
OECD Tax Framework Collapses as G7 Bows to Trump's reciprocal tax threat
Developments that have occurred in quick succession have crushed the successful efforts made in recent years to increase global cooperation aimed at raising tax revenues to take on a host of global challenges. Late in June, the non-US six (Canada, France, Germany, Italy, Japan, and the UK) in the G7 announced that they had agreed to a 'side-by-side solution' that amounts to a retreat from the existing global agreement to cooperate on corporate taxation. They have decided to exempt US multinationals from being subject to a minimum tax on their profits of 15 per cent, as required under an agreement sealed in 2021.
To recall, after years of negotiation, an agreement titled the 'OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (BEPS)' was arrived at in 2021 under the auspices of the Organisation for Economic Co-operation and Development (OECD), with non-OECD countries too joining the discussion. That agreement was a commitment on the part of over 140 governments to work towards implementing a common framework to tax the global profits of transnational companies that find ways to transfer to and record their profits in low tax locations where they often have little economic activity. The BEPS framework was a means to combat such tax avoidance practices that reduce national and aggregate global tax revenues, and help governments tax profits in jurisdictions where economic activity actually occurs and value creation takes place.

The core of the agreement, which recommended 15 actions, was named Pillar Two of the framework. This was by no means far-reaching. It merely set a 15 per cent floor rate of tax on the profits of multinationals in all the cooperating jurisdictions, which was much lower than the 25-30 per cent considered reasonable by those looking to raise resources for meeting various financing challenges. Dissatisfaction over this and the tardy move to implement the OECD agreement set off demands for a global tax convention under the auspices of the UN, which would give less developed countries more of a say in determining the terms of the agreement and a greater role in its implementation. Some progress has been achieved on this, with a UN General Assembly decision to constitute an ad hoc committee to draft the terms of reference for a UN Framework Convention on International Tax Cooperation. Negotiations on the convention were to occur over 2025 to 2027.
Weaponised tariffs
However, from the very start the US—though a party to the OECD agreement—has been expressing reservations about a number of the proposed measures, especially the Pillar Two global minimum tax. With US multinationals being the principal adopters of profit-shifting strategies, they would have been the main targets of any such minimum tax, however low. So, the US, while committed to the inclusive framework, campaigned during Donald Trump's first term as President of the US, for a much-diluted version of the minimum tax proposal. And, in Trump's more aggressive second term, in which he has chosen to weaponise tariffs and taxes, Pillar Two seems to be under attack. Going on the offensive, the original version of Trump's so-called 'big beautiful' budget Bill included a section—Section 899—that authorised the US government to impose 'revenge taxes' on foreign investments emanating from countries that 'discriminated' against US firms in their tax practices. Support for a minimum corporate tax on global profits in locations were they were actually earned was seen as an instance of such discrimination.
In the face of that threat, the non-US members of the G7 caved in and agreed to a side-by-side solution that exempts US multinationals from the global minimum tax provision, which amounts to dumping Pillar Two and with it the OECD agreement. That would also undermine efforts to institute an effective UN convention on international taxation, since leading countries are now likely to opt out of the convention. The link between the decision on the minimum tax and the proposed revenge taxes was clearly revealed when the US Treasury Department asked the US Congress to drop Section 899 because, in Treasury Secretary Scott Bessent's words, the US had secured concessions exempting US companies from the OECD's global minimum tax regime.
In fact, the Trump administration seems set to destroy all efforts at combating tax avoidance by threatening action against any international taxation measures that target multinational profits. Days after the 'side-by-side solution' was announced by non-US G7 members, Canada declared that it was scrapping a proposed tax on digital services companies that was to come into effect on June 30. The tax involved was a paltry levy of 3 per cent, which was to apply on revenues earned by firms like Meta, Netflix, and Amazon from cross-border provision of services to Canadian clients. But even that small levy was expected to increase Canada's federal government revenues by $5.3 billion over five years. Trump declared the tax a 'direct and blatant' attack on US firms, and suspended negotiations on a deal on reciprocal and special tariffs. Fearing that the tax would upend discussions on that deal, Canadian Prime Minister Mike Carney said that his government had decided to scrap the levy in order to facilitate resumption of trade talks.
Global repercussions
This too is likely to be a precedent with global repercussions. Many countries, especially in the EU like France have digital services taxes in place. Germany has been considering imposing a 10 per cent tax on global digital platforms like Meta and Google. And the European Commission has been talking of imposing a tax on the advertising revenues of tech firms. All of these are now under threat, as revoking them may be made a precondition for any deal on tariffs, even though there are signs that a baseline 10 per cent reciprocal tariff on imports into the US will remain and only special tariffs above these are up for negotiation.

