'Kg Sg Baru project must proceed' [WATCH]

KUALA LUMPUR: The stalled redevelopment of Kampung Sungai Baru must resume immediately, said Titiwangsa member of parliament Datuk Seri Johari Abdul Ghani.
"The development order has been granted.
"So, they must proceed," he said, adding that it could take another five years to complete the project.
However, Johari, who is plantation and commodities minister, said the continuation of the project should not prevent residents who are refusing to move out from seeking legal redress.
"If they want to take the matter to court, they must be allowed to. If the court orders 20 per cent more in compensation, then just pay it."
He said this on Podcast Utama Buletin TV3 with Mior Abdul Malik Raiyani and Azaria Tagaya tonight.
"Don't appeal. Proceed with the project." He added that the developer had obtained 3.16ha of land at a relatively low valuation considering its development potential.
Johari said the project's troubles began when the developer Ritzy Gloss Sdn Bhd, later renamed KL City Gateway Sdn Bhd, identified the area's redevelopment potential during his first parliamentary term from 2013 to 2018.
"While the Legasi Kampong Bharu residential project was being completed by UDA Holdings Bhd, developers expressed interest in developing nearby Kampung Sungai Baru."
He said the developer bypassed him as the MP at the time, choosing instead to work with then-Kuala Lumpur mayor Tan Sri Ahmad Phesal Talib to approach residents.
"At that time, I found out about this and didn't mind if the interested parties were just fact-finding.
"But I later realised there was a serious effort to relocate residents," he said.
He said he met residents in 2017 and advised them not to sign any agreement with the developer, as the company had a paid-up capital of less than RM100,000.
While he supported the idea of redeveloping the ageing, rundown flats that date back to the 1970s, Johari said only financially sound developers should undertake the task.
"But not all residents heeded my advice.
"Some (residents) associations supported Ritzy Gloss' proposal; others opposed it."
He said the developer got those who agreed to sign a joint venture agreement, not a sale and purchase contract.
He said some residents were enticed by offers of RM10,000 for relocation and RM1,200 monthly rent, along with the promise of new housing within four years.
The agreements, he said, were signed after his electoral defeat.
In 2020, the developer sought to acquire the land under the Land Acquisition Act, a move Johari questioned.
"With only 67 per cent of owners agreeing, is it logical to invoke the Act?"
The project was gazetted under Section 4 of the Land Acquisition Act on June 18, 2021, and the gazette under Section 8 was issued on June 21 the same year.
Johari said there was no oversight after he lost in the 2018 election.
"When I was MP, no one relocated because I warned them not to. After I lost, no one checked."
Johari was re-elected to the constituency in 2022, and today, only 67 per cent of the 328 households — 264 flats and 64 terraced houses — have agreed to relocate.
"The remaining 33 per cent did not, and without their consent, the project cannot proceed."
He said residents who were staying put were offered unfair compensation, especially for terraced house owners who were offered RM940,000 to RM960,000 — an insufficient amount to buy similar properties in the city.
The relocation of the 67 per cent of households who agreed should have been halted until the remaining 33 per cent agreed, he said.
"Now, vandalised units can't be restored," he said, adding that 109 households — 72 flats and 37 terraced houses — still refused to leave.
Even with the completion of the project, he warned against unrealistic expectations of the properties' values.
"Once ready, we'll assess whether the promised value is real... Will these flats be worth millions as claimed? We'll see," he said.
The land acquisition in Kampung Sungai Baru involved terraced houses and flats in Pangsapuri Sungai Baru.
The project was initiated in 2016.
In July 2024, Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa said in the Dewan Rakyat that the development order for the project had been approved.

