schedule may be issued after Aug 10. The high court has directed the state govt to complete the panchayat poll process by Sept 30.
Chief minister A Revanth Reddy directed all ministers, district collectors, and important leaders of the party to ensure that the distribution of seven lakh new ration cards, inclusion of new members in the existing ration cards, grounding of 4.50 lakh first phase Indiramma houses, deposit of 500 bonus for fine variety paddy into farmers' bank accounts, and all the other welfare schemes were completed by Aug 10.
"We are expecting the panchayat poll notification to be issued after August 10, by which we will reach all the voters with our welfare schemes. Even the State Election Commission (SEC) nearly completed the entire pre-poll exercise. The state govt will issue orders extending 42% BC quota in local bodies once the governor approves the ordinance, which we are expecting to be done well before August 10," a senior Congress leader said.

If all goes well on the BC quota issue, nearly two lakh BC candidates, including women from the community, would get tickets (backing) at the rate of 42% quota from Congress, BRS, BJP, and other political parties, leading to a major political empowerment of the community at the grassroots levels. In the previous panchayat polls, the BCs had a maximum of 23% reservations.
Panchayat polls are not contested on party symbols, but only on independent symbols.

So, the political parties finalise candidates for the posts of sarpanch, upa sarpanch, and ward members in gram panchayat polls, and sponsor and extend all support to them. However, mandal parishad territorial constituency (MPTC) and zilla parishad territorial constituency (ZPTC) elections are contested on party symbols. There are over 1.12 lakh wards in nearly 12,800 gram panchayats.
The term of the gram panchayats had expired in Feb 2024, and since then, over 2,000 crore central funds to the rural local bodies have not been released.
As per the norms, elected bodies need to be in place for the release of central funds for the development of the gram panchayats.
The panchayat raj department has already issued orders on the final number of seats to be contested, including 5,773 MPTC, 566 mandal parishad president (MPP), 566 ZPTC, and 31 zilla parishad (ZP) posts across the state. SEC is expected to soon convene an all-party meeting to ensure that there is no delay in conducting the elections after the BC reservations are approved.
The SEC directed the district collectors and zilla parishad chief executive officers (CEOs) to update polling personnel data, including returning, assistant returning, and presiding officers, prepared last year. They were also directed to submit detailed reports for police personnel required in their respective districts.
