Ensure sustainability of network investments: GSMA chief to regulators

Time of India27-05-2025
NEW DELHI: Regulators worldwide should ensure a level-playing field and facilitate infrastructure deployment following concerns around sustainability of
network investments
in the wake of over-the-top (OTT) or mobile app-based services, a top
GSMA
executive said.
'There are growing concerns around the sustainability of network investment. Regulators should ensure a level playing field that encourages ongoing infrastructure development, while fostering innovation and consumer choice,'
Vivek Badrinath
, director-general, GSMA, told ETTelecom.
In April this year, London-based GSMA appointed Badrinath to the top GSMA executive leadership role replacing Mats Granryd.
WhatsApp
, Messenger, Telegram, Viber and Google Talk are some of the leading mobile communication applications with operators demanding a 'fair share' from them for carrying
data traffic
on their networks.
On the contrary, OTT providers argue that telcos should be the ones paying mobile app players for pushing data traffic onto their networks. More than 70% of the data traffic on telecom networks is being generated by OTT providers alone.
Further, Badrinath said that a transparent, and future-ready regulatory framework would be essentially required, considering "fair contribution models" and shared responsibility for network resilience.
'We believe in a balanced and collaborative approach, OTT players and mobile operators both benefit from - and contribute to - the digital ecosystem,' the top GSMA executive added.
Like other nations, India does not have a policy framework or regulatory regime for OTT platforms.
The Delhi-based Cellular Operators Association of India (COAI) that represents Reliance Jio, Bharti Airtel, and Vodafone Idea, said that since telecom service providers and OTT communication players offer same service, a level-playing field should be ensured with the former spending huge money in spectrum purchase and network deployment.
India's telco group also advocated that players who are large traffic generators (LTG) must also pay a fair share to network service operators toward capital expenditure (capex) in putting up telecom infrastructure.
In 2023, the Telecom Regulatory Authority of India (Trai) released a consultation paper seeking comments from stakeholders on the regulatory mechanism for a selective ban of OTT players.
Incumbent telcos Reliance Jio, Bharti Airtel and Vodafone Idea (Vi) in a response to telecom watchdog, favoured a compensation model from mobile apps, for deploying and maintaining telecom networks by them that enables OTT platforms to offer seamless services to their subscribers.
Earlier, head of Asia Pacific at GSMA Julian Gorman said that "a
fair share contribution
by tech companies or OTT players would bring motivation to investors."
The mobile data traffic is expected to reach 415 million terabytes per month by 2030, growing at a CAGR of 19.8% from 2024 to 2030, according to a recent Research and Markets study.
The finding by the Dublin-based research firm attributed escalating video streaming consumption and social media content in addition to next generation or
5G networks
as key data traffic growth drivers worldwide.
Early this year, the German market reserach firm Statista in a study said that the OTT video users are likely to reach 4.9 billion by 2029.

Shivraj Chouhan to transfer ₹3,200 cr crop insurance to 3 million farmers

Agriculture Minister Shivraj Singh Chouhan will on Monday digitally transfer a crop insurance claim amount of ₹ 3,200 crore under the Pradhan Mantri Fasal Bima Yojana (PMFBY) to 3 million farmer beneficiaries. The PMFBY claim amount will be transferred during an event organised for this purpose in Jhunjhunu, Rajasthan. Besides Chouhan, Rajasthan Chief Minister Bhajanlal Sharma, Union Minister of State for Agriculture Bhagirath Choudhary, and state agriculture minister Kirodi Lal Meena will attend the event. Of the total claim amount, ₹ 1,156 crore will be transferred to farmers in Madhya Pradesh, ₹ 1,121 crore to 700 thousand farmers in Rajasthan, ₹ 150 crore to Chhattisgarh-based farmers, and ₹ 773 crore to farmers in other states, according to an official statement. The Union agriculture minister stated that the Centre has implemented a new simplified claim settlement system in the interest of farmers, wherein claims can be paid proportionately based only on the central subsidy without waiting for the state's premium contribution. "From the Kharif 2025 season onwards, if a state government delays its subsidy contribution, it will be penalised at 12 per cent, and similarly, if insurance companies delay payments, farmers will receive a 12 per cent penalty," he said in the statement. The PMFBY, since its launch in 2016, has disbursed claims worth ₹ 1.83 trillion, while farmers have paid only ₹ 35,864 crore in premium. "This means an average claim payout of more than five times the premium, indicating the government's farmer-friendly policy," he added. In recent years, several technological innovations, such as YES-TECH, WINDS portal, AIDE mobile app, Krishi Rakshak Portal and Helpline number 14447, have been implemented. These have not only improved the claim settlement speed and transparency, but also enhanced weather data accuracy and provided farmers with registration facilities at the village level.

Aviation market: India is ‘interesting' and key to growth, says Malaysia Airlines; aims to be core service link without domestic JV

Malaysia Airlines Berhad sees India as an 'interesting' and high-potential market and wants to be accepted as one of the country's core service providers connecting it to the rest of the world, Group Managing Director of Malaysia Aviation Group Berhad, Izham bin Ismail has said. The Southeast Asian premium carrier, headquartered in Kuala Lumpur, operates 77 flights per week across 10 Indian destinations and counts India as its top revenue generator, ahead of Australia and the UK. It carried 1.3 million inbound and outbound passengers in the first half of 2025, contributing about 11 per cent to its revenue and 20 per cent of its passenger volumes. 'I see the urbanisation rate of India at 40 per cent, with middle-class income earners rising, comfortable disposable incomes, a GDP of 6.5 per cent, 1.4 billion people and nearly 100 airports. India is a really interesting market,' Ismail told PTI. 'We wish to capitalise on the rapid economic growth of India, but we are not an India-based airline. We wish that India accepts us as one of the core service providers that connects India to the rest of the world. ' He indicated that Malaysia Airlines intends to remain a foreign airline in the Indian market rather than forming a joint venture or becoming an Indian carrier. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Learn More - How Donating Sperm May Boost Your Income SpellRock Undo 'Why should I go to somebody's home and create havoc? I would rather visit from time to time and be friends than try to build a house in your compound. While some companies expand that way, we believe in deep partnerships,' he said. Stating that his airline is not evaluating any new destinations this year in India, he said there might be some in 2026, adding that "predominantly our target 2026-2027 onwards is seats capacity. " "We are watching the marketplaces like Jaipur and all that. The team is evaluating. So the strategy now is increasing frequency. A lot of airlines have products in food, cabin, in-flight entertainment and many others, but the other product that we must really not forget is frequency and connectivity," he said. Malaysia Airlines, which collaborates with codeshare partners including IndiGo, operates across 900 destinations in 170 territories worldwide. IndiGo remains its strongest partner in India, though the carrier also works with Air India. Ismail said Malaysia Airlines is strong in connecting India with Australia and New Zealand and offers a hub through Kuala Lumpur to China, which currently lacks direct air connectivity with India. The carrier plans to increase flights to 80 per week from December 1. Its focus for 2026–2027 will be on seat capacity growth rather than adding new Indian destinations this year, though markets like Jaipur are under evaluation. 'The strategy now is increasing frequency. A lot of airlines have products in food, cabin and in-flight entertainment, but we must not forget frequency and connectivity,' he said, quoted PTI. Ismail also stressed that Malaysia Airlines balances fleet expansion with customer experience investment. 'We have invested a lot in food, cabin services and ordering new planes. You don't splash money to buy aeroplanes — you invest where it matters most, which is our customer,' he said.