One of Trump's slogans is that he wants to 'Make America Great Again' by bringing back manufacturing that had moved abroad, not least by relying on import tariffs. That could affect the profits of US firms if they are forced to withdraw from low-cost production locations abroad. Simultaneously, he seems intent on fighting discrimination against US multinationals to protect the profits of US firms. The possibility that the two objectives might be in contradiction seems lost on the President.

A year after Trump's near-assassination, friends and allies see some signs of a changed man
U.S. President Donald Trump was on stage at the Iowa State Fairgrounds earlier this month, kicking off the country's 250th anniversary celebration, when he heard what sounded like fireworks in the distance. 'Did I hear what I think I heard?' Mr. Trump remarked as he spoke from behind a wall of thick, bulletproof glass. 'Don't worry, it's only fireworks. I hope. Famous last words," he quipped, drawing laughs and cheers. 'You always have to think positive," he went on. "I didn't like that sound, either." The comments, just days before the first anniversary of Trump's near-assassination in Butler, Pennsylvania, served as a stark reminder of the lingering impact of the day when a gunman opened fire at a campaign rally, grazing Trump's ear and killing one of his supporters in the crowd. The attack dramatically upended the 2024 campaign and launched a frenzied 10-day stretch that included Mr. Trump's triumphant arrival at the Republican National Convention with a bandaged ear, President Joe Biden's decision to abandon his reelection bid and the elevation of Vice-President Kamala Harris as his successor. One year after coming millimetres from a very different outcome, Mr. Trump, according to friends and aides, is still the same Trump. But they see signs, beyond being on higher alert on stage, that his brush with death did change him in some ways: He is more attentive and more grateful, they say, and speaks openly about how he believes he was saved by God to save the country and serve a second term, making him even more dug in on achieving his far-reaching agenda. 'I think it's always in the back of his mind," said Sen. Lindsey Graham of South Carolina, a longtime friend and ally who was in close touch with Mr. Trump after the shooting and joined him that night in New Jersey after he was treated at a Pennsylvania hospital. 'He's still a rough and tumble guy, you know. He hasn't become a Zen Buddhist. But I think he is, I'll say this, more appreciative. He's more attentive to his friends," he said, pointing to Mr. Trump sending him a message on his birthday earlier this week. Ms. Graham added: "It's just a miracle he's not dead. He definitely was a man who believed he had a second lease on life." While many who survive traumatic events try to block them from memory, Mr. Trump has instead surrounded himself with memorabilia commemorating one of the darkest episodes in modern political history. He's decorated the White House and his golf clubs with art pieces depicting the moment after the shooting when he stood up, thrust his fist dramatically in the air and chanted, 'Fight, fight, fight!" A painting of the scene now hangs prominently in the foyer of the White House State Floor near the staircase to the president's residence. Earlier this year, he began displaying a bronze sculpture of the tableau in the Oval Office on a side table next to the Resolute Desk. And while he said in his speech at the Republican convention that he would only talk about what had happened once, he often shares the story of how he turned his head at just the right moment to show off his 'all-time favorite chart in history' of southern border crossings that he credits for saving his life. During a press conference in the White House briefing room last month, he acknowledged lingering physical effects from the shooting. 'I get that throbbing feeling every once in a while," he said, gesturing to his ear. 'But you know what, that's OK. This is a dangerous business. What I do is a dangerous business.' So to have him ask for that chart eight minutes in, and to have it come on the side that is opposite, caused him to look in a different direction and lift his head just a little because it was higher. And that just doesn't happen because it happened. It happened because, I believe, God wanted him to live.' As a result, she said, when Trump says things that 'are perfunctory — every president says 'God bless America' — well, it's more profound with him now, and it's more personal." She also credited the attack with helping change public perceptions of Trump during the campaign. 'For the American public to see a person who was such a fighter as he was that day, I think, as awful and tragic as it might have been, it turned out to be something that showed people his character. And that's helpful," she said. 'You know, I have an obligation to do a good job, I feel, because I was really saved,' Trump told Fox News Friday. 'I owe a lot. And I think — I hope — the reason I was saved was to save our country.' Roger Stone, a longtime friend and informal adviser, noted that Trump has had other brushes with death, including a last-minute decision not to board a helicopter to Atlantic City that crashed in 1989 and another near-assassination two months after Butler when U.S. Secret Service agents spotted a man pointing a rifle through the fence near where Trump was golfing. Stone said he's found the president 'to be more serene and more determined after the attempt on his life' in Butler. 'He told me directly that he believed he was spared by God for the purpose of restoring the nation to greatness, and that he believes deeply that he is protected now by the Lord,' he said. Ralph Reed, chairman of the Faith and Freedom Coalition, agreed. 'I think for people who know the president, it is commonly believed that it changed him. I mean, how could it not? Imagine if you were who he was and if you don't turn your head at that instant," he said. 'He knew he was lucky to be alive.' Given how close Mr. Trump came to a very different outcome, Reed said, 'it's hard not to feel on some level that the hand of providence protected him for some greater purpose. And there are people that I've talked to who said they were confident that he would win for that reason. That there must have been a reason.'

