Marine viaduct to be built to link southern Penang with Silicon Island
Chief Minister Chow Kon Yeow said the four-lane viaduct is a key component of the Pan Island Link 2A (PIL2A) project, which is a strategic infrastructure initiative aimed at strengthening connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge or the Second Penang Bridge, as well as supporting the state's long-term urban growth.
He said construction work on the viaduct would begin this month, with the first phase expected to be completed by mid-2027 to support the opening of the first factory to operate on Silicon Island in the same year.
'The total cost of PIL2A phase one is RM390 million, covering the construction of 1.5 kilometres of infrastructure connecting the land area at Permatang Damar Laut to Silicon Island, including the construction of a 380-metre permanent marine viaduct.
'The components in PIL2A phase one will also connect Silicon Island with the Second Bridge at Batu Maung Roundabout and the Penang International Airport (LTAPP) through the construction of an elevated highway to improve connectivity,' he told reporters after visiting Silicon Island to see the progress of development there, which has now reached 64.75 hectares.
According to Chow, the contractor has completed the construction of a 378-metre temporary bridge to provide access for construction and infrastructure works on Silicon Island, which will have a community hub, including Medan Selera Matang, to be built at Permatang Damar Laut overlooking Silicon Island.
He said the initiative is to ensure that those affected by the development project there, especially food stall traders, can be relocated, thus reflecting the state government's commitment and concern.
'The development of the community hub on land covering approximately 0.8 hectares will also include a new Village Community Management Council (MPKK) hall, Fishermen's One-Stop Service Centre, food stalls and restaurants, as well as a shed for fishermen,' he said.
Chow said to support the initial water supply needs of Silicon Island, a suction tank and pump house will be built on land adjacent to Medan Selera Matang, with construction work to commence in the third quarter of this year and is expected to be completed by the end of 2027.
Meanwhile, Penang Infrastructure Corporation Sdn Bhd (PICSB) chief executive Officer Datuk Seri Farizan Darus said that the total construction cost for the community facilities, pump houses and suction tanks is estimated at RM36 million.
'This facility (community hub) is expected to be a vibrant new destination that will not only benefit residents, but also have the potential to attract more tourists, thus supporting tourism and the local economy,' he said.
Silicon Island, with a land area of 930.78 hectares, is a reclamation project owned by the Penang government. It marks the first time the state government is directly undertaking a reclamation project to ensure long-term economic growth.

PENANG continues to get foreign investment interest despite uncertainties caused by the 19% tariff on Malaysia's exports to the United States, says Chief Minister Chow Kon Yeow. 'I attended a coordination meeting on a big investment and even though this is still at the initial stage, all relevant agencies are working towards securing this investment,' he said in a press conference at his office. Chow said despite the uncertainties, Penang remained committed to developing its integrated circuit (IC) design ecosystem through initiatives such as Silicon Design @5km, the IC Design Park and the Penang Chip Design Academy. 'The 19% tariff on Malaysian exports to the US, matches rates imposed on other Asean countries. 'This places Malaysia back on a level playing field in the region.' When asked about investment and job opportunities in Penang in the past five years, Chow said between 2020 and the first quarter of 2025, the state recorded RM191.4bil in approved manufacturing investments. 'There have been 79,498 jobs created during that period. 'The annual breakdown for the investments are RM14.1bil in 2020, RM76.2bil (2021), RM13.7bil (2022), RM63.4bil (2023), RM17.3bil (2024) and RM6.7bil in the first quarter of 2025,' he said. On reports that the US may impose a 100% tariff on imported semiconductor chips, Chow said no official decision has been made. 'We will have to wait for the official announcement. 'Such speculation prolongs uncertainty and affects decision-making by multinationals.' Prior to Aug 8, he said semiconductor exports from Malaysia to the US were exempt from the 19% tariff. He urged the Investment, Trade and Industry Ministry to continue engaging with the US to maintain the exemption. On Aug 6, US President Donald Trump reportedly said the US would impose a tariff of about 100% on imported semiconductor chips and that the new tariff rate would apply to 'all chips and semiconductors coming into the US'. However, Trump said the tariff would not apply to companies that had already committed to manufacturing in the US or were in the process of doing so.

Penang aims for RM156 bln GDP by 2030 with digital economy plan
GEORGE TOWN: Penang aims to boost its Gross Domestic Product (GDP) from RM116 billion in 2023 to RM156 billion by 2030 under the newly launched Digital Economy Master Plan (DEMP) 2025-2030. State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the plan targets raising the digital economy's contribution to 35 per cent of Penang's GDP by 2030. The state also aims to attract RM20 billion in digital investments, including in integrated circuit design, and RM130 billion in advanced semiconductor manufacturing. Zairil added that the plan includes socio-economic goals such as increasing median household income by 17 per cent to RM7,700 by 2030. It also seeks to create 50,000 new digital jobs and upskill 30 per cent of the workforce. 'The Penang DEMP 2025-2030 is not just a document, it is a blueprint for action, a call to build a connected, competitive and inclusive digital Penang,' he said. The plan aims to transform civil service delivery, increase digital-ready businesses, and position Penang as a hub for emerging technologies. Other targets include reducing energy intensity by 25 per cent and increasing renewable energy usage to 10 per cent by 2030. Zairil noted that the DEMP is structured around four strategic pillars: Digital Government, Digital Economy, Digital Society, and Digital Foundation. These pillars are supported by 16 initiatives to ensure Penang achieves its vision and strategic goals. Penang eyes AI as key driver for economic growth, competitiveness
GEORGE TOWN: Penang is prioritising artificial intelligence (AI) as a core driver to enhance long-term economic competitiveness and sustainability under its innovation-led development strategy. Chief Minister Chow Kon Yeow said AI will be pivotal in advancing digital education, improving smart public services and fostering entrepreneurship under the Penang2030 Vision, themed 'A Family-Focused, Green and Smart State that Inspires the Nation.' "Penang has long been a national technology hub. As we shift to a knowledge- and innovation-based economy, AI is critical for sustained growth and global relevance," he said at the launch of AI Horizon 2025 today. The initiative is backed by the upcoming Penang Digital Economy Master Plan 2025–2030, which focuses on business digitalisation, talent development, as well as strengthening the startup and high-tech ecosystem, including AI hubs, data centres and tech incubators. Also present was Deputy Chief Minister II Jagdeep Singh Deo, chair of the state's Human Capital Development, Science and Technology Committee. Chow noted the initiative aligns with the federal government's goal under the 13th Malaysia Plan (13MP) to establish Malaysia as a regional AI leader by 2030. "The digital future cannot wait. AI must be embraced beyond professionals and introduced early in schools, Technical and Vocational Education and Training (TVET) institutions and universities," he said. Chow also praised the strong turnout at AI Horizon 2025 as a sign of public readiness to embrace AI technology. Organised by Tech Dome Penang in partnership with the Ministry of Science, Technology and Innovation (MOSTI), HRD Corp, Penang Island City Council (MBPP), the State Education Department (JPNPP), and Penang STEM, the one-day event brought together policymakers, industry leaders and educators to accelerate AI adoption at national and global levels.
