Chat on chatbots creates real-time humour at Uttar Pradesh MLAs' AI workshop
From data security to political utility, to concerns about factual inaccuracies, chatbots and even horoscope predictions, the issues raised spanned a wide range at the workshop held by the Uttar Pradesh assembly at the instance of speaker Satish Mahana on Sunday on the eve of the Monsoon session that began on Monday.
Some of the lawmakers wanted to know how the data collected from the House to assist AI may be secured and whether technology could help them seek votes.
Even as legislators expressed their views, several video clips focusing on deliberations at the workshop did the rounds of the corridors of power.
Anil Singh, a lawmaker, asked: '…how can the data so collected be secured? If someone steals the data about some persons voting in favour of some other persons, this will be disturbing… My question is important. How will we ask for votes? Can we get votes using AI? What to say and what to do (to seek votes) please explain this technicality. We don't want to become NASA engineers. We have to seek votes (of the people)...,' said Singh as lawmakers attending the workshop burst into laughter.
Raising another concern, the same lawmaker said, 'Money is being withdrawn (fraudulently) through mobiles by sending OTP. When I ask people to send their application on WhatsApp, the people tell me they have a phone costing only ₹1500. How do we send it? This is good we are learning. What I understand is that we will get (from AI) what we give (data).'
Another legislator said, 'If we depend on AI, it can affect our critical thinking. If we put the burden of analysis and problem solving on AI, our cognitive muscles may go weak.'
At this, speaker Mahana replied in a lighter vein: 'For that you should do exercise.'
'We are making a dashboard for every Vidhan Sabha constituency… We are only making a beginning. We will have to work simultaneously on various issues,' Mahana said.
A woman legislator said, 'You are aware that the people want to be in direct touch with their public representatives. They (people) get upset if any assistant (aide to legislator) speaks to them on behalf of the lawmaker. The public representatives have to connect with the people directly, be it the first time MLA or a ninth-term one like minister for parliamentary affairs Suresh Khanna. Will the AI be able to cater to this sentiment? Will the AI be helpful?'
Pointing out a data glitch, lawmaker Abhay Singh said leader of opposition Mata Prasad Pandey was elected legislator for the first time in 1974 (based on the information given at the workshop), but an AI platform showed 1980 as the year of his first election.
'We will take your information (speaker's) to be correct and not the one given by the AI platform,' he said.
Referring to his chat with an AI bot, he said when he asked about the possible scenario in case of a Third World War, chatbot grouped India with America. When questioned again, the chatbot said you (India) can go with Russia.
'This is what AI is,' he said.
Singh also said he asked the AI chatbot to read his horoscope and predict how long the legislator will have Rajyog. The AI chatbot gave him a specific time but when confronted with another observation made by a horoscope reader, AI admitted its mistake, the lawmaker said.
Sachin Yadav, an engineer by qualification, said AI needed information to work and this could be gathered either in real time or from some other database or internet.
AI will probably not be effective without strengthening the database, he said. Shashank Trivedi suggested that education about AI be compulsory in primary, secondary and higher education. Another legislator pointed out that the AI was giving incorrect information about his father (who was also a legislator) and whether such mistakes can be corrected.
Amid such observations, Mahana said the workshop was organised to tell the lawmakers what to ask AI and what not. Minister for parliamentary affairs Suresh Khanna also said AI helps collect information.
'If Google was a cycle, AI will make us ride the motorcycle,' he said, adding AI is not about making predictions.

