
Unaddressed subsidy leakages could result in significant economic liabilities, says economist
'In the long-run, these leakages create systemic distortions: they entrench rent-seeking behaviour, reduce incentives for energy efficiency, and delay the necessary shift towards a more targeted, sustainable subsidy framework.
'Without reform, subsidies risk becoming politically entrenched fiscal liabilities rather than tools for equitable development,' he told FMT.
Leakages erode trust and widen inequality
Another economist, Madeline Berma of Institut Masa Depan Malaysia, said leakages also fuel public distrust, particularly when unqualified recipients benefit from government subsidies.
'Subsidy leakages can also potentially exacerbate income inequality which also creates opportunities for corruption and rent-seeking behaviour,' she added.
She said that while reforms have been implemented, Malaysia is still grappling with leakages and has yet to entirely eliminate them.
However, she noted that the government's move to rationalise diesel subsidies in June last year had led to significant decrease in leakages.
Rationalisation efforts show promising results
Earlier this month, the government ended price controls on eggs and reduced subsidies from 10 sen to 5 sen per egg, with full removal set for Aug 1.
The agriculture and food security ministry said prolonged price controls and subsidies were unsustainable in the long term for both local egg producers and the country's fiscal health. It said rationalising subsidies was the fairer approach, as subsidies are currently also enjoyed by foreign nationals and high-income groups.
'By resetting the system and using technology to monitor eligible recipients, the government has saved RM7.5 billion without harming those genuinely in need of subsidised diesel,' said economist Geoffrey Williams.
He said success in tackling leakages not only saves money for more meaningful public spending, but also eliminates the broader disadvantages of subsidy-related corruption.
The funds saved could be redirected to for health services, education, and social protection, encouraging a return of public trust
'It cuts out all the disadvantages of subsidies and removes market distortions, creating a more competitive, agile and efficient system,' he said.

Express Powerr aims to raise RM36 million from IPO
KUALA LUMPUR: Express Powerr Solutions (M) Bhd, a standby power generator rental specialist, is set to debut on the ACE Market of Bursa Malaysia Securities on Sept 24, following the launch of its its initial public offering (IPO) prospectus today. The group aims to raise RM36 million from the IPO, with funds earmarked to expand its generator fleet and strengthen its market presence across Malaysia. The IPO comprises a public issue of 180 million new shares, representing 19.3% of the enlarged share capital and an offer for sale of 65.4 million existing shares or 7%. At the issue price of 20 sen per share, Express Powerr will have a market capitalisation of RM186.9 million upon listing. Of the proceeds from the IPO, RM20.5 million will be allocated for the purchase of new standby generators, RM7.5 million for working capital, RM5 million for repayment of bank borrowings and RM3 million to cover listing expenses. Managing director Lim Cheng Ten said the listing marks a new chapter for the group, positioning it to meet rising demand for standby power solutions driven by rapid industrial and commercial development. He added their goal is to continuously invest in technology and expand their generator fleet so that they can support industries that require reliable and efficient standby power solutions. Lim told the media that Express Powerr has established itself as one of the leading providers of standby power generators in Malaysia, catering to sectors ranging from telecommunications and manufacturing to infrastructure and events. With clients that include major corporations, the group expects its services to remain in demand as the nation continues its pace of development. For the financial year ended Sept 30, 2024, Express Powerr posted revenue of RM70.2 million and a net profit of RM16.6 million. In the six months ended March 31, 2025, the company recorded revenue of RM12.9 million with net profit of RM2.9 million. Lim noted that despite a softer performance in the latest financial period, the company remains confident of growth. 'The funds from this IPO will enable us to expand our fleet size and strengthen our service capabilities. This will give us a strong platform to meet future demand,' he said. The group's IPO exercise will also see 46.6 million new shares made available to the Malaysian public, 23.3 million shares to eligible directors, employees and individuals who have contributed to the success of the group, 46.6 million shares placed with selected investors and 63.5 million shares for Bumiputera investors approved by the Investment, Trade and Industry Ministry. Mercury Securities Sdn Bhd is the principal adviser, sponsor, underwriter and placement agent for the IPO.

Ex-Sabah minister fails to secure retrial of forgery case

(Bernama pic) PUTRAJAYA: Convicted former Sabah minister Peter Anthony today failed in his bid to secure a retrial of his forgery charge after the Court of Appeal dismissed his application for a review, filed on March 14. Justice Azman Abdullah, chairing a three-judge panel, said there was no failure of justice regarding a police report lodged by prosecution witness Shukur Din, which was argued extensively in the final appeal last year. Advertisement '(Peter) was given the right to be heard. The application for review is rejected. 'The previous appeal bench's failure to include (Shukur's police report as fresh evidence) in its broad grounds does not amount to a failure of justice,' he said. Also on the panel hearing the review application were Justices Noorin Badarudin and Hayatul Akmal Abdul Aziz. On March 4, a Court of Appeal panel comprising Justices Ahmad Zaidi Ibrahim, Zaini Mazlan and Azmi Ariffin delivered its broad oral grounds of judgment on Peter's appeal. The full judgment, written by Zaini and made available to parties early this week, explained why the fresh evidence did not help to exonerate Peter. Shukur had alleged that a Malaysian Anti-Corruption Commission investigating officer concocted the last paragraph of his police report to implicate Peter in using Universiti Malaysia Sabah (UMS) to mislead then prime minister Najib Razak into securing a contract. Peter contended that Shukur's police report on Aug 9, 2018 exonerated him. He said the non-disclosure of the evidence at trial had prejudiced him. The former state minister in the Warisan-led Sabah government between 2018 and 2020 contended that he was deprived of the right to a fair trial by not being able to cross-examine Shukur on the report. The Court of Appeal last year granted Peter's application to admit Shukur's police report as additional evidence, noting that he had only come across it through a friend. The former Parti Kesejahteraan Demokratik Masyarakat president's review application had sought to set aside the Court of Appeal's final ruling convicting him of the offence, and for the ordering of a retrial. Earlier today, lawyer Haniff Khatri Abdulla, appearing for Peter, told the court that the 16-page broad grounds made no reference to the fresh evidence admitted. Defence minister again rejects calls to scrap PLKN 3.0

Khaled said PLKN is aimed at nurturing young Malaysians who would both support and 'connect' with the armed forces, while encouraging the public at large to unite in defending the country. Advertisement He said the programme also fostered discipline and paved the way for greater participation in volunteer units like the Territorial Army as well as the naval and air force reserves. 'National defence is not the exclusive responsibility of the military. It requires the support and understanding of all citizens,' he told the Dewan Rakyat when winding up the debate on the 13th Malaysia Plan for his ministry. Khaled pointed out that nearly 150 PLKN 3.0 trainees have since signed up for the Territorial Army, while 40 have enlisted for training with the army. On Aug 6, Saifuddin Abdullah (PN-Indera Mahkota) urged the government to drop the national service programme, saying the funds should go to education initiatives instead. The former minister previously argued that the programme lacked clear objectives and measurable outcomes.
