A decade on, Spices Park fails to spice up exports
However, the park has failed to attract even 30 industries due to lack of sustained focus. Experts believe it has the potential to become another Sri City if properly promoted by the state government.
The Spices Park was a well-conceived initiative aimed at empowering farmers by enabling direct market linkages with exporters, thereby helping them secure better prices for their produce. Designed to provide common infrastructure facilities for processing, value addition, and storage, the park was meant to serve the farming community in the region.
Facilities for cleaning, grading, and packing were expected to ensure higher quality produce, resulting in better market prices.
The Spices Board of India established the park on the outskirts of Guntur city across 125 acres, with the objective of creating a value chain ecosystem and establishing market linkages for chilli farmers. The park was inaugurated in 2015, with the Centre and state governments spending around Rs 20 crore to set up essential infrastructure.
However, the park is currently languishing in darkness, with no proper street lighting, damaged roads, and a lack of drinking water.
Despite its potential, neither the Centre nor the state governments took adequate steps to promote the park as a major hub for chilli and spice-related exports. Even a decade after its formal launch, only about 20–30 units are operating from the park, leaving it among the most neglected industrial estates.
While the Spices Board allotted land to 18 exporters for setting up processing units, only five have completed construction, while seven others are still in progress. The AP State Warehousing Corporation (APSWC) has established two cold storages with a total capacity of 13,000 MT and a warehouse with a 10,000 MT capacity, spanning 16 plots. This infrastructure came at an outlay of Rs 60 crore. "We have brought the issue to the attention of the state government, seeking additional incentives to attract investment to the park," said chillies exporter Venkateswara Rao.

Export Potential Remains Untapped
Spices Board had developed plots in the park to lease out to the private entrepreneurs to establish processing unit
The Board has divided the total area of 93.42 acres into 58 plots, out of which 49 plots have been allotted to 18 entrepreneurs for establishment of private processing units
Infrastructure including internal roads, drainage facility created by the board was completely damaged
Drinking water facility was not available in the park

Highways dept appeals Madras HC order to demolish two pillars of Avinashi road elevated flyover project
COIMBATORE: The Madras High Court ordered the Special Projects wing of the State Highways department officials (Coimbatore division) to demolish two pillars built for the ramps of the Avinashi Road elevated flyover project. The move comes after a landowner alleged that the construction of the pillars appears to favour a private star hotel on Avinashi Road. Meanwhile, the highways department has filed an appeal against the order. Justice Bharatha Chakravarthy observed that the pillars, originally spaced 30 metres apart, had been repositioned without structural justification. The judge ordered the demolition of the relocated pillars and reconstruction at the originally-sanctioned spots, citing risk to the structural integrity of the flyover. He also imposed a personal fine of Rs 1,000 each on two senior highways engineers, and directed that the relocated pillars be marked with the Tamil Nadu Government's motto "Vaaimaiye Vellum" (Truth Alone Triumphs), and be known as the "Pillars of Truth." The 10.1 km-long, Rs 1,621.3 crore flyover project, connecting Uppilipalayam and Goldwins, is one of Tamil Nadu's largest infrastructure undertakings. Originally, the project included five pedestrian subways at high-traffic points to ensure safe crossings under the flyover, as well as service roads to maintain access to properties alongside the corridor. Kathirmathiyon, secretary of Coimbatore Consumer Cause and a member of the Coimbatore District Road Safety Committee filed a Public Interest Litigation (PIL) against the highways department for omitting key pedestrian infrastructure and a service road in the ongoing Avinashi Road elevated flyover project. The PIL, filed before the Madras High Court, flags the silent removal of five approved pedestrian subways and the dropping of a service road near a private hotel, both of which were part of the original sanctioned plans.

MV Act changes on the anvil to make guidelines mandatory for states
NEW DELHI: The Centre is working on a proposal to amend the Motor Vehicles (MV) Act to ensure that key guidelines issued by the Union Government become binding on states, government sources said. The move aims to address the current legal ambiguity arising from the concurrent nature of legislation on motor vehicles, where both the Centre and states have law-making powers. Officials say delays or inaction by some states on critical reforms create a legal vacuum, hampering the uniform implementation of road safety and transport policies. 'If states don't act on certain matters, important reforms are left out. The idea is to avoid a situation where nothing moves forward due to jurisdictional gaps,' a source said, adding that discussions are underway and the final proposal is likely to be taken up soon. The proposed changes would make select Central guidelines mandatory, particularly those related to road safety, vehicle regulation, and transport policy.