GSDP has crossed ₹29.78 lakh crore: Khanna 'Till 2017, the GSDP (Gross State Domestic Product) was only ₹12.71 lakh crore, the per capita income of the state was much below the national income. The state's share in investment was minimal, it was at 14th place in the ease of doing business. The turning point came in 2014 with Prime Minister Narendra Modi at the Centre and Yogi Adityanath in 2017 in UP. Transparency, an investment-friendly environment changed the picture in just eight years,' Khanna said. 'In 2025-26, the state's GSDP has crossed the figure of ₹29.78 lakh crore and now the target is to take it to more than ₹40 lakh present, per capita income has more than doubled after 50 years as compared to 2016-17,' he added. Long-term vision need of the hour: Mahana State assembly speaker Satish Mahana said that there was a need to think and plan keeping in view the future. 'There are short-term schemes that give immediate relief but not in the long term. So it is important to plan long term. The prime minister gave a vision for India after 100 years of independence and expected all states to plan. The UP CM and the state government also decided to conduct a debate in the House on it.' 'After debate in the House, it will be taken to the people and then a final vision document will be tabled in the legislative assembly. What we can achieve for the development of the state, youth, farmers shall be discussed,' Mahana said. Khanna said in consonance with the Central government's vision for 2047, it is necessary for the state government to prepare a vision for the same year. In 1960-61, Uttar Pradesh's contribution to the country's economy was 14.4%, which was the highest in the country. In 2024-25, this contribution decreased to 9%. To make UP the most developed economy of the country again, the contribution of the state to the country's economy will have to be increased to more than 14%. The per capita income of the state in the financial year 2023-24 was 50.8% of the national average, which is targeted to be increased to 13% above the national average by 2047, the minister said. 'Zero poverty campaign has been started in the state to make the entire state completely poverty free by 2047. A network of expressways and airports has been laid in the state and simultaneously defence corridor and industrial corridor are being developed,' Khanna said. 'At present, the state's own tax revenue is about 40% of the revenue receipts, which will have to be increased to more than 60%,' he said. The state government has mapped all the SDG (sustainable development) goals related to Uttar Pradesh in the state budget. The economy is estimated to grow from Rs. 12.71 lakh crore in 2017 to ₹35 lakh crore in 2025, showing a growth of 175% in eight years. The state's own tax revenue was ₹85,966 crore in the financial year 2016-17, while, as per the provisional data for the financial year 2024-25, it has increased to Rs. 2,12,615 crore. Thus, the tax revenue of the state has increased by 147%. The budget size of the state was ₹3,46,935 crore in the financial year 2016-17, which increased to ₹8,08,736 crore in 2025-26, a growth of 133% . Capital outlay was ₹69,789 crore in 2016-17. According to the provisional data for 2024-25, it has increased by 63% to ₹1,14,000 crore, according to the state government. The revenue receipts of the state were ₹2,56,875 crore in 2016-17. As per the provisional figures for the financial year 2024-25, it has grown by 96% to ₹5,03,562 crore. From disarray to development: Pathak Deputy chief minister Brajesh Pathak said that before 2017, UP's infrastructure and law and order were in disarray, with serious crimes enjoying political protection. Today, the state boasts of the most expressways in the country, four-lane road links to all 75 districts, and improved power supply across all regions compared to earlier. 'Uttar Pradesh is number one in the country in terms of wheat, milk, and sugar production,' Pathak stated. No longer BIMARU: Swatantra Dev Singh Jal Shakti Minister Swatantra Dev Singh said that before 2017, UP was seen as a BIMARU state, but today it has won the 'Rashtriya Jal Puraskar'. He noted that irrigation now covers 1.04 crore hectares via 76,527 km of canals, the Ken-Betwa link project has begun for Bundelkhand, and flood protection spans 523 embankments. With eight major and 58 minor rivers stretching 15,225 km, plans include dam modernisation, flood forecasting, pollution-free rivers, and large-scale canal-side tree plantations. State now meets peak demand of 32,000 mw: Energy minister Urban development and energy minister A.K. Sharma said UP is swiftly working to realize the PM's vision of a developed India. Citing the poor pre-2017 power situation, he noted that many villages lacked poles and wires and billing was marred by scams, whereas the state now meets a peak demand of 32,000 megawatt (mw), up from 13,000 mw in 2012–17.

