Solar, grid upgrades to drive RE momentum

The Star2 days ago
PETALING JAYA: The utilities sector and renewable energy (RE) subsector continue to benefit from structural policy tailwinds, driven by Malaysia's ambitious decarbonisation goals under the National Energy Transition Roadmap.
MBSB Research said solar remains a multi-year growth engine, on top of the incoming battery energy storage system (Bess) requirements, which will benefit engineering, procurement, construction and commissioning (EPCC) players such as Solarvest Holdings Bhd , Samaiden Group Bhd , Pekat Group Bhd , Sunview Group Bhd and Northern Solar Holdings Bhd.
Tenaga Nasional Bhd will be the key beneficiary in the asset ownership space from both RE capacity expansion and grid upgrade investments.
'As of July 2025, Malaysia achieved an operational RE capacity of 4.57GW, making up about 17% of the country's current installed capacity. This was led predominantly by solar at 4.24GW,' MBSB Research said in a report yesterday.
The evaluation process for large scale solar (LSS) 5+ has been completed and winning bidders will be notified soon.
Notably, the programme is divided into Package A with a quota of 1.5GW for land-based solar power plants, while Package B is for the remaining 500MW, specifically for floating solar.
This will add another 2GW of solar capacity by 2027.
'We expect further news flow surrounding this in the next few weeks.
'Following this, we also expect the Energy Transition and Water Transformation Ministry, or Energy Commission, to announce LSS6, which may add another 2GW of solar capacity, coupled with Bess requirements,' the research house said.
MBSB Research said it previously estimated that solar would be dominant, accounting for a 25%, 39%, 52% and 58% share of the capacity mix in 2035, 2040, 2045 and 2050, respectively, growing at a compound annual growth rate of 14% between 2025 and 2050.
'This underpins a multi-year growth story for solar EPCC companies and also asset-owners, through power generation over the long-term,' it said.
Further, MBSB Research said the Energy Transition and Water Transformation Ministry is expected to announce a new version of the net energy metering (NEM) programme this month.
The research firm said it was hinted that this could be a hybrid mechanism of NEM and self-consumption, or an entirely new programme.
'The ministry is in the midst of finalising the new programme, which will be aligned with the new tariff structure and designed in a way that gradually shifts away from subsidy dependency.'

PETRA to enhance National Water Policy for sustainable supply in Malaysia

KOTA BHARU: The Energy Transition and Water Transformation Ministry (PETRA) is prioritising the National Water Policy to ensure safe and sustainable water supply nationwide. Deputy Prime Minister Datuk Seri Fadillah Yusof stated that this initiative will bolster water security and position Malaysia as a dynamic water hub. He highlighted the policy's potential to drive economic growth, create jobs, and support research and development. Fadillah emphasised the Department of Irrigation and Drainage's (JPS) role in fostering federal-state collaboration for integrated water management. He stressed the need for an efficient information system to safeguard water resources and ecosystem sustainability. Speaking at the 2025 JPS Senior Managers and District Engineers Conference, he reiterated PETRA's commitment under the 13th Malaysia Plan. The minister noted that climate change and shifting rainfall patterns make water security a critical focus. Thrust A7 of the 13MP aims to strengthen flood mitigation through innovative and integrated strategies. Fadillah urged JPS to lead in sustainable water management to address future challenges. He called for stronger policy facilitation at state and district levels to prevent gaps in water project execution. Kelantan Menteri Besar Datuk Mohd Nassuruddin Daud also attended the conference. - Bernama

Kelantan thanks ministry, DID for RM4.15b project allocation

KOTA BARU: The state government has expressed its gratitude to the Energy Transition and Water Transformation Ministry (Petra) and the Drainage and Irrigation Department (DID) for approving a RM4.15 billion development allocation for the state. Menteri Besar Datuk Mohd Nassuruddin Daud said the funding would cover 17 projects aimed at ensuring the wellbeing and safety of the people, particularly in reducing floods and preserving the state's coastline. He said among the projects were Flood Mitigation Plan (RTB) initiatives to protect properties, and demonstrate the government's commitment to safeguard the people. "These projects must be implemented with comprehensive planning, thorough studies and active involvement of local communities to ensure that the outcomes are positive and sustainable. "The flood mitigation project not only reflects the collective effort and cooperation of all parties, but also proves our capability to deliver quality work within the stipulated timeframe," he said. He was speaking at the opening of the DID's senior officers and district engineers conference here today. The conference was closed by Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also Petra minister. Nassuruddin said the recent major floods had left residents homeless, destroyed farmlands and severely affected businesses, besides straining the government's resources. "As a mitigation measure, the government and disaster management agencies have undertaken various initiatives, including the construction of flood barriers, dams and improved drainage systems. "In facing the aftermath of the recent floods in Kelantan, I have urged the DID to urgently repair all infrastructure damaged by the disaster through a comprehensive and phased approach," he said. The state government, he added, would strengthen disaster management efficiency through a structured drainage and irrigation plan in all flood-affected areas. "This will be carried out by building concrete drains and modern, eco-friendly drainage systems. With the implementation of the Eco-Friendly Drainage System Master Plan in major towns, we hope to reduce flash flood risks and ensure a resilient drainage system for the future," he said.

CPO prices expected to remain firm in 2025

MBSB Research expects the CPO price to average at RM4,100 a tonne in 2025. PETALING JAYA: Crude palm oil (CPO) prices remain supported by bullish fundamentals and higher demand from price-sensitive markets like Pakistan and India, despite signs of production and stock levels rising. Indonesia's plans to roll out a B50 biodiesel mandate in 2026 and call on local producers to raise sales in the domestic market are supportive of CPO prices, CGS International Research (CGSI Research) noted. 'We view the recent price support from Indonesia's biodiesel and Domestic Market Obligation measures is likely to be temporary, while ample global vegetable oil supply and sluggish demand fundamentals should continue to cap meaningful upside in CPO prices,' the research house stated in a report. It expects sustained earnings from pure upstream plantation players given current CPO is holding around the RM4,200 per tonne price level. Malaysia's CPO stock level rose to a 19-month high of 2.1 million tonnes in July as production rose 7.1% and exports eased to 1.3 million tonnes, down some 22.9% year-on-year (y-o-y). The fall in exports came despite a widening price premium over soybean oil in July at US$332 per tonne. Furthermore, MBSB Research noted that despite the July discount premium being 55% above the three-year average of US$214 per tonne, demand for CPO remained muted. It expects the premium risk to ease as fresh fruit bunches and CPO output continue to recover amid ample stock levels. It expects the CPO price to average at RM4,100 a tonne for 2025. Malaysia's CPO production is forecast to rebound in 2025, as the year-to-date production of 10.77 million tonnes is running at 4% above the 10-year January-to-July output of 10.35 million tonnes. Oilworld, a source of independent global market analyses and forecasts, is expecting the country's total production to hit 19.3 million tonnes while the US Department of Agriculture is forecasting 19.4 million tonnes output. Kenanga Research is of the view that Malaysia's 2025 CPO production will hit 19.2 million tonnes, which is above the historical 10-year average of 19 million tonnes. It expects demand supply fundamentals of the global edible oil market to support CPO prices in 2025 and 2026.