Gold, silver prices surge this week; silver crosses Rs 1.10 lakh per kg
New Delhi: Both gold and silver prices saw a sharp rise this week, with gold gaining over Rs 400 and silver surging by more than Rs 2,700 per kilogram. According to the India Bullion and Jewellers Association (IBJA), the price of 24-carat gold climbed to Rs 97,511 per 10 grams, up from Rs 97,021 a week ago -- a gain of Rs 490. In the previous week, gold had already seen an increase of Rs 1,237 per 10 grams. The price of 22-carat gold rose to Rs 89,320 per 10 grams, up from Rs 88,871. Meanwhile, 18-carat gold went up from Rs 72,766 to Rs 73,133 per 10 grams during the same period. Silver also saw a steep rise, gaining Rs 2,710 to reach Rs 1,10,290 per kilogram, up from Rs 1,07,580 last week. This marks the first time silver has closed above Rs 1.10 lakh per kg on a weekly basis, with prices hovering near record highs. The recent surge in precious metals is being attributed to global uncertainty. The announcement by US President Donald Trump regarding tariffs on key trade partners like Canada, Europe, and other countries has contributed to the rising tension in global markets. Gold and silver are traditionally seen as safe-haven assets during times of geopolitical and economic instability. When demand rises amid limited supply, prices tend to increase. Since January 1 this year, the price of 24-carat gold has jumped by Rs 21,349 or 28.03 per cent, rising from Rs 76,162 to Rs 97,511 per 10 grams. Similarly, silver has gone up by Rs 24,273 or 28.21 per cent, from Rs 86,017 to Rs 1,10,290 per kilogram. This is now the highest price silver has ever reached. The previous record was Rs 1,09,550 per kg, which was set on June 18 this year. The rise in both gold and silver is being seen as a response to growing global uncertainty.

EU delaying retaliatory tariffs on US, hopes to reach deal by Aug 1
The EU will suspend retaliatory tariffs on US goods scheduled to take effect Monday in hopes of reaching a trade deal with the Trump administration by the end of the month. "This is now the time for negotiations," European Commission President Ursula von der Leyen told reporters in Brussels on Sunday, after President Donald Trump sent a letter announcing new tariffs of 30% on goods from the EU and Mexico starting Aug 1. The EU America's biggest trading partner and the world's largest trading bloc had been scheduled to impose "countermeasures" starting Monday at midnight Brussels time (6 pm EDT). The EU negotiates trade deals on behalf of its 27 member countries. Von der Leyen said those countermeasures would be delayed until Aug 1, and that Trump's letter shows "that we have until the first of August" to negotiate. European leaders have urged Trump and von der Leyen to give negotiations more time. "We have always been clear that we prefer a negotiated solution," she said. If they can't reach a deal, she said that "we will continue to prepare countermeasures so we are fully prepared". Standing alongside Indonesian President Prabowo Subianto, von der Leyen said the trade tensions with the US show the importance of "diversifying our trade relationships". Trump has said his global tariffs would set the foundation for reviving a US economy that he claims has been ripped off by other nations for decades. Trump in his letter to the European Union said the US trade deficit was a national security threat. US trade partners have faced months of uncertainty and on-and-off threats from Trump to impose tariffs, with deadlines sometimes extended or changed. The tariffs could have ramifications for nearly every aspect of the global economy. The value of EU-US trade in goods and services amounted to 1.7 trillion euros ($2 trillion) in 2024, or an average of 4.6 billion euros a day, according to EU statistics agency Eurostat. Europe's biggest exports to the US were pharmaceuticals, cars, aircraft, chemicals, medical instruments and wine and spirits. Trade ministers from EU countries are scheduled to meet Monday to discuss trade relations with the US, as well as with China.
