New mechanisms to bolster appeal of Oman's Round 3 hydrogen auction

MUSCAT - Hydrom, the state-owned entity overseeing Oman's green hydrogen strategy, has introduced a series of mechanisms and incentives aimed at generating stronger investor interest in the third round of auctions for green hydrogen development blocks.
Launched in April 2025, Round 3 centres on a 300 sq km land block in Duqm. Prospective developers may bid for a minimum of 100 sq km, with the flexibility to define their project footprint within the block. This approach allows bidders to tailor configurations in line with their strategies and market outlook.
According to Abdulaziz al Shidhani, Managing Director of Hydrom, the latest round has been designed with enhanced flexibility to better align with investor expectations.
'We offered a 300-square-kilometre block where bidders can propose developing a third, two-thirds, or the entire area, depending on their capabilities. We can award the land to one, two, or three developers. Strategically, the message is that Oman is committed yet agile,' he told The Energy Year, a UK-based energy news portal.
Crucially, Hydrom has embedded several new features into the auction process to elicit a stronger investor response. 'We're introducing mechanisms such as a double-sided auction with a contract-for-difference model, and a downstream auction aimed at domestic industry,' Al Shidhani explained.
'These initiatives are designed to stimulate local hydrogen demand by bridging the price gap between suppliers and buyers. We're also allowing phased project development. Instead of delivering the full 50,000 tonnes per year within seven years, developers can start small and scale up.'
Additional incentives—yet to be disclosed—will reward developers that meet specific milestones, he noted. 'Importantly, only 4 per cent of Oman's 50,000-square-kilometre hydrogen potential has been allocated so far. We're serious about scaling but also balanced about risk,' he added.
While optimism surrounds the auction, Al Shidhani acknowledged ongoing challenges facing the global hydrogen industry, such as political transitions and policy delays in key markets including Germany and Japan.
One critical challenge being addressed by Hydrom is the imbalance between global hydrogen supply and demand. 'We're tackling this through government-to-government agreements with Japan, South Korea, Germany, the Netherlands, Belgium, and Singapore,' he said. 'These aren't just MoUs—we conduct workshops, run joint studies, and have launched the world's first liquid hydrogen corridor with partners in Germany and the Netherlands.'
Domestically, Hydrom is also focusing on building a viable local market for hydrogen. 'We're exploring downstream applications and support tools like the double-sided auction model to make green hydrogen affordable for local industries without undermining competitiveness,' he said. 'We're not waiting for perfect conditions—we're pushing ahead with real engagements and infrastructure planning.'
Also aiding investor convenience is a streamlined permit system that consolidates approvals across multiple government agencies. 'We had a major breakthrough with the single automatic permit system,' Al Shidhani said. 'Previously, developers needed clearances from 36 entities. That's now down to just nine. Through the newly launched Oman platform, once a project is approved, developers receive access to all requirements, and full land access is granted the next day. This automated system has dramatically reduced administrative bottlenecks.'
While underscoring Hydrom's central role in orchestrating Oman's green hydrogen ambitions, Al Shidhani emphasized that the success of the sector depends on collective action.
'Hydrom remains the coordinator, but success hinges on ecosystem partners delivering on their responsibilities,' he said. 'We expect our first hydrogen plant to be operational between 2029 and 2031.'

