
Concerns about planned new housing development in Newport
Submitted on April 3, the application is currently awaiting a final committee recommendation after being validated on April 8.
The plans involve the sub-division of the plot, with associated engineering work.
The plot, which contains trees, is not listed as a building of historical interest, nor is it within a flood risk area.
The site does, however, have a public sewer crossing it, but the planned development remains outside the protection zone, as per Welsh Water's assessment.
The proposed development, covering an area of 100 square metres, might need Sustainable Drainage Systems (SuDS) approval if the impermeable surface area exceeds this size.
Welsh Water has also stated that the sewerage system has the capacity to accommodate the foul water flows from the development.
The application has raised some concerns from the highways department.
The department has requested more information and amendments to the proposal, citing inadequate details on access, which was deemed too narrow and lacking pedestrian visibility.
Concerns were also raised about the impracticality of parking arrangements, the absence of details regarding electric vehicle charging, refuse collection, servicing, and cycle storage.
The waste management department has also stipulated that the developer must purchase bins according to council specifications, with one 120-litre bin for kerbside collection, along with recycling boxes and bags.
Collection may be refused if these specifications are not met.
The planning application is still under consideration, with the final decision to be made following the committee's recommendation.

Plans unveiled for three-bedroom house in Pembroke Dock
The proposal outlines the construction of a three-bedroom house on land south of 20 Nelson Street, Pennar. Biodiversity and infrastructure improvements are key aspects of the plan. The Highways Development Control response, dated June 10, notes that access will be via an unmade lane, used also as a Public Right of Way. The authority considers the traffic impact negligible but has made several recommendations. These include levelling and surfacing the access lane with a permeable material, installing a kerbing structure for pedestrian guidance, submitting a Construction Traffic Management Plan, and providing a swept path analysis for emergency/refuse vehicle access. The Pembroke Dock Town Council Planning Committee has expressed support for the application, with no objections raised. The proposed house will feature a front lawn and low-level shrub planting around the rear patio and lawn area. It will also have off-street parking provision and will ensure protection of pedestrian access along the lane.

Raw sewage spotted 'seeping' onto Llandudno beach after pumping station 'blockage'
Raw sewage 'seeping' onto a Llandudno beach has led to calls for Welsh Water to invest more in their pumping stations. This week beachgoers reported sewage running onto the beach under a roller-shutter door of the pumping station at Dale Road car park on the West Shore. Now Aberconwy MS Janet Finch-Saunders says she has written to Welsh Water, demanding they invest in improving their pumping stations to prevent future problems. Speaking to the Local Democracy Reporting Service, Mrs Finch Saunders said she is concerned due to the incident occurring during the height of the summer tourist season. Welsh Water said the leak had been caused by a blockage, but the "foul water" did not "enter any watercourse and had no detrimental environmental impact". Mrs Finch Saunders said the incident led to sewage "seeping out near Dale Road car park". She said: "This is when the residents and visitors want to take a dip in the sea. Surfers Against Sewage are also finding that beaches in North Wales in my constituency have pollution levels that are much too high. It has got to stop. 'It is not acceptable. Our hotels are working flat out to accommodate our visitors. The kids are off school. I've written to Welsh Water, asking how it happened and when it is going to be fixed, so people can go back in the water. They are going to have to invest some money to stop this happening. We are at our full tilt now in August.' She added: 'The hoteliers are working flat out, and the last thing they need is people complaining they are coming to West Shore, which is a beautiful part of Llandudno, and the area is being blighted by this raw sewage.' A Welsh Water spokesman said: 'We can confirm there was a blockage at our pumping station in West Shore in Llandudno that resulted in a small amount of foul water seeping from the building. However, it did not enter any watercourse and had no detrimental environmental impact. 'A crew has attended earlier today to clear the blockage of wet wipes and carried out an initial clean-up. Due to the requirement for a deep clean, we have arranged for a full clean up using specialist kit.' He added: 'We would like to remind our customers not to dispose of any materials other than toilet roll down the toilet. Nappies, cotton buds, and wet wipes block our system. Similarly, pouring fat, oil, and grease down sinks can cause blockages. The issue of sewer abuse and the resulting flooding costs the company around £5 million a year. Magor and Pontypool fouled by water company
Dwr Cymru Welsh Water, pleaded guilty to two offences of knowingly permitting the discharge of poisonous, noxious or polluting matter into inland fresh water. The offences involved raw sewage and took place over one day in Pontnewynydd, Pontypool and over a 12 month period, in Magor. Welsh Water, the not-for-profit utility, allowed sewage to leak into a sensitive area on the Gwent Levels at Magor and at a brook in Herbert's Wood, north of Pontypool. The brook is a tributary of the Afon Lwydd, a river that flows through major population centres before entering the Severn Estuary. Newport magistrates heard that Welsh Water allowed a broken sewer line to discharge raw sewage into a reen and salt marsh near Magor, over a whole year. Natural Resources Wales had to take enforcement action at the sensitive site, the court heard. Welsh Water had repeatedly failed to repair essential plant and effectively manage the site. The offences occurred between January 2023 and January 2024, the court was instructed. The Magor area contains a delicate salt marsh environment and has several areas designated as Sites of Special Scientific Interest (SSSI). Furthermore, the wider area has a Special Area of Conservation (SAC) and Special Protection Area (SPA). Welsh Water was fined £90,000 for the Gwent levels incidents and £160,000 for the Pontnewynydd incident, which was caused by a spillage from a foul sewer chamber in February 2023. They were also ordered to pay more than £18,000 in costs. Welsh Water had earlier pleaded guilty to the charges. Of the damage in Pontnewynydd, Natural Resources Wales said sewage was visible over ground and throughout approximately 400m of the tributary. Speaking of the Magor incidents, they said: 'For over a year, our officers recorded a pattern of recurring sewage pollution incidents in the same area, impacting a highly protected habitat which is rich in plants and wildlife, including a saltmarsh. 'Time and again we were assured that necessary repairs had been made, yet the pollution persisted. 'As well as causing considerable harm to the local environment, we found Welsh Water's response to the incidents to be inadequate. Communication was at times poor, and there were unnecessary delays to their incident response procedures such as pumping and tankering away the pollution, which could have lessened impact."
