Competition Bureau drops inquiry into American attraction dominance in Banff and Jasper

Canada's Competition Bureau has dropped its probe into an American company's dominance of the Banff and Jasper sightseeing industries.
Last summer, operators at Norquay, Lake Louise and Banff Sunshine filed a complaint against Arizona-based Viad Corp.
At the time, they accused Viad and its subsidiary Pursuit of monopolistic practices after acquiring the Jasper SkyTram.
The purchase brought the company's share of the area's so-called 'prime paid' tourist attractions to six of nine: it also operates the Banff Gondola at Sulphur Mountain, the Columbia Icefield Skywalk, the Columbia Icefield Adventure, the Lake Minnewanka Cruise and Jasper's Maligne Lake Cruise.
Further, Viad owns the bus line Brewster Express—which transports thousands of tourists every day throughout the two national parks and their main sights—and 10 local hotels, including Banff's Mount Royal and Elk and Avenue.
After the SkyTram purchase, competitors told CTV News Viad should be forced to sell off assets to increase consumer choice in the area.
But this spring, the Competition Bureau of Canada sent Norquay Ski and Sightseeing Resort's Adam Waterous a note saying its investigation had come back clear.
'Based on the information obtained by the Bureau,' the letter reads, 'it does not appear the acquisition has resulted in or is likely to result in a substantial lessening or prevention of competition.'
'The commissioner has discontinued the inquiry.'

The union welcomes the move to expand and tighten tariff rate quotas (TRQs) on non-FTA countries to 50% of 2024 levels and on FTA at 100% of 2024 volumes, with a 50% tariff on excess imports. The USW also applauds the governments trailblazing measures to address global overcapacity directly as the USW has called for and the government's commitment to require Canadian steel in federally funded infrastructure projects – something the union has demanded for years. The USW is also encouraged by the government's $1billion commitment through the Strategic Innovation Fund to address domestic steel capacity gaps and build domestic supply resiliency. This is an issue the USW has been bringing attention to for years. 'These are significant wins for our members. We've been calling for expanded and tighter import limits since the June announcement and for Buy Canadian rules for years and it's encouraging to see those demands finally reflected in federal policy,' said Marty Warren, USW National Director. 'Mandating Canadian steel in public projects isn't just good for jobs – it's good for the environment and for supply chain resilience.' While today's plan delivers long-term investments and structural changes the union has long demanded, USW stresses the need for continued vigilance. The union expects to be closely consulted on implementation and calls for ongoing monitoring to ensure the new measures are effective in preventing further harm to Canada's steel sector. The USW also recognizes the government's recent expansions to Employment Insurance but continues to call for further improvements with better access and increased income support for affected workers. The USW says it will continue to work with the federal government to monitor and review the effectiveness of the TRQ program and the import situation and on building a long-term industrial strategy, but it still needs to deliver urgent and immediate protections for workers. 'Steelworkers have fought for these changes for years – today's announcement is a direct result of that pressure,' said Warren. Burgundy Diamond Mines says it's laid off several hundred employees and contractors and has temporarily stopped open pit mining at Point Lake — one of its two active operations at the Ekati Diamond Mine. In an emailed statement to CBC News on Wednesday, Ariella Calin, a communications manager for the company, said mining the Point Lake kimberlite pipe had become "sub-economic" because diamond prices have reached record lows. Calin said Burgundy will continue to maintain the open pit so that operations can start again quickly if the economic situation gets better. She also said mining at the Misery underground mine, about two kilometres away from Point Lake, will continue and that its "production rates have significantly improved in recent months" with new mining techniques and equipment. Ekati is one of the N.W.T.'s three diamond mines, which are all approaching closure — raising fears for how the N.W.T.'s economy will pivot once they close, and what it will mean for Indigenous governments, as the mines provide revenue and jobs for many communities. All three mines reported millions of dollars in losses in 2024, with Ekati seeing a $94.7-million loss.