The annual report revealed that the Chinese mainland REIT (C-REIT) market achieved a remarkable 85% increase in market value at the end of 2024, surpassing Hong Kong and becoming one of the region's top three REIT markets. In the same period, India's REIT market demonstrated robust growth in the office sector, driven by strong leasing demand for institutional-grade office space. Meanwhile, mature markets such as Japan, Singapore and Hong Kong moved toward stabilization, underlining their long-term resilience. Catherine Chen, Director, Investor Client Intelligence & Insights, Asia Pacific at Cushman & Wakefield said, "The unprecedented growth in the C-REIT market highlights its role as a critical driver of regional expansion, while India's performance emphasizes the growing strength of the country's institutional-grade real estate. These markets continue to create new and exciting opportunities for investors targeting Asia." Cushman & Wakefield's data showed a total of 263 active REIT products in the Asia market as of December 31, 2024, with a combined market value of US$235.8 billion, reflecting a year-on-year decline of 6.5%. The contraction was primarily driven by declines in the U.S. dollar values of the Japan, Singapore and Hong Kong markets due to the widespread softening in REIT stock prices and unfavorable exchange rate movements. Amid these declines, the Chinese mainland REIT market emerged as a bright spot, posting an impressive 85% year-on-year rise in market value, attributable to new REIT product issuances and strong investor demand for infrastructure-backed assets. In the mature markets, Japanese REITs experienced significant gains in dividend yield, led by stock price moderation and asset performance improvements, particularly among hotel REITs, which benefited from inbound tourism. In Singapore, positive total returns were observed across multiple property types in 2024, including data centres at 9.7%, and healthcare at 6.9%. Elsewhere in Asia, Thailand demonstrated robust performance with a 41% increase in market value, marking it as the second-highest growth market in the region. The Philippines, Malaysia and India reported increases of 37%, 21% and 13% respectively, supported by their favorable economic fundamentals and attractive real estate sectors. This represented the highest annual issuance recorded to date. Among product categories, consumer infrastructure REITs led the issuance count with seven new listings, followed by industrial park REITs with six launches. Heading into 2025, the market has maintained its robust trajectory with six REITs launched in Q1, including five real estate-backed products. As of March 31, 2025, a total of 64 public infrastructure REITs were listed in the Chinese mainland, marking a significant period of growth in the market. Global capability centres drive leasing demand for India office REITs India's office asset REITs have attracted a considerable share of demand from global capability centres (GCCs), which is an important growth driver for India's office markets. At a Pan-India level, GCCs have accounted for 28%–29% of gross leasing volume on average over the last four quarters up to Q1 2025. In contrast, REIT landlords were able to achieve a much higher share, at 40%–60% of total leasing demand from GCC firms, rendering institutionally owned assets the preferred choice for many multinational occupiers. All three office REITs in India achieved occupancy rates close to 90% at the end of Q1 2025." A fourth office REIT in India is expected to make its listing debut by the end of the calendar year 2025. With 48 million sq ft of Pan-India Grade A office space (37 million sq ft operational and 11 million sq ft under development), Knowledge Realty Trust, which is backed by Blackstone and Sattva Developers is expected to become one of the largest real estate investment trusts listed in India. Looking Ahead The Asia REIT market is poised for continued evolution as it navigates the dual forces of mature market stabilization and emerging market expansion. Dubai: UAE security authority warns against dealing with unlicensed companies

The Securities and Commodities Authority (SCA) has warned the investing public against dealing with unlicensed entities in their latest advisory. The SCA has warned Dubai residents of three companies who are not licensed to conduct financial activities. In an official statement on its website, the SCA named three companies on July 17 — Sigma one capital, Sigma — wealth world financial, Sigma One Cap Marketing Services. "The SCA advises the investing public to refrain from dealing with these companies, as they are not licensed to conduct financial activities or provide services regulated by the SCA. Investors are strongly encouraged to verify the licensing status of any entity before engaging in any financial transactions. The SCA bears no responsibility for any transactions or dealings conducted with unlicensed companies," it said in the statement. The advisory was issued on the basis of the regulatory role of the SCA to ensure sound transactions and protect investors in accordance with the provisions of the Federal Law No. (4) Of 2000 concerning the Emirates Securities and Commodities Authority and Market and the regulations issued thereunder, and pursuant to the Chairman of the SCA Board of Directors' Decision No. (9/R.M) of 2017 concerning the Controls for Publishing Warnings. Last week, the SCA cautioned investors against dealing with certain entities and individuals falsely claiming to be Greenstone Equity Partners Financial Products Promotion LLC — an entity licensed by the SCA — and spoofing links from the company's website and misrepresenting them as legitimate. "The SCA urges all investors to verify the licensing status of any entity before engaging in any regulated activity. It bears no responsibility for any transactions conducted with such parties," it said.
