Britain launches 500 million pound fund for vulnerable children
The Better Futures Fund aims to provide support for struggling families and give children access to better education and a safe home over the next 10 years, the government said.
Prime Minister Keir Starmer and his finance minister Rachel Reeves are under pressure from their own Labour Party lawmakers to provide more support for low-income families.
Earlier this month, Starmer was forced to gut key parts of his welfare reform plan in order to pass legislation through parliament.
'This fund will give hundreds of thousands of children, young people and their families a better chance,' Reeves said in a statement.
'Our 'Plan for Change' will break down barriers to opportunity and give them the best start in life.'
The finance ministry said it planned to raise another 500 million pounds from local government, social investors and philanthropists.
Mel Stride, finance spokesman for the opposition Conservative Party, said he welcomed the new funding but said Labour's economic policies had hurt struggling families.
The government is also considering whether to abolish a two-child limit on welfare payments to parents as it reassesses several unpopular policies to reverse a slide in its poll ratings.

LONDON — British Prime Minister Keir Starmer and Germany's Chancellor Friedrich Merz signed on Thursday a treaty targeting smuggling gangs, boosting defence exports, and reinforcing UK-Germany trade ties. 'This is a historic day for German-British relations,' said Merz, making his first official visit to the UK since taking office in May. 'We want to work together more closely, particularly after the United Kingdom's withdrawal from the European Union. It is overdue for us to conclude such a treaty with each other.' Starmer described the treaty as "the first of its kind ever" and called it a 'statement of intent, a statement of our ambition to work ever more closely together." The "Kensington Treaty" — the first since the second world war — includes a commitment from Berlin to make facilitating the smuggling of migrants to the UK a criminal offence. A statement from Downing Street said the law change — expected to be passed by the end of the year — will give German authorities more powers to investigate and take action against warehouses and storage facilities used by smugglers to conceal small boats for Channel crossings. 'Chancellor Merz's commitment to make necessary changes to German law to disrupt the supply lines of the dangerous vessels which carry illegal migrants across the Channel is hugely welcome,' Starmer said. The treaty builds on a defence pact the UK and Germany, two of the biggest European supporters of Ukraine, signed last year, pledging closer co-operation against a growing threat from Russia. Starmer has worked to improve strained relations with the UK's European neighbours after its departure from the EU in 2020. While he has ruled out re-joining the 27-member bloc's single market, he has sought to increase defence cooperation and reduce trade barriers through new arrangements. During a working lunch at 10 Downing Street, the two leaders also discussed ways to boost European support for Ukraine, including the announcement that German defence startup Stark, which makes drones for Ukraine, will open a factory in the UK. A document released by the German government states that the countries are committed to greater cooperation on joint military and training exercises, as well as working together to combat cyber threats and information warfare. The leaders also unveiled a joint export campaign to co-produce equipment such as Boxer armoured vehicles and Typhoon jets, and to develop a deep precision strike missile over the next decade. Other parts of the treaty aim to deepen economic cooperation by promoting employment and the creation of high-quality jobs, plans for a new cross-border rail link and visa-free travel measures for certain groups. Of the limited arrangement that will make it easier for schoolchildren to go on exchange trips, Merz said he was glad the agreement would allow "the young generation in particular has an opportunity to get to know both countries better." At the signing of the agreement, Merz said he was "surprised" to learn the deal was the first UK-Germany treaty since World War II. "We had you in the European Union and we thought that was enough, but we are now learning that it's not enough so we have to do more on that," he said. UK signs treaty on defense, trade and migration with Germany as Europe bolsters security
LONDON: UK Prime Minister Keir Starmer and German Chancellor Friedrich Merz signed a landmark treaty on Thursday that pledges to tighten defense ties, as European nations try to protect Ukraine, and themselves, from an aggressive Russia in the face of wavering support from President Donald Trump's US-focused administration. Merz said it was 'a historic day for German-British relations' as he signed an agreement that also commits the two countries to boost investment and strengthen law-enforcement cooperation against criminal people-smuggling gangs using the English Channel. 'We want to work together more closely, particularly after the United Kingdom's withdrawal from the European Union,' Merz said. 'It is overdue for us to conclude such a treaty with each other.' A partnership with a purpose The treaty builds on a defense pact the UK and Germany, two of the biggest European supporters of Ukraine, signed last year committing to closer co-operation against the growing threat from Russia. It includes a promise to 'assist one another, including by military means, in case of an armed attack on the other,' though it's unclear what practical impact that will have, since both countries are NATO members and bound by the alliance's mutual defense pact. 'The E3 – Great Britain, France and Germany — are converging in their positions on foreign policy, on security policy, on migration policy, but also on economic policy issues,' he said. Weapons for Ukraine Merz and Starmer discussed ways to boost European support for Ukraine, following Trump's announcement of a plan to bolster Kyiv's stockpile by selling American weapons to NATO allies who would in turn send arms to Kyiv. Merz signaled that those plans are still a work in progress, saying it might take 'days, perhaps weeks' before weapons reach Ukraine. He said that 'above all, we need clarity on how weapons systems that are given up from the European side will be replaced by the US' During the trip the leaders announced that German defense startup Stark, which makes drones for Ukraine, will open a factory in England. They also agreed to jointly produce defense exports such as Boxer armored vehicles and Typhoon jets, and to develop a deep precision strike missile in the next decade. Starmer also praised Merz for his help curbing the smuggling gangs that brought 37,000 people across the English Channel from France in small boats in 2024, and more than 22,000 so far in 2025. Dozens have died attempting the journey. Berlin agreed last year to make facilitating the smuggling of migrants to the UK a criminal offense, a move that will give law enforcement more powers to investigate the supply and storage of small boats to be used for the crossings. Merz committed to adopting the law change by the end of the year, a move Starmer said 'is hugely welcome.' Student exchange trips Starmer has worked to improve relations with Britain's neighbors, strained by the UK's acrimonious departure from the European Union in 2020. He has sought to rebuild ties strained by years of ill-tempered wrangling over Brexit terms, and worked to reduce trade barriers and to strengthen defense cooperation. But he has ruled out rejoining the 27-nation bloc's single market or customs union, and has been cool to the idea of a youth mobility agreement with the EU. Britain and Germany agreed on a more limited arrangement that will make it easier for schoolchildren to go on exchange trips. 'I am glad we were able to reach an agreement so that schoolchildren and students can come to Britain more easily in the future, and the other way round can come to Germany more easily, so that the young generation in particular has an opportunity to get to know both countries better,' Merz said.

EU urges Iran to return to nuclear talks immediately
Iran must resume diplomatic efforts immediately to reach a 'verifiable and lasting' nuclear deal, ministers from France, Britain, Germany and the EU's top diplomat told their Iranian counterpart, a French diplomatic source said on Thursday. 'The ministers also reiterated their determination to use the so-called 'snapback' mechanism — which allows for the reinstatement of all international sanctions against Iran — in the absence of concrete progress toward such an agreement by the end of the summer,' the source said after the first call between all the ministers since Israeli and US airstrikes on Iran's nuclear program in June. US President Donald Trump on Tuesday said Tehran was hoping to engage in discussions with the United States, but he is in no rush to talk with Iran. 'They would like to talk. I'm in no rush to talk because we obliterated their site,' Trump told reporters after his arrival in Washington following a trip to Pittsburgh, referring to US strikes on Iranian nuclear sites last month.
