajiji Haji Noor, received the award, which was presented by the Chief Judge of the awards, Datuk Seri Azman Ujang. This recognition was based on an evaluation by a panel of professional judges comprising prominent figures from various fields, supported by data from a comprehensive assessment carried out by expert advisors. KOTA KINABALU (July 20): The present State Government has firmly anchored Sabah's vision and roadmaps for a robust economic development on solid foundations, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor. He said that for the last five years, the State Government has been creating a new Sabah, strong and united, and inviting the world to leverage the state's natural wealth and treasures to build better lives for its people. 'Our riches are manifold – from minerals such as gold, copper, silica, palm oil, cocoa and multiple energy resources such as crude petroleum, gas, hydroelectricity, coal and more. 'Our oceans benevolently give us the abundance of some of the most sought-after seafood delicacies and thermal energy while maintaining pristine and untouched coral reefs,' he said at the International Business Review (IBR) ASEAN Awards at the Sabah International Convention Centre (SICC) here on Saturday night. State Finance Minister Datuk Seri Panglima Masidi Manjun delivered his speech. Hajiji said Sabah had sealed the Commercial Collaborative Agreement with Petronas, allowing the state to have more participation and more say in the oil and gas industry in Sabah itself. 'We now have 50 per cent equity from the Samarang oil and gas field, 25 per cent equity from Samur, and on 17 July 2025, we signed an agreement with Petronas to acquire a 25 per cent equity in the USD3.1 billion floating liquefied natural gas (ZLNG), also known as PFLNG 3, a shore based US$3.1 billion LNG investment in Sipitang,' he said. 'On the investment front, our hard work paid off when Sabah recorded RM17.41 billion from 73 companies in overall approved foreign and domestic investments in the manufacturing sector since September 2020. 'Of these 73 companies, 52 have already set up businesses in the state with a total investment of RM7.8 billion, creating 3,636 jobs,' he said. Between 2022 and 2024, the Chief Minister stated that Sabah has received new investment proposals worth an additional RM42.3 billion, which will create 32,996 jobs. He said the three-phase RM31 billion Esteel Enterprise Sabah Sdn Bhd launched at the end of June this year is set to create a ripple effect extending beyond green technology to spur innovation, drive benefits for businesses and communities in Sabah. Hajiji said that due to high demand from investors, the State Government has approved three new industrial parks in Kota Belud, Beaufort and in the north, Kudat for the Blue Economy Industrial Park – all strategically located to grow investment opportunities. 'We are confident this development bodes well for Sabah as the state progresses in its journey to explore new horizons to realise the state's full potential. 'Sabah will always remain investor-friendly, and we have implemented policies to attract more investors here. We are committed to creating a conducive space that nurtures investments and fosters collaboration. 'We understand the importance of creating a stable, transparent, and supportive environment for investments to flourish,' he said. 'We welcome more direct connectivity so that investors, tourists and business travellers have easy access to Sabah. AirAsia's new Kota Kinabalu-Taipei-Fukuoka route is one example that would benefit both the tourism and investment sectors, and we look forward to many more opening up in the near future,' he said. Hajiji said that one industry that will be a game changer and offer immense investment opportunities for Sabah is the Blue Economy, which has been established in Kudat. 'This sector is estimated to yield 491,000 metric tons of marine harvests such as fish and prawns annually, with a value of RM3.25 billion. But, there is more to Blue Economy than just deep-sea harvesting,' he said. In fact, 14 components of the Blue Economy can be explored, such as renewable ocean energy, blue carbon, tourism, maritime transport, and marine biotechnology, among others, he said. On ocean energy, the Chief Minister said one of the most exciting is the Ocean Thermal Energy Conversion (OTEC), which harnesses energy from our oceans. 'OTEC power plants are currently being planned to span 500km of coastline and, in time, to be able to generate 20,000MW of green energy, an unprecedented scale globally. This is not only a gamechanger for the country, it's a gamechanger for the region,' he said. Hajiji said that as far as power supply is concerned, the State Government has launched the Sabah Energy Roadmap and Master Plan 2040, which is expected to generate 700MW in the next 1-2 years to meet the needs of investors and citizens. Likewise, he said RM679.85 million has been allocated in 2024 to address immediate water shortages, and long-term plans include the completion of the Ulu Padas hydropower project, which has a daily release capacity of 6,000 million litres of water. Hajiji said Sabah has also invested substantially in human capital development, with close to RM1 billion spent on education as well as on various youth development programmes from 2021 to 2024.

KOTA KINABALU (July 20): The State Government continues to strengthen its commitment to higher education development through targeted initiatives, including the highest-ever allocation of RM136 million this year for the Sabah State Government Scholarship (BKNS). Chief Minister Datuk Seri Panglima Hajiji Noor said the significant increase from RM50 million in 2020 to RM136 million this year reflects the government's determination to ensure that all Sabahans have access to higher education, regardless of their socio-economic background. 'This is the government's long-term investment in developing high-quality and competitive human capital. We do not want Sabah's children to be left behind in education simply because of financial constraints,' he said. His speech was delivered by Science, Technology and Innovation Minister cum Education Exco, Datuk Mohd Arifin Mohd Arif, during the presentation ceremony of the Sumbangan Mahasiswa Pengajian Tinggi Dalam Negeri Sabah (SENTOSA) at Dewan Canselor, Universiti Malaysia Sabah (UMS) on Sunday. Hajiji said a total of 4,170 students will benefit from BKNS sponsorships this year, in line with the Sabah Maju Jaya (SMJ) policy, which positions education as a key pillar of the state's progress. He added that RM77.5 million has also been allocated this year for 13 educational aid initiatives, benefiting schools, Parent-Teacher Associations (PIBG), students in higher learning institutions (IPT), as well as Sabah student associations within and outside Malaysia. Among the key initiatives are the one-off Bantuan Tunai Pendaftaran IPT (BUDI), the Bantuan Ihsan Komputer (BAIK), the Sekretariat Mahasiswa Sabah Malaysia (SEMESTA), and the Bantuan Tiket Penerbangan Pelajar Sabah (GRS-SUBFLY). In addition, Yayasan Sabah contributed RM67.17 million last year for educational development, benefitting 3,234 students. Meanwhile, the Sabah Islamic Religious Council (MUIS), through its Zakat and Fitrah Division, has disbursed RM92.4 million over the past five years, helping more than 48,000 students. The Tabung Pendidikan Negeri Sabah (TPNS), introduced in June 2022, has assisted nearly 10,104 recipients, with a total expenditure of RM15.8 million. The SENTOSA aid programme, launched last March at IPG Gaya Campus, involves an allocation of RM6 million and aims to benefit 20,000 Bumiputera Sabah students in local higher education institutions. 'This assistance aims to ease students' financial burden, particularly for essential needs and travel costs. It also reflects the government's commitment to ensuring no student is left behind,' he said. At the event, Hajiji presented the one-off SENTOSA cash aid of RM300 each to over 600 students — comprising 319 from UMS and 323 from MAHSA College Sabah — who had not previously received the assistance. 'I hope the students will fully utilise the aid provided and continue striving for excellence in their respective fields for the future of the state and the nation,' he added.
