Nueva Ecija governor Umali suspended for one year over quarry permits

The Office of the Ombudsman has suspended Nueva Ecija Governor Aurelio Umali for one year without pay, according to a report on ''24 Oras Weekend'' on Saturday.
The suspension stemmed from a complaint alleging that Umali and other government officials had issued quarry permits without the required Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR).

President Ferdinand "Bongbong" Marcos Jr. withheld the release of P60 billion to P80 billion worth of funds under the then proposed P6.352 trillion national budget for 2025, Finance Secretary Ralph Recto said Monday. This is because the allocation funded budget items which were not aligned with the administration's priorities, he said. Recto made the disclosure during the questioning of Caloocan City Representative Edgar Erice who asked the economic team, which includes Recto, how the administration dealt with the fact that P375 billion worth of programmed, meaning funded budget items under the proposed 2025 budget of the Executive was cut by Congress and placed under the unprogrammed fund. An unprogrammed fund is for budget items whose funding are dependent on tax collection exceeding targets and other special laws. 'Mr. Speaker, there is a saying, the Executive proposes [the budget], Congress disposes of the budget, and the Executive implements the budget. Having said that, the President, in his wisdom, his first response was to veto a few portions in the [2025] budget,' Recto said during the first day of the briefing on the proposed P6.793 trillion budget for 2026 which is scheduled to be filed as the General Appropriations Bill on September 1. Recto was referring to the P26 billion worth of budget items in the 2025 Congress-approved budget that the President vetoed, meaning removed from the budget. 'Now, during the time of implementation of the budget, the President decided not to release their appropriations. And why is that? Because it may not be consistent with the Philippine Development Plan of his administration. At any given time, during budget execution, the President can withhold releases of the budget if it is not consistent with the priorities of his administration. And as of today, based on my understanding, roughly P60 to P80 billion has still been withheld [by the President],' Recto added. Erice then pointed out that the P26 billion budget items that the President rejected in the 2025 budget was still too small compared with the P375 billion realigned by Congress to unprogrammed fund, but Recto assured the opposition lawmaker that the President will ensure that government spending will be based on merit, not a whim. 'If the President sees, for example, that there are double entries in a particular project, he's not bound to release this appropriation,' Recto said. In addition, Recto said that Erice's question on the realignment of P375 billion worth of budget items is a question best answered by Congress. —KG, GMA Integrated News

The increased Chinese presence around Bajo de Masinloc or Scarborough Shoal could be an attempt to protect their image after the recent collision between ships of the China Coast Guard (CCG) and the People's Liberation Army Navy (PLA Navy), the National Maritime Council said Sunday. The Philippine Navy confirmed that as of August 14, China has deployed seven CCG vessels and 13 Chinese maritime militia vessels in the area, compared with the Philippine Coast Guard's (PCG) lone vessel the BRP Teresa Magbanua. 'Siguro ito yung isa nilang pamamaraan para baligtarin 'yung nangyari, kasi very embarrassing 'yun sa kanila and they want again to project na they're in control para matabunan 'yung issue,' NMC spokesperson Undersecretary Alexander Lopez said in a report on GMA's '24 Oras Weekend' on Sunday. (Maybe this is one of their ways to twist what happened because that was very embarrassing for them, and they want to project again that they're in control to cover up the issue.) This comes as the CCG vessel 3104 and PLA Navy ship 164 collided approximately 10.5 nautical miles east of Bajo de Masinloc on August 11, after chasing the Philippines' BRP Suluan at high speed. China has yet to confirm if there have been any fatalities from the collision. PCG spokesperson for the West Philippine Sea Commodore Jay Tarriela said China may have also deployed anti-drone technology in the area, as Philippine officials have failed to launch drones in the area. 'We were not able to launch our drones. It's because, we are suspecting, that the Chinese have jammed the signal,' he said in the same report. 'We always fly our drone especially if we are subjected to dangerous maneuvers, because we have to document it and then submit it to the National Task Force and then at the same time, of course, release it to the public,' he added. The Philippines has maintained that the Bajo de Masinloc is part of its territory, as ruled by an international tribunal in 2016, which also invalidated Beijing's massive South China Sea claims. China has refused to acknowledge such ruling, and its government in 2022 claimed that it will continue to adhere to what it described as a 'friendly consultation' with the Philippines after several Chinese vessels have been found 'swarming' areas in the West Philippine Sea. The Philippines has already filed dozens of diplomatic protests against China regarding the territorial dispute under the administration of President Ferdinand 'Bongbong' Marcos Jr. — Jon Viktor D. Oriental Mindoro Gov. Dolor dismayed by damaged dikes

Oriental Mindoro Governor Humerlito 'Bonz' Dolor expressed his dismay over damaged dikes in his province, which was hit by floods due to the Southwest Monsoon or Habagat and the consecutive storms last month, even as these were put up fairly recently. Dolor over the weekend inspected several dikes, including one in Mulawin, Naujan where a security guard initially refused to let officials enter, as he said he received orders from the management not to let anyone in without a written request from the Department of Public Works and Highways (DPWH). 'Kaya ba pati Gobernador ayaw ninyo papasukin kasi may tinatago kayo? Dugo't pawis ng bayan yan! [Is this why you won't even let the Governor in? Because you're hiding something? That's the people's blood and sweat!],' he said in a post on his Facebook account. Dolor was eventually able to inspect the dike, which he said was full of sand, and the sheet piles were poorly embedded, and even broken, as reported by Darlene Cay on GMA's '24 Oras Weekend' on Sunday. He also inspected another flood control project in Barangay Tagumpay in Naujan, which he said cost P1 billion for one kilometer, noting that he only saw one piece of metal rod, a waste of funds when compared with the Capitol with a P2-billion budget for a year. 'Sa haba na ho ng aking paglalakbay dito, ako po'y lubos na nagpapasalamat dahil may isang bakal na inilagay. Imaginine niyo ho, all throughout, walang bakal, pero ito, meron. Oriental Mindoro is one of the flood prone areas recently cited by President Ferdinand 'Bongbong' Marcos Jr., who has ordered a review of the flood control projects across the country. GMA News Online is still trying to reach out to the private contractors of the said projects, and the DPWH for comment on the matter. During his State of the Nation Address (SONA) last July, Marcos warned government personnel who steal public funds—such as those for flood control projects—to have some shame. Just last week Marcos launched a website for citizens to report on flood control projects.
