PCMC becomes first civic body in Maha to raise funds through green municipal bonds

Pune: The Pimpri Chinchwad Municipal Corporation (PCMC) has become the first civic body in Maharashtra to successfully raise funds through green municipal bonds.
The civic body has raised Rs200 crore in this manner, receiving an overwhelming response from investors, a senior PCMC official told TOI.
The bonds were floated via private placement on the BSE's Electronic Bidding Platform and attracted bids worth Rs513 crore — oversubscribing the offer by 5.13 times.
The base issue of Rs100 crore was fully subscribed within just one minute of opening, indicating strong investor confidence, said the official.
Now, the Rs200 crore will fund two major green infrastructure projects — the Harit Setu project in Nigdi Pradhikaran and the redevelopment of Telco Road from Gawali Matha to Indrayaninagar Chowk.
Both initiatives are aimed at advancing sustainable and climate-resilient urban development. They are also designed to promote non-motorised transport and improve last-mile connectivity for commuters.
PCMC municipal commissioner Shekhar Singh stated that work on the Harit Setu project commenced around six months ago, with a completion deadline of 30 months. The redevelopment of Telco Road is also expected to begin soon, allowing for the immediate diversion of the raised funds to accelerate project timelines.
"Harit Setu will be a first-of-its-kind project offering integrated first- and last-mile connectivity. It is set to be completed before the Bhakti Shakti Metro station in Nigdi becomes operational. Since it connects with the BRTS, it will ensure enhanced connectivity for commuters," Singh told TOI.
He also highlighted that the bonds were issued at a competitive interest rate of 7.85% for a five-year tenure — lower than the 7.97% rate recently offered to Chennai Municipal Corporation around two weeks ago.
Singh said this reflects PCMC's strong financial credibility. The civic body holds a 'AA+ Stable' rating from both CRISIL and CARE Ratings.
It may be noted that only a few municipal corporations in India — such as Vadodara, Ahmedabad, Ghaziabad, and Indore — previously raised funds through green bonds. PCMC's standing committee approved the green bond proposal in July 2023, and it received state govt's nod in Feb this year.
Singh said PCMC is taking steps towards sustainability and is ready to invest in green projects. The civic body will be spending money much in advance, ensuring there will be no issue about the utilisation of funds, unlike earlier reported at PMC for municipal bonds.
As an added incentive under Central govt's push for environmentally responsible financing, PCMC will also be eligible for an additional Rs20 crore grant.
Singh noted that the central govt offers up to 25% grant support for green projects, provided over 50% of funding is raised through mechanisms like green bonds. "The Harit Setu project meets these criteria. We will apply for the grant, and if sanctioned, the interest cost on the bonds will also be almost recovered," he said.
Earlier, in July 2023, PCMC raised Rs200 crore through regular municipal bonds, which are currently being used to finance the ongoing riverfront development project.

The US's new tariffs on Indian auto components are set to cause immediate disruption, with analysts and industry experts warning that 15-20 per cent of India's exports to its largest auto-parts market could be lost in the short term, ToI reported. The US accounts for 27 per cent of India's auto component exports, meaning around 8 per cent of the country's total production will be directly affected, said Jitin Makkar, group head and senior vice-president (corporate ratings) at ICRA . According to the Automotive Component Manufacturers Association (ACMA), exports to the US stood at nearly $7 billion in 2024. Of this, $3.6 billion worth of parts and components for cars and small trucks will now attract a 25 per cent duty. The bigger hit will come from the remaining $3 billion, which includes commercial vehicle parts, construction equipment components, off-highway machinery, and tractor and farm equipment parts, all of which will face a reciprocal tariff of 50 per cent. While larger original equipment manufacturers are already exploring alternative markets, the impact will be most severe for small and medium-sized enterprises (SMEs) that make up the bulk of the sector. Noble Cast Comp, an aluminium casting manufacturer in Bhosari, sends 60 per cent of its products to the US. Its chairman and managing director, Nitin Bhagwat, said American customers were already asking the company to share the tariff burden, which would squeeze profit margins. In Pimpri Chinchwad, R K Industries exports computer numerical control machined components to global auto firms, with 20 per cent of its shipments going to the US. 'Effects are expected to be felt from next month, with US customers likely seeking price reductions due to increased landing costs and clients may also explore alternative suppliers from countries with lower costs,' said the company's operations head, Nilesh Khaire. The effective duty rates will range from 25-28 per cent to 45-50 per cent, depending on the product category, and the extent of the impact will vary based on how essential the exported component is. Ravindra Patki, managing partner at Vector Consulting Group, said, '30-40 per cent of India's auto component exports to the US comes from programmes in which India is one of multiple approved suppliers with a defined share of business.' For larger exportable parts, Indian suppliers will be at a disadvantage compared with exporters from countries such as Japan, Vietnam and Indonesia, which face lower tariffs of 15-19 per cent. Component makers say much will depend on their individual ties with US buyers. Sipra Engineering managing director M Umadi said, 'US customers, accounting for 28-32 per cent of exports, have assured support if we maintain cost, quality and delivery standards, but may request cost reductions later.'

Panaji: The fisheries department has invited tenders for drone-based surveillance and digital data maintenance to curb rising cases of illegal cross-border fishing within Goa's 12-nautical-mile territorial waters. 'The directorate of fisheries is inviting the tender for 'appointment of agency for drone-based surveillance and digital data maintenance' for enforcement of the Goa Marine Fishing Regulation Act, 1980 and Rule 1982, under the department of fisheries, govt of Goa,' the circular states. In June, TOI reported that the fisheries department tested drones on trial for two months to monitor illegal fishing. With the pilot project now complete, the department plans to expand drone surveillance to crack down on fishing using LED lights, bull trawling, and cross-border fishing. The e-tender notice states that the last date for online requests for tender documents is Aug 18 at 2pm, with bid submissions accepted until 5pm. Technical bids open on Aug 19 at 11am, followed by presentations from eligible bidders at 3pm before a selection committee in Panaji. Financial bids open on Aug 20 at 11am. The tender document costs Rs 5,000 (non-refundable), with an earnest money deposit (EMD) of Rs 2 lakh, valid for 180 days. Officials said that the tender process can change, and the directorate may extend deadlines, cancel bids or reject proposals without an explanation.
