
$42 million project promising nearly 100 units of affordable housing breaks ground
A $42 million project promising nearly 100 units of affordable housing broke ground in Tacoma this week as part of a push to increase Pierce County's affordable housing inventory.
On March 25, development investors and public officials gathered to celebrate the beginning of construction on Viridian Grove. The project at 5228 S. Mason Ave. in Tacoma will provide 98 affordable homes for individuals and families earning 60% or less of the Area Median Income.
Tacoma's AMI is $83,857 per household, according to the most recent U.S. Census data from 2023.
According to Southport Financial Services, Viridian Grove will offer units with two, three and four bedrooms, intended to serve large and multi-generational families.
Austin Hicks, a spokesperson for Southport Financial Services, told The News Tribune monthly rents at the development will be around $1,541 for a two-bedroom, $1,767 for a three-bedroom, and $1,960 for a four-bedroom.
'These are based on the 60% AMI for 2025, so they are subject to change over the next 12 months between now and when the project delivers,' Hicks told The News Tribune. 'According to Southport's market study for the project, it puts the average Viridian Grove unit around $450 less than average market rents.'
Viridian Grove was supported by a $2 million investment from Pierce County's Maureen Howard Affordable Housing Fund. The project also received $2 million in local affordable housing funding from the City of Tacoma.
The Maureen Howard Affordable Housing fund was established in 2023 to provide a dedicated county funding source to support affordable housing projects, rental assistance and permanent supportive housing initiatives.
Viridian Grove is one of several affordable housing projects that recently received a collective $17 million from the Pierce County fund.
In an interview with The News Tribune, Paul Fortino, a partner with Southport Financial Services, said the Maureen Howard investment can be the 'magic bullet' needed to push these kinds of projects over the finish line.
Fortino said the current housing market is compounded by several factors that disincentivize the development of affordable housing despite the overwhelming demand for more units.
In 2024, Bryan Schmid, affordable housing supervisor for Pierce County, said the county's goal is to use the new revenue to help fund the construction, renovation or acquisition of 1,700 units of affordable housing over the next six years — an anticipated 300 units per year.
'To fully meet the housing needs of current and future residents, the county needs to produce, on average, over 2,300 units per year of housing affordable at or below 50% of area median income (AMI) through the year 2044,' the county's Housing Action Strategy of 2022 found. 'Over half of these units are needed for households at 30% of AMI or below.'
According to Pierce County's Human Services Department, the Maureen Howard Affordable Housing Fund has contributed to the creation of 741 affordable housing units since it was created in 2023.
As of March 27, 253 of those units are already completed, 227 are under construction, and 261 are in the development pipeline.
According to Pierce County Human Services Spokesperson Kari Moore, the completed units are all at Copper Way Apartments in Spanaway, where all the units are for households making 60% AMI.
The Viridian Grove project is expected to be completed by July 2026.

Disney responded by teaming up with a real estate development company, the Michaels Organization, to build a new affordable community on 80 acres of land near the city of Horizon West. According to Business Insider, the community will include 1,400 housing units, and 1,000 of them will be designated as affordable units. Walt Disney World already owns the land, which is about 20 minutes west of the theme park. 'We selected this land because it is part of a thriving community, close to employers, shopping, services, public schools, and areas of rest and recreation. We feel there is no better-positioned community in Central Florida to provide residents the opportunity to start a new chapter of their story,' Disney said in a statement. The Horizon West area has experienced rapid population growth and development in the past several years. Area residents are becoming more vocal in expressing their belief that their community can't handle any more development. Orange County District One Commissioner Nicole Wilson has heard those complaints, and Business Insider says she voted against the project last year. Business Insider cites U.S. Census data showing Horizon West's population has grown from 14,000 people in 2010 to 58,000 in 2020. The post-pandemic era brought about another boom, and now 75,000 people live in Horizon West. Area real estate agent Nicole Mickle told Business Insider that the Horizon West real estate market was so hot during the post-pandemic boom that she was selling homes via is constant in real estate, and those changes can be incredibly jarring to local residents when markets get overheated. Naturally, that causes residents to fret that their community is losing the small-town feel that originally attracted them to the area. 'What some want to do is keep the integrity of the community,' Mickle told Business Insider. It looks like they will have to adjust to the new reality. Wilson's "no" vote wasn't enough to stop the project from going forward. Construction is set to begin, and 1,400 new housing units are coming to Horizon West. Virginia Mason Franciscan Health files notice of layoffs including in Tacoma
Virginia Mason Franciscan Health is eliminating more than 100 jobs systemwide, including in Tacoma, tied to virtual-care services. According to a Worker Adjustment and Retraining Notification filed Thursday, the layoffs will commence July 28, affecting 116 workers. A VMFH media representative told The News Tribune via email that the layoffs are across the health care system, and 'not limited to Tacoma.' Chad Melton is Interim president, Puget Sound Market, for VMFH. In a statement, Melton said the cuts were part of 'critical but necessary steps to remain financially sustainable so we can continue delivering high-quality care to the communities we serve.' 'This includes transitioning several virtual services and administrative functions, which will impact approximately 200 team members. Affected employees have been notified and are receiving personalized support, including placement assistance and access to open roles within our organization.' Melton noted that VMFH, 'like health care systems across the country,' is facing significant financial pressures 'including rising labor and supply costs, increasing claim denials and chronic underpayment from government programs.' 'These challenges have only intensified in Washington state, where a new budget introduces new taxes that directly affect hospitals and reduces reimbursement, most notably by capping payments for care provided to state and school employees. These changes are expected to cost VMFH an additional $30 million each year.' Melton said that the system as a result was 'realigning resources and improving operational efficiency.' 'These are difficult and necessary decisions to ensure we can continue meeting the needs of our patients — today and into the future,' he added. No further details were available Thursday night.

$37M affordable housing project comes to Jacksonville, voters say housing costs are top local issue
Sulzbacher just received the money it needs to build a $37 million affordable apartment complex in Jacksonville's Brentwood neighborhood. The agency said it will feature 100 units tailored toward formerly homeless men and workers struggling to afford a home, specifically. It's set to be finished in about 12-18 months from now and include a job center and health center that will be completed sometime in 2027. Action News Jax found recent research from the Northeast Florida Association of Realtors saying not only did the average cost of a single family home rise from March to April, but more families making average incomes were unable to afford housing costs in Duval County during the same time. It's a different group than the Sulzbacher project is hoping to help, but we're told there are other projects to help make homes more affordable for everyone living in the county.