For COD scams, Faris explained that perpetrators often pose as delivery personnel and persuade victims to pay for a parcel by claiming it was ordered by their pouse or another family member. — Freepik PETALING JAYA: Online shoppers are urged to stay vigilant as Ninja Van Malaysia said it has received over 3,500 parcel scam reports in the first quarter of 2025 – the highest number recorded by the company compared to any previous quarter. In 2024, the company recorded more than 17,000 parcel scam cases with 40% of incidents concentrated in the Klang Valley. The majority of such cases involve cash-on-delivery (COD) schemes, where consumers end up paying for items they never ordered. Other common tactics include "ghost scams", in which victims are tricked into purchasing non-existent products or services advertised online, and phishing attempts via text messages or SMS where the sender impersonated the company. "At Ninja Van Malaysia, our responsibilities go beyond logistics. As a key player in the industry, we have a duty to educate the public against the rising scam threats," said chief executive officer Lin Zheng in a ScamMinar panel discussion held today (June 12). Chief sales officer Faris Maswan said victims were mostly from the older generation, who got duped into purchasing items like herbal products and amulets that were promoted on social media. They either end up not receiving the item at all or received products that were different from what was advertised. It's always a case of items being offered at a price that is just too good to be true, he said, adding that victims could end up losing up to RM1,000 in some cases. "Most of the time, it hovers around RM200," he added. For COD scams, Faris explained that perpetrators often pose as delivery personnel and persuade victims to pay for a parcel by claiming it was ordered by the victim's spouse or another family member. "Scammers would exploit the sense of familiarity that victims have for the person they think the parcel is for," said Raymon Ram, a fraud risk management specialist and president of NGO Transparency International-Malaysia. Faris explained that in phishing cases, victims would receive an SMS claiming they had an undelivered Ninja Van parcel: "Victims are then directed to a fraudulent website designed to steal money from their bank accounts." When these incidents were reported, Faris said an internal investigation was launched to determine whether there had been a data breach involving its customers. "Our infosec team found out that scammers were obtaining personal data from a website hosting leaked information from various sources. We also found that customers of other courier services were targeted by similar scams," he said. Raymon added that scammers can obtain users' personal data from forums on the dark web and use the information to carry out various schemes. "The newly enforced Cyber Security Act 2024 requires organisations in critical sectors to report any breaches to the National Cyber Security Agency. We'll have to see what kind of impact this will have. I hope companies will start taking cybersecurity more seriously," he said. Faris said cases would also be investigated based on customer service complaint rate. "If it's a critical case with directive from the authorities, we would block accounts (on their platform related to fraudulent complaints). In the last quarter, we have blocked more accounts than before," Faris said, adding that he also urged victims to come forward and make reports to the right channels as part of a measure to protect other users. The Selangor deputy head of Commercial Crime Investigation Department (Intelligence/Operation) Yap Huat Tian said it's also crucial for more people to be vigilant about their online safety and privacy. Don't assume that it's only older generation that can get scammed. As long as you have a smartphone, you can be a victim, he said.

KUALA LUMPUR: More than one in five of Frontken Corp Bhd's voting shares were cast against granting the board authority to issue new shares at its annual general meeting (AGM) on Thursday, reflecting unease over potential equity dilution. In a filing with Bursa Malaysia, the company said it received 78.8 per cent support for the mandate, which allows the board to issue up to 10 per cent of its issued capital without prior shareholder approval until the next AGM. The 21.2 per cent dissent, amounting to over 233.9 million shares, was the highest level of opposition among the six resolutions tabled. According to an earlier AGM notice, Frontken viewed the mandate as a tool to respond swiftly to funding needs for working capital or potential investments. However, it clarified that no share issuance was currently planned. "At this juncture, there is no decision to issue any additional share. If there should be a decision to issue any new share after the general mandate is sought, the company will make an announcement," the notice stated. The proposal to renew the company's authority to buy back up to 10 per cent of its own shares also passed, with 86.7 per cent voting in favour and 13.3 per cent against, a narrower margin compared to other resolutions. The RM50 million buy-back mandate will be funded through retained profits or borrowings. As of end-2024, Frontken had RM33.7 million in retained earnings, according to its share buy-back statement. The company repurchased just over 1.1 million shares from the open market in March, bringing its total treasury shares to over 8.3 million. The buy-back was positioned as a tool for managing capital, stabilising the share price and rewarding shareholders. Meanwhile, two other resolutions saw modest but notable pushback, with nearly five per cent voting against both the proposed directors' fees and benefits of up to RM600,000, and the re-election of Ng Chee Whye as a board member. The reappointment of the company's auditors was backed by 99.1 per cent of voting shares, while the re-election of Koh Huey Min saw similarly strong support, with nearly 99 per cent in favour. Frontken specialises in surface engineering and precision cleaning for the semiconductor, oil and gas, power, petrochemical and marine industries. As at 3.19pm, Frontken's shares rose 0.77 per cent or three sen to RM3.95, with 882,800 units traded. This valued the company at RM6.03 billion. Year-to-date, the stock has fallen 10.86 per cent.
