SINGAPORE – Two senior executives of different telecommunication firms worked together to give a bribe in the form of a Paris trip worth more than $18,000 to an employee of an agency under the Ministry of Health (MOH). Court documents stated that Chiang Chee Seng, 50, was a senior sales director at Nera Telecommunications when he conspired with Peng Ming, 39, then an account director at Huawei International. Deputy public prosecutors Eugene Phua and Andre Ong told the court that the pair worked together to bribe Ng Kah Siang, 37, who was then an engineer at Integrated Health Information Systems (IHiS), a wholly owned subsidiary of MOH Holdings. The DPPs also said that Chiang and Peng committed the offence to advance the business interests of Huawei and Nera with IHiS, now known as Synapxe. Chiang was sentenced to 11 weeks' jail on July 21 after he pleaded guilty to a graft charge. The cases involving Peng and Ng, also known as Ronnie, are still pending. All three men are Singaporeans. The DPPs said that Chiang, who was an account manager in Huawei between July 2016 and October 2018, worked with Peng to introduce Huawei to public healthcare institutions in Singapore. In November 2021, Peng found out that IHiS was going to renew a contract linked to a term deal in early 2022 via an open tender. The deal would allow the public healthcare institutions the option to buy IT equipment and solutions from approved vendors. The DPPs told the court that the average annual procurement from two earlier contracts was valued at around $22 million in 2020 and 2021. Ng, as the IHiS project manager in charge of the term deal, was involved in drafting tender specifications. Peng got to know Ng in November 2021 and offered Ng a visit to Huawei's lab in Singapore to better understand the company's capabilities. The prosecutors said: 'Ronnie (Ng) instead requested Peng to sponsor him and his wife... an overseas trip in Europe, where Huawei has presence. 'Initially, Ronnie had asked to go to Rome, Italy, but changed his mind to Paris, France. Peng agreed to accommodate Ronnie's request.' Around this time, Peng introduced Ng to Chiang, who said he wanted to accompany the two men on the Europe trip as he wanted to increase Nera's chances of being a Huawei distributor to win the term deal. The Paris trip in March 2022 involved nine people, including the three men and their loved ones. According to court documents, Peng and Chiang did not wish to personally bear the cost of Ng and his wife's travel expenses. The two men then agreed to falsely declare in a business trip proposal submitted to their respective companies that Ng's wife was an IHiS employee, when she was not, said the DPPs. The prosecutors added: 'Two months after the Paris trip and just before the tender specifications for the term deal was due to be published, Chiang and Peng received confidential tender documents on the morning of May 10, 2022, which they knew would stand them in a better stead to win the term deal.' The court papers did not disclose how the offence came to light but the DPPs said that the offenders 'were stopped in their tracks' when the Corrupt Practices Investigation Bureau (CPIB) arrested all three men the next day, on May 11 that year. The court heard that Ng surrendered $10,000 to the CPIB on May 14, 2022. On July 21, defence lawyer Noelle Teoh pleaded for Chiang to be given between six and eight weeks' jail, saying: 'He is acutely aware that a momentary lapse in judgment had placed both his own future and that of his family in jeopardy.' The lawyer from Gloria James-Civetta & Co law firm added that her client had suffered from months of insomnia and frequent emotional breakdowns.

Huawei storage within the so-called Sitel judicial wiretapping system 'represents a minor part of a watertight, audited, isolated and certified system in compliance with the national high-level security scheme,' a government official said in a statement on July 18 in response to questions from Bloomberg News. The comments follow recent media reports saying that the government uses Huawei technology to help operate Sitel. The reports led US Senator Tom Cotton and Representative Rick Crawford to write to Director of National Intelligence Tulsi Gabbard earlier this week to request that Washington pull back on sharing intelligence with Spain. Even though Spain has moved away from Huawei as a 5G network vendor, the country's reliance on the company for a key intelligence function creates a gaping security concern for the the US and its allies, Mr Cotton wrote. In July 18's statement, Spain's government said its intelligence agency CNI is not included in the Huawei contract and that Huawei equipment is not used for any classified information. Sitel is used by security forces that report to the interior affairs ministry. 'The Sitel system is completely isolated from any external environment and continuously monitored by a dedicated cybersecurity team with capabilities in traffic analysis, network management and perimeter security capabilities, supported by cybersecurity personnel' from the security forces, the government said. 'The integration of Huawei-branded storage into Sitel has therefore not posed any risk to the system's security.' European countries are increasingly moving to exclude Huawei and other telecom vendors with ties to hostile governments from their networks. Germany, Portugal, the UK, Sweden and France have already taken steps to block equipment seen as a security risk based on its country of origin. US aims to ban Chinese technology in undersea telecommunications cables, World News
WASHINGTON — The Federal Communications Commission said on Wednesday (July 16) it plans to adopt rules to bar companies from connecting undersea submarine communication cables to the United States that include Chinese technology or equipment. "We have seen submarine cable infrastructure threatened in recent years by foreign adversaries, like China," FCC Chair Brendan Carr said in a statement. "We are therefore taking action here to guard our submarine cables against foreign adversary ownership, and access as well as cyber and physical threats." The United States has for years expressed concerns about China's role in handling network traffic and the potential for espionage. The US has broad data security concerns about the network of more than 400 subsea cables that handle 99 per cent of international internet traffic. Since 2020, US regulators have been instrumental in the cancellation of four cables whose backers had wanted to link the United States with Hong Kong. The FCC last year said it was considering new rules governing undersea internet cables in the face of growing security concerns, as part of a review of regulations on the links that handle nearly all the world's online traffic. The FCC said it was considering barring the use of equipment or services in those undersea cable facilities from companies on an FCC list of companies deemed to pose threats to US, national security, including Huawei, ZTE China Telecom and China Mobile. Carr said the FCC is taking action to "guard our submarine cables against foreign adversary ownership, and access as well as cyber and physical threats." The FCC will also seek comment on additional measures to protect submarine cable security against foreign adversary equipment. The cutting of two fibre-optic undersea telecommunication cables in the Baltic Sea prompted investigations of possible sabotage. In 2023 Taiwan accused two Chinese vessels of cutting the only two cables that support internet access on the Matsu Islands and Houthi attacks in the Red Sea may have been responsible for the cutting of three cables providing internet service to Europe and Asia.
