HC fines CGWA ₹5,000 for non-compliance in groundwater PIL
Nagpur: The Nagpur bench of the Bombay High Court on Wednesday imposed a cost of ₹5,000 on the regional director of the
Central Ground Water Authority
(CGWA) for failing to comply with its earlier directives in connection with a PIL pertaining to groundwater conservation in the city.
The penalty was imposed during the hearing of a Public Interest Litigation (PIL) filed by retired armed forces officer Sandesh Singalkar, who raised concerns about the alarming depletion of groundwater levels in Nagpur and the inadequate conservation efforts by the authorities.
During the proceedings, the
Maharashtra Pollution Control Board
(MPCB) informed the court that it is still awaiting a time-bound action plan from the
Nagpur Municipal Corporation
(NMC) to address deficiencies observed in solid waste management.
MPCB's counsel, Ravi Sanyal, submitted that these directions were issued following a personal hearing held on August 20, 2024, and were subsequently communicated to the NMC on March 28, 2025. However, the civic body has not responded to date.
Reports published by TOI on July 14 and August 4, 2024, had highlighted the gross neglect of Nagpur's centuries-old wells. Citing a survey conducted by NEERI, the reports revealed that 13 wells had completely dried up, while 443 others, though still containing water, were being used as garbage dumping sites. In response, the NMC allocated ₹1.52 crore for the cleaning and rejuvenation of 446 public wells across the city.
The MPCB also stated that it had recently conducted fresh water sampling from wells across multiple city locations, and the samples are currently undergoing analysis in its laboratory. Upon receiving the test results, appropriate instructions will be issued to the NMC. The board further informed the court that a detailed mapping of the city's wells had been carried out and placed on record, and it reserved the right to file a comprehensive affidavit at a later stage.
The PIL, filed through advocate Smita Sarode Singalkar, underscored the broader environmental and societal consequences of groundwater depletion. It emphasized that declining groundwater levels pose a serious threat to public health, exacerbate climate change, and intensify water scarcity. The petition referenced NEERI's study, "Mapping the Wells of Nagpur City," which documented widespread well desiccation and the misuse of these structures for the dumping of unsegregated solid waste.

Government is spending ₹33,600 crore to give pensions to 68 lakh people in a year, says Endowments Minister
Minister for Endowments Anam Ramanarayana Reddy on Saturday said that the State government is spending ₹33,600 crore to give NTR Bharosa social pensions to 68 lakh people per year. The Minister distributed pension along with the officials and local public representatives at Veerlagudipadu village of Sangam mandal in SPSR Nellore district. Speaking on the occasion, Mr. Reddy said, 'Despite the State's dire financial situation, Chief Minister Nara Chandrababu Naidu is giving priority to the welfare of the poor. With his administrative skills and immense experience, he is putting the State on the right track. New pensions are being granted to 74,600 people, including widows, from across the State from June 12.' The Minister also inaugurated a cement road in Veerlagudipadu village, which is in a dilapidated state due to Penna and Boggeru rivers. He said that efforts are being made to improve connectivity of this remote village, while adding that, 'the officials have prepared proposals worth ₹25 crore to build a road-cum-bridge over Boggeru to connect this village to the national highway.' He said, 'Currently, the people of Veerlagudipadu travel around 25 km via Atmakur to reach Sangam but with the construction of this road-cum-bridge, the villagers will only have to travel about 10 km to reach Sangam. The government is taking steps to convert all the roads in the village into cement roads.' Meanwhile, Minister for Municipal Administration and Urban Development (MA&UD) Ponguru Narayana distributed pensions to the beneficiaries living on the banks of Zafar Saheb canal in Division 3 of Nellore Municipal Corporation (NMC) limits. He reiterated that the Chief Minister has kept his promise by providing a pension of ₹4,000 as promised in the election manifesto. Mr. Narayana said that the Coalition government is implementing 100% of the promises made in the election manifesto. He said that ₹19.98 crore worth pensions are being distributed to 45,758 people in 54 divisions of the NMC, and ₹9.06 crore worth are being given to 20,828 people, including widows, elderly and people with disabilities, in Nellore City Constituency every month. The MA&UD Minister said that Nellore city is being developed in all ways. He said that 6,000 people are studying in municipal schools in the city and steps have been taken to provide quality education. He said that the number of students will be increased to 10,000 in those schools and that 54 schools will be converted into corporate schools. He said that the government is moving forward with a plan for the establishment of industries. Talking about other government initiatives, the Minister said that 'Talli ki Vandanam' scheme will be launched on June 12, while farmers will get ₹20,000 under Annadata Sukhibhava scheme, and the government will provide free bus travel facility to women from August 15.

First rain spell exposes unfinished sewer work, bad roads in Hudkeshwar-Narsala
Nagpur: The first monsoon rain has exposed the poor state of road restoration in Hudkeshwar-Narsala area, where major sewer line work is underway under the Rs900 crore Amrut 2.0 Pora River Pollution Abatement Project. However, despite public health engineering (PHE) department claims that road restoration was on schedule and up to standards, residents find themselves struggling on muddy, damaged roads months after pipe-laying was completed. Contractors dug up several internal roads in Hudkeshwar-Narsala around 3-4 months ago to lay sewer pipelines. While the pipeline work was finished, the PHE department assured that all roads would be restored immediately using proper cement concrete or tar patches. However, these assurances have proved hollow. The roads remain unrepaired with loose soil filling the trenches, which the recent rains have turned into slippery mud traps. Pedestrians face difficulties walking, and vehicles, especially two-wheelers, are at risk of slipping. Several accidents and vehicle breakdowns have already been reported. Local residents accused the contractor of abandoning the road restoration midway and shifting focus to new work elsewhere. The residents' committee, led by chairman Dhanraj Valukar and secretary Satish Kasare, issued a warning of agitation if the roads are not repaired immediately. "Despite repeated complaints, the PHE department and contractors have ignored our plight. Other committee members, including Dattraj Hanvate, Sunita Damle, Kiran Ramteke, and activist Mangesh Charde, added that the negligence is causing serious inconvenience and safety hazards. Municipal commissioner Abhijeet Chaudhari has issued an ultimatum to the PHE, its public works departments and contractors to ensure all dug-up roads are restored to their original condition. The NMC sought technical guidance from Visvesvaraya National Institute of Technology (VNIT), which recommended two standard methods for restoring tar and cement concrete roads after pipeline work. However, these guidelines are reportedly being ignored.
