Farmers body protests new paddy procurement policy

Sambalpur: Protests against the revised kharif paddy procurement registration policy in the state continue to escalate, with the Paschim Odisha Krushak Sangathan Samanwaya Samiti (POKSSS), a prominent farmers' coordination body, voicing strong opposition on Saturday.
At a press conference held at Samata Bhavan in Bargarh district, the outfit called for an immediate rollback of the "complex and centralised" registration process, warning of severe consequences across western part of the state if their demands are ignored.
Addressing the media, POKSSS convenors Lingaraj and Ashok Pradhan alleged that the new norms — requiring biometric and iris scans, OTP verification, and submission of legal heir documents for all persons named in land records — are impractical for farmers, especially during peak agricultural activity.
They demanded immediate withdrawal of the new norms and reinstatement of a simple, farmer-friendly system that does not penalise anyone for documentation issues.
Bargarh district collector Aditya Goyal said, "It is a misunderstanding that the registration process has been made difficult. That's not true. We are trying to bring transparency to the registration process and ensure that genuine farmers receive the benefits."

A bench of Justices P S Narasimha and A S Chandurkar dismissed the appeal filed by the DMK, saying the issue is sensitive. Earlier on July 21, the Madurai Bench of the Madras High Court issued an injunction restraining the DMK from using OTP verification messages for its enrolment drive, saying the matter involves aspects of data protection and privacy which are to be examined by the court. 4. OPS clarifies on meeting Stalin Former Chief Minister and former coordinator of AIADMK O. Panneerselvam denied any politics involved in his recent meeting with Chief Minister and DMK president M.K. Stalin at the latter's residence in Chennai. Issuing a statement, he said he would neither be acting as the B Team of the DMK nor ally with it. Calling on people who return from the hospital and condoling those who have lost dear ones is Tamil culture, he said adding that he met Mr. Stalin to inquire about his health. 5. Madras HC to wait for SC order on naming T.N. government schemes after living personalities The Madras High Court decided to wait for the orders to be passed by the Supreme Court on Wednesday (August 6) on an appeal preferred by the DMK against its July 31 interim order prohibiting the use of the name of any living personality for government schemes. Appearing before the court, senior counsel representing AIADMK Rajya Sabha MP Shanmugam, said, the DMK had filed an appeal and made a mention before the top court. The Supreme Court had agreed to take up the appeal for hearing on Wednesday, the Bench was told. 6. Mayiladuthurai Congress MP Sudha's gold chain snatched The Congress' Member of Parliament (MP), R. Sudha, fell victim to a bike-borne chain snatching in New Delhi this morning. A workshop on Artificial Intelligence for Uttar Pradesh MLAs unleashed a volley of questions and concerns laced with laughter and wit. (HT Photo) From data security to political utility, to concerns about factual inaccuracies, chatbots and even horoscope predictions, the issues raised spanned a wide range at the workshop held by the Uttar Pradesh assembly at the instance of speaker Satish Mahana on Sunday on the eve of the Monsoon session that began on Monday. Some of the lawmakers wanted to know how the data collected from the House to assist AI may be secured and whether technology could help them seek votes. Even as legislators expressed their views, several video clips focusing on deliberations at the workshop did the rounds of the corridors of power. Anil Singh, a lawmaker, asked: '…how can the data so collected be secured? If someone steals the data about some persons voting in favour of some other persons, this will be disturbing… My question is important. How will we ask for votes? Can we get votes using AI? What to say and what to do (to seek votes) please explain this technicality. We don't want to become NASA engineers. We have to seek votes (of the people)...,' said Singh as lawmakers attending the workshop burst into laughter. Raising another concern, the same lawmaker said, 'Money is being withdrawn (fraudulently) through mobiles by sending OTP. When I ask people to send their application on WhatsApp, the people tell me they have a phone costing only ₹1500. How do we send it? This is good we are learning. What I understand is that we will get (from AI) what we give (data).' Another legislator said, 'If we depend on AI, it can affect our critical thinking. If we put the burden of analysis and problem solving on AI, our cognitive muscles may go weak.' At this, speaker Mahana replied in a lighter vein: 'For that you should do exercise.' 'We are making a dashboard for every Vidhan Sabha constituency… We are only making a beginning. We will have to work simultaneously on various issues,' Mahana said. A woman legislator said, 'You are aware that the people want to be in direct touch with their public representatives. They (people) get upset if any assistant (aide to legislator) speaks to them on behalf of the lawmaker. The public representatives have to connect with the people directly, be it the first time MLA or a ninth-term one like minister for parliamentary affairs Suresh Khanna. Will the AI be able to cater to this sentiment? Will the AI be helpful?' Pointing out a data glitch, lawmaker Abhay Singh said leader of opposition Mata Prasad Pandey was elected legislator for the first time in 1974 (based on the information given at the workshop), but an AI platform showed 1980 as the year of his first election. 'We will take your information (speaker's) to be correct and not the one given by the AI platform,' he said. Referring to his chat with an AI bot, he said when he asked about the possible scenario in case of a Third World War, chatbot grouped India with America. When questioned again, the chatbot said you (India) can go with Russia. 'This is what AI is,' he said. Singh also said he asked the AI chatbot to read his horoscope and predict how long the legislator will have Rajyog. The AI chatbot gave him a specific time but when confronted with another observation made by a horoscope reader, AI admitted its mistake, the lawmaker said. Sachin Yadav, an engineer by qualification, said AI needed information to work and this could be gathered either in real time or from some other database or internet. AI will probably not be effective without strengthening the database, he said. Shashank Trivedi suggested that education about AI be compulsory in primary, secondary and higher education. Another legislator pointed out that the AI was giving incorrect information about his father (who was also a legislator) and whether such mistakes can be corrected. Amid such observations, Mahana said the workshop was organised to tell the lawmakers what to ask AI and what not. Minister for parliamentary affairs Suresh Khanna also said AI helps collect information. 'If Google was a cycle, AI will make us ride the motorcycle,' he said, adding AI is not about making predictions.