Monsoon session: Banke Bihari Temple Trust Bill tabled in Uttar Pradesh assembly
The Yogi Adityanath government on Wednesday tabled the Uttar Pradesh Shri Banke Bihari Ji Temple Trust Bill 2025 in the state assembly, replacing the ordinance promulgated on May 26. (FILE PHOTO) The bill provides for a trust to manage all funds related to the temple situated in Vrindavan town of Mathura district. The legislation is likely to be cleared on Thursday, the fourth day of the ongoing Monsoon session of the state assembly. Minister of state for health Mayankeshwar Sharan Singh read out the bill in the presence of chief minister Yogi Adityanath. This bill will give the trust rights over all the offerings and properties of the temple, including movable and immovable properties. Apart from jewellery, it also includes bank drafts and cheques. Besides, the trust will decide the time of temple darshan, appointment of priests and salaries. According to the provisions of the bill, the trust will get the work done for the temple complex and proposed corridor by taking advice from archaeological experts, engineers, architects and reputed institutions. The trust will include 11 nominated and seven ex officio members. Citing objectives of the bill, the government stated, 'The temple of Shri Bankey Bihari Ji located in Vrindavan Nagar of Mathura is an ancient temple. A large number of devotees visit here, especially during festivals. The temple is spread across approximately 870 square metres, out of which around 365 square metres is used as a viewing courtyard. Due to the extremely narrow access route to the temple, devotees and visitors face severe inconvenience. The tragic death of two devotees during an incident of overcrowding on August 20, 2022 highlighted the urgent need for efficient crowd management.' 'To fulfill the above-mentioned objectives, and for the all-round development and proper management of the Shri Banke Bihari Ji Temple area, including pilgrimage, religious, cultural, spiritual, and establishment-related aspects and to ensure the temple's development and regulation in an organized manner, it was decided to constitute a trust named – Shri Banke Bihari Ji Temple Trust,' the bill said. Since the state legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh Shri Banke Bihari Ji Temple Trust Ordinance, 2025 (UP. Ordinance No. 3 of 2025) was promulgated by the governor on May 26, 2025. The Shri Banke Bihari Temple Trust, the bill said, will be irrevocable and will manage all funds, valuables assets, deposits, jewelleries donations by whatever name called, including but not limited to grants, subscriptions, contributions, hundi collection, daan, chadhawa, nazar, dakshina, offerings, gifts, presents and properties, whether moveable or immoveable, present or in the future vested in the deity and/or the temple or being held in his name and/or for his or the temple's benefit. The Supreme Court on August 8 said the Uttar Pradesh government's Bankey Bihari Temple Trust ordinance that rests administrative control of the iconic religious place with the state, would remain in abeyance till the high court decides the validity of statute. A bench of Justices Surya Kant and Joymalya Bagchi reserved its verdict on a batch of pleas challenging the Uttar Pradesh Shri Banke Bihari Ji Temple Trust Ordinance, 2025 and recall of the May 15 order clearing the state's scheme to develop the Shri Banke Bihari Temple Corridor at Vrindavan in Mathura. The bench said it would modify the May 15 order of the coordinate bench with regard to allowing the use of temple funds for acquiring 5-acre land in the name of the deity for developing it as a holding area for devotees. According to the bill, 'The Board of Trustees shall be appointed by the state government. There shall be two kinds of trustees in the Board, namely nominated trustees and ex officio trustees. There shall be 11 nominated trustees, including three eminent persons including seers, saints, gurus, scholars, mathadhishes (heads of monasteries), mahants, acharyas, swamis from the Vaishnav traditions, orders or peethas.' Also, it will have three eminent persons, including seers, saints, gurus, scholars, mathadhishes, mahants, acharyas, swamis from other traditions, orders or peethas of the Sanatan Dharma. Besides, there will be three persons of eminence from any walk of life from any branch or order of the Sanatan Dharma. Two members from the officiating Goswamis at the temple. 'The ex officio trustees shall not exceed seven (7) but shall include the district magistrate, Mathura, the senior superintendent of police, Mathura; (c) municipal commissioner, Mathura, chief executive officer of the Uttar Pradesh Braj Teerth Vikas Parishad,' according to the bill. The trust will ensure world class amenities and facilities for pilgrims, devotees and visitors, including but not limited to provisions for appropriate and designated points for prasad distribution, improvement of access facilities for senior citizens and differently abled, potable water dispensers, resting benches and booths computerized access and queue management kiosks, setting up of Gaushalas, Annakshetras, Kitchens, rest and travel houses, hotels and serais, exhibition halls, food halls, waiting halls. Also, it will ensure the structural safety of the temple by means of consultation, survey, engagement of renowned archaeological experts, engineers, architects and institutions of repute and further engagement of historians and restoration agencies who can carry out repairs and restorations to ensure the preservation of the temple timelessly and for the benefit of the coming generations.