SC refuses to interfere in Madras HC order against Tamil Nadu government scheme

The Supreme Court on Monday refused to interfere with a July 21 order of the Madras high court staying the implementation of a membership drive scheme launched by the state government in which residents in the state were required to share their mobile numbers and respond by enrolling with a centralised database providing information about government schemes based on a one-time password (OTP) received on these numbers. The senior lawyer insisted the court entertain the appeal and consider the correctness of the HC order explaining that sharing of the mobile phone is only for the purpose of receiving OTP, similar to what is done while using a taxi service app such as Ola (HT file) A bench of justices PS Narasimha and AS Chandurkar refused to entertain the state's appeal as it said, 'We are not willing to interfere as the order passed is interim in nature.' Senior advocate P Wilson appearing for the state argued that the high court stayed the outreach scheme titled 'Oraniyil Tamil Nadu' on the ground that collection of mobile numbers amounts to violation of privacy. 'If the court is applying this yardstick, then this is being done by other national parties as well. What the Bharatiya Janata Party (BJP) and Aam Aadmi Party (AAP) do, we are doing it,' Wilson said. The bench said, 'This argument does not justify not having scrutiny. They (similar schemes by other parties) are equally bad. If somebody challenges it, the matter will be heard.' Wilson, who is also a member of parliament, informed the court that the entire drive has come to a standstill with nearly 17 million members having enrolled with the drive. The senior lawyer insisted the court entertain the appeal and consider the correctness of the HC order explaining that sharing of the mobile phone is only for the purpose of receiving OTP, similar to what is done while using a taxi service app such as Ola. He further stated that the petition before the HC has been filed by a functionary of the rival AIADMK party Rajkumar. Advocate Balaji Srinivasan appearing for Rajkumar told the court that the state has approached the high court challenging the interim stay and the same is listed on Tuesday. The court asked the state whether it is keen to argue against the stay granted by the high court or on the maintainability of the petition in the high court. It said that the issue is sensitive and the court will always weigh in favour of protecting the citizens.
